The Titusville GCN office on the 6th floor of 400 South Street keeps the longer 8:30 AM opening but handles only real estate taxes, business tax applications and renewals, and concealed weapon license services, with no tag or driver license work (office locations). The other five are full branches that open at 9:00 AM. Mail goes to P.O. Box 2500, Titusville, FL 32781-2500, and overnight packages go to 400 South St., 6th Floor, Titusville.

Phone lines split the county in two. North Brevard callers reach tax services at 321-264-6969 and motorist services at 321-264-6935, while every South Brevard line, from Viera to Palm Bay, rings 321-633-2199 (Tax Collector contact page).

Which services does each office handle?

The five full branches in Titusville, Merritt Island, Viera, Melbourne and Palm Bay all handle taxes, tags, boats, driver licenses and birth certificates, while concealed weapon license and HazMat work is limited to a few (Brevard County Tax Collector).

Concealed weapon license applications and fingerprints are accepted only in the Viera, Titusville-GCN, Palm Bay and Merritt Island offices, which the Tax Collector attributes to equipment restrictions (Concealed Weapon Licenses). The Viera office on Judge Fran Jamieson Way is the one branch where the list states road tests are not available; the Melbourne and Palm Bay entries carry no such note. The state motor vehicle agency lists CDL Hazmat at the Palm Bay and Titusville centers only (FLHSMV Brevard locations).

The Florida Department of Highway Safety and Motor Vehicles lists no separate state-run driver license office in Brevard: all Brevard offices are county tax collector-sponsored service centers, and a tax collector service fee is added to motorist services fees (FLHSMV). The Merritt Island Branch on Courtenay Parkway carries the same motorist list as Melbourne and Palm Bay.

Which offices serve Palm Bay and South Brevard?

The Tax Collector lists three South Brevard offices, Palm Bay at 450 Cogan Drive SE, Melbourne at 1515 Sarno Road and Viera at 2725 Judge Fran Jamieson Way, and none in Malabar, Grant-Valkaria, Micco or Barefoot Bay (office locations).

Of the three South Brevard offices, the Palm Bay branch on Cogan Drive SE has the longest service list: real estate taxes, auto tags, boats, hunting and fishing, driver licenses, business tax renewals, birth certificates, HazMat services and concealed weapon license services (Brevard County Tax Collector). The Melbourne branch on Sarno Road covers the same motorist and tax work without HazMat or concealed weapon license services.

Registration renewals do not need a branch at all. Self-service kiosks print a new registration and decal within minutes at two Publix stores: Palm Crossings, 145 Palm Bay Rd, West Melbourne 32904, and Post Commons, 4100 N Wickham Rd, Melbourne 32935 (Brevard County Tax Collector home page). The Tax Collector also offers Renewal Express, where a renewal completed online is picked up at a chosen office with no appointment (Service Types).

Is an appointment needed at the Tax Collector?

Appointments are suggested at Brevard County Tax Collector offices and are available for Brevard residents only; walk-ins are limited and wait times may be lengthy (Service Types).

Several Brevard County Tax Collector services set their own rules. Concealed weapon license transactions always need an appointment (Concealed Weapon Licenses). Road tests, concealed weapons license and dealer appointments cannot be combined with another appointment type, and each customer or family member needs a separate appointment. Surrendering a license plate is a walk-in service at any branch office, and disabled parking permit forms can be mailed or brought in without an appointment (Service Types).

Saturday service is narrow. The Tax Collector lists limited Saturday appointments for driver license renewals only, with no weekend walk-ins, and locations and dates vary (Service Types). For weekday visits, the Brevard County Tax Collector reports that Mondays and Fridays have traditionally been the busiest days, while the wait times on Wednesdays are generally the shortest, and that the longest lines occur during the hours of 11:00 a.m. until 2:00 p.m. (Tax Collector contact page). The last few working days of each month are also listed as extremely busy.

Birth certificates, licenses and business tax at the Tax Collector

Besides taxes and motorist work, the Brevard County Tax Collector acts as an agent for the Florida Fish and Wildlife Conservation Commission, the Florida Department of Agriculture and the Florida Department of Health (Other Services).

Birth certificates come through a partnership with the Florida Department of Health in Brevard County, so a resident renewing a license can get the record at the same counter. A certified computer certificate costs $18.25, made up of the $12.00 Department of Health fee and a $6.25 Brevard County Tax Collector administrative fee, and covers Florida births from 1917 to the present (Birth Certificates). Ordering online from the state instead runs higher than the Brevard County Tax Collector counter price: the Florida Department of Health lists a $19 Bureau of Vital Statistics fee for the first computer-generated certification, including a $10 rush fee, plus a $7 VitalChek processing fee (Florida Department of Health).

For concealed weapon licenses, the Viera, Palm Bay, Merritt Island and Titusville-GCN counters photograph and electronically fingerprint the applicant, while eligibility is decided by the Florida Department of Agriculture and Consumer Services. The license is valid for seven years, renewals with no changes print the same day, and a renewal up to six months after expiration carries a $15 late fee (Concealed Weapon Licenses). Hunting and fishing licenses are sold as an agent of the Florida Fish and Wildlife Conservation Commission, and the office points to its locations page to show which branches offer them (Hunting and Fishing Licenses).

Business tax receipts for Brevard County are issued or renewed beginning July 1, are due by September 30 and become delinquent October 1; a business inside Palm Bay, Melbourne or another municipality also contacts its city (Business Tax Receipts). Going Out of Business permits cost $50.00 and are issued only at the Tax Collector's Main Office.

State law sets the same business tax calendar the Brevard County Tax Collector follows, and it adds the cost of renewing late: a delinquency penalty of 10 percent for the month of October, plus an additional 5 percent penalty for each subsequent month, never more than 25 percent of the tax (Florida Statutes s. 205.053).

The four-office limit on concealed weapon licenses in Brevard follows from how the program is set up. Under state law the Department of Agriculture and Consumer Services may appoint tax collectors to accept applications, and each appointment is for specified locations (Florida Statutes s. 790.0625). The state license fee itself is up to $55 for a first statewide license and up to $45 for a renewal (Florida Statutes s. 790.06). On top of that state fee, a tax collector appointed under section 790.0625, as the Brevard County Tax Collector is for its four CWL counters, may collect and retain a convenience fee of $22 for each new application and $12 for each renewal application (Florida Statutes s. 790.0625).

Who runs the Brevard County Tax Collector office?

The Brevard County Tax Collector is Lisa Cullen, CFC, an independent constitutional officer elected by the voters of Brevard County for a four-year term (Brevard County Tax Collector; Budget and Expenditures).

The office traces to the 1885 Florida Constitution and describes itself as a fee office: its funding comes from fees and commissions set by the Florida Statutes, and unspent fees above the cost to operate the Brevard County Tax Collector's office are remitted at year end to each local governmental agency in proportion to what it paid (Budget and Expenditures). The same page lists its duties: collecting real property, tangible personal property and non-ad valorem taxes, issuing business tax receipts for Brevard County, acting as agent for the Department of Highway Safety and Motor Vehicles, and issuing titles and registrations for vehicles, mobile homes and vessels.

Questions about a property's value or exemptions belong to a different office. The Tax Collector's FAQ sends assessed value, taxable value and exemption questions to the Brevard County Property Appraiser at 321-264-6700, and states that Brevard property taxes become delinquent April 1 (Brevard County Tax Collector FAQ).
