Where can Brevard County residents apply for a passport?

The Brevard County Clerk of Court and Comptroller takes passport applications for the U.S. Department of State at its branch offices, including the Palm Bay Office at 450 Cogan Drive SE and the Melbourne Branch Courthouse at 51 Nieman Avenue.

The Clerk's passport page says the Brevard County Clerk of Court accepts passport applications on behalf of the U.S. Department of State, and that a walk-in application can be made at any of its six branch offices (Brevard Clerk passports). The Clerk's office list runs from Titusville in North Brevard to Palm Bay in South Brevard, with each address and its hours (Brevard Clerk office locations).

South Brevard has two of these counters. The Palm Bay Office on Cogan Drive SE is open Monday through Friday from 8:00 AM to 11:30 AM, then from 1:30 PM to 5:00 PM, so it is closed over the midday hours (Brevard Clerk). The Melbourne Branch Courthouse on Nieman Avenue keeps a continuous day, open Monday through Friday from 8:00 AM to 5:00 PM. Residents of Malabar, Grant-Valkaria, Micco and Barefoot Bay choose between those two buildings or drive north to Viera.

Is an appointment needed at a Brevard Clerk branch?

No appointment is required at any Brevard County Clerk branch, although the Clerk encourages one for faster service and books passport appointments only at its Viera and Melbourne branches.

The Clerk's passport page states that appointments are encouraged for faster service and are available in the Viera and Melbourne branches (Brevard Clerk passports). A walk-in at the Palm Bay Office or the Merritt Island Service Complex is the only option there, and both of those counters stop from 11:30 AM to 1:30 PM. The same page asks applicants to arrive no later than 4:30 PM, half an hour before the Melbourne Branch Courthouse and Moore Justice Center close.

Every first-time applicant appears in person at a Brevard County Clerk counter, because the federal execution fee is described as required for first-time applicants and others who must apply in person (22 CFR 22.1). Children are no exception: under federal rules, minors under 16 years of age applying for a passport must appear in person, and both parents or each legal guardian normally execute the application (22 CFR 51.28). The Clerk's FAQ dates that requirement to February 1, 2004, when Passport Services began requiring the personal appearance of all minors (Brevard Clerk FAQ).

What does a passport cost at the Brevard County Clerk?

A first adult passport book accepted at a Brevard County Clerk branch costs $165 under the Clerk's fee sheet effective October 4, 2026: $35 paid to the Clerk and $130 paid to the U.S. Department of State.

The Brevard Clerk's fee sheet, headed passport fees effective 10/04/2026, lists the adult book at $165.00 with $35.00 to the Clerk of Court and $130.00 to the State Department, and the minor book at $135.00 with $35.00 to the Clerk and $100.00 to the State Department (Brevard Clerk passport fees). On the expedited adult book, the $73.25 Clerk share covers the $35.00 execution fee plus $38.25 of express mail, and the $216.87 State Department share covers the $130.00 application, the $60.00 expedite charge and $26.87 of express mail.

Federal rules explain the split behind the Brevard Clerk fee sheet. The State Department schedule sets the execution fee at $35, an application fee of $50 for applicants 16 or over, and a passport book security surcharge of $80 (22 CFR 22.1). The $130 figure on the Brevard fee sheet is that $50 plus $80, and the $60 expedite charge matches the federal schedule for expedited service.

Two payments are made at the counter in Palm Bay, Melbourne or Viera. The Clerk requires the State Department fee by check or money order only, while the Clerk's own fee can be paid in cash, by check, by money order or by card, with a processing fee on cards (Brevard Clerk passports). The Clerk's FAQ adds that partial payments are not accepted.

What should an applicant bring to a Brevard Clerk counter?

A first-time applicant brings an unsigned Form DS-11, original proof of U.S. citizenship, a valid photo ID, copies of both documents, one 2x2 photo and two separate payments, according to the Brevard County Clerk's passport checklist.

The Brevard Clerk's checklist calls for the DS-11 Form completed in black ink, with no white out or cross-outs, and not signed before the visit (Brevard Clerk passport checklist). Citizenship is shown with an original or certified birth certificate listing both parents' names, or with an original naturalization certificate. The checklist also asks for copies of the front and back of the photo ID and of the citizenship document on letter-size paper; copies can be made at the Clerk's office for 15 cents per page.

Photos are sold at the counter everywhere except one South Brevard branch: the Clerk's passport page says photos are available at all Clerk branch offices except the Palm Bay branch, for a $16.05 fee (Brevard Clerk passports). An applicant headed to Cogan Drive SE therefore arrives with a photo already taken. The Clerk's FAQ describes a color, white-background, 2 inch by 2 inch image, and states that photos of applicants wearing eyeglasses have not been accepted since November 1, 2016.

For a child under 16, the Brevard Clerk checklist requires the ID of each parent listed on the birth certificate, with both parents present, or else a certified court document or Form DS-3053 with a copy of the absent parent's ID (Brevard Clerk checklist). Applicants who are 16 or 17 bring their own photo ID and need one parent present or proof of implied consent.

A missing birth certificate can be ordered locally. The DOH-Brevard Office of Vital Statistics is at 2565 Judge Fran Jamieson Way in Viera, open Monday through Friday from 8 a.m. to 4:30 p.m., and the cost for one birth certificate is $12.00 (DOH-Brevard birth certificates). That office issues records for anyone born in Florida from 1930 to the present, and it sits on the same Viera campus road as the Moore Justice Center counter.

Who can renew by mail instead of visiting a Brevard Clerk branch?

A Brevard County resident whose previous passport was issued at age 16 or older, not more than 15 years earlier, can renew by mail on Form DS-82 instead of appearing at a Brevard Clerk branch.

Federal rules allow a mail application when the most recently issued previous passport was issued when the applicant was 16 years of age or older and the new application comes not more than 15 years after that issue date (22 CFR 51.21). The Brevard Clerk's FAQ gives the same test and says the renewal packet, with one new photo, the old passport and the fee, is mailed to the Passport Agency rather than handed in at the Melbourne or Palm Bay counter (Brevard Clerk FAQ). Anyone who was a minor when the last passport was issued returns to a Clerk branch with a DS-11.

The Clerk's fee sheet notes the adult book renewal at $130.00, and lists a card added to a previously issued book at $30.00, applied for directly with the Passport Agency on Form DS-82 (Brevard Clerk passport fees). For travel on short notice, the same sheet lists a hand-carry option at $35.00 to the Clerk only, in which the applicant leaves the Brevard counter with a sealed envelope that must be delivered to a Passport Agency no later than 5 business days after execution. For routine and expedited timing, the fee sheet refers applicants to travel.state.gov for current processing times instead of printing a number.
