Short answer: An Indian River County Value Adjustment Board petition is filed with the VAB clerk at the County Administration Building, 1801 27th Street, Vero Beach, or online at vab.indian-river.org, within 25 days after the TRIM notice; the 2026 deadline was September 4, 2026, and the fee is $50 per parcel. Special magistrates hear cases from mid-October, and the owner must prove by a preponderance of the evidence that the Property Appraiser's value is wrong.

What does the Indian River County Value Adjustment Board decide?
The Indian River County Value Adjustment Board reviews disputes between owners and the Property Appraiser over assessed value, denied exemptions, classifications, portability and tax deferrals, with special magistrates hearing each case in Vero Beach and the board issuing final decisions.
The state Department of Revenue lists the board's subjects as appeals regarding property value assessments, denied exemptions or classifications, ad valorem tax deferrals, portability decisions, and change of ownership or control, filed with the VAB clerk of the county where the land sits (Florida Department of Revenue). In this county that clerk is the Clerk of the Circuit Court and Comptroller, whose Clerk to the Board staff run petitions from the County Administration Building on 27th Street (Indian River Clerk).
Of the five board seats, the local rules assign two members of the Board of County Commissioners, one School Board member and two citizen members. The magistrates who actually hear the cases are, in the words of the local rules, not connected or affiliated with the Property Appraiser's Office in any way (VAB Local Policies, page 5). The board usually meets twice a year, at an organizational meeting and a final meeting, in Conference Room A1-102 of Building A at 1801 27th Street, across from the Commission Chambers, and both meetings are open to the public.
How is a petition filed and what does it cost in 2026?
A 2026 petition to the Indian River County VAB had to reach the clerk by September 4, 2026, online through vab.indian-river.org or on paper at 1801 27th Street, with a $50 fee for each separate parcel.
Florida Statutes 194.011 allows a value petition on or before the 25th day following the mailing of the TRIM notice (Florida Statutes 194.011), and the Indian River County portal turned that into a firm 2026 date: paper petitions received in the Clerk's Office by 5:00 p.m. on September 4, and online petitions posted by midnight that day (VAB petition portal). Online filers need the 21 digit parcel number, an e-mail address and a credit card; cash, check or money order filings go to the board office in Room A2-801 of the County Administration Building, and blank DR-486 forms are also kept at the Property Appraiser's building at 1800 27th Street.
The fee schedule comes from VAB Resolution 2026-1. It sets $50 for each separate, non-contiguous parcel and, for single joint petitions, $50 plus $5.00 for each parcel included; condominium, cooperative and homeowners' associations may file one joint petition for members whose parcels the Property Appraiser finds substantially similar (Resolution 2026-1, page 1). A petition that arrives without its fee is not rejected outright: the clerk notifies the filer and allows 10 calendar days to complete it, after which an unpaid petition is deemed incomplete and not scheduled for a hearing. Overpayments above $10 caused by a miscalculation by the petitioner or the petitioner's agent are refunded.
| Petition type | Fee |
|---|---|
| Single parcel, value or classification | $50, non-refundable once accepted |
| Single joint petition (contiguous, multiple or association parcels) | $50 plus $5 per parcel |
| Portability | $15 |
| Denied timely homestead exemption, homestead tax deferral, Chapter 414 assistance | No fee |
The waivers are written into the resolution, which the Indian River County VAB adopted in regular session on July 30, 2026 (Resolution 2026-1, page 2). The portal adds the $15 portability rate (VAB portal).
What does an owner have to prove to win?
In an Indian River County value appeal the owner carries the burden of proof and must show, by a preponderance of the evidence, that the Property Appraiser's assessed value does not reflect just value or rests on arbitrary appraisal practices.
Florida Statutes 194.301 states that the burden of proof is on the party initiating the challenge, and for value disputes lists what that party must establish: that the assessed value does not represent the just value of the property after applicable caps, or does not represent the required classified use value, or is arbitrarily based on appraisal practices (Florida Statutes 194.301). The appraiser's figure is presumed correct only if the appraiser first proves it followed section 193.011 and professionally accepted appraisal practices. For an exemption or classification dispute, such as a denied homestead exemption on a Sebastian or Vero Beach house, the statute says there is no presumption of correctness at all.
Evidence deadlines fall well before the hearing. A petitioner must deliver evidence to the Property Appraiser's Office at least 15 days before the hearing, and moves the deadline to the previous business day when the 15th day falls on a weekend or holiday (VAB Local Policies, page 9). In-person petitioners bring three copies, one for the Property Appraiser, one for the magistrate and one to keep. Under one local rule, evidence the Property Appraiser asked for in writing and the petitioner withheld may not be presented to the magistrate later (VAB Local Policies, page 10). Rebuttal material reaches the VAB Clerk digitally at least one business day before the hearing.
An informal review is also available. Under section 194.011 any owner may ask the Property Appraiser to informally confer about the assessment (Florida Statutes 194.011), and the local timeline places that conference in August and September, after the TRIM notice and before the filing deadline (VAB Local Policies, page 3).
How do Indian River County VAB hearings run?
Indian River County VAB hearings begin in mid-October and run weekdays, starting as early as 8:30 a.m. with the last scheduled hearing beginning at approximately 3:30 p.m., in Building A at 1801 27th Street, with telephone and Zoom options.
The local rules put in-person hearings in Conference Room A-102 of the Indian River County Administration Building, with the official Notice of Hearing sent at least 25 days before the hearing date and copied to the Property Appraiser (VAB Local Policies, page 10). Either side may reschedule a single time for good cause (VAB Local Policies, page 3).
Remote hearings carry their own deadlines. For a telephone hearing the 2026 portal asks for the request no later than 10 days before the hearing, by e-mail to the clerk's Axia address or delivered to the board office on 27th Street (VAB portal). Zoom hearings are also offered, with the Notice of Hearing and a videoconference invitation e-mailed seven days ahead and the evidence packet due to the clerk seven days before the hearing (VAB Local Policies, page 11). For telephone hearings, the portal adds that all parties are sworn in by the special magistrate (VAB portal).

Who can represent an owner before the board?
An owner before the Indian River County VAB can appear personally or be represented by an authorized agent, from a family member to a Florida Bar attorney, licensed appraiser, real estate broker or CPA.
The Indian River County VAB local rules state that an agent need not be a licensed individual or person with specific qualifications and may be any person, including a family member, authorized by the taxpayer (VAB Local Policies, page 8). An unpaid helper files with the owner's signed written authorization, valid for one taxpayer and one assessment year, while a paid agent who is not a licensed professional needs the taxpayer's power of attorney, with a copy given to the board clerk at filing when the taxpayer has not signed the petition. Licensed agents skip the written authorization but must list their license number on the petition; the rules name attorneys who are members of the Florida Bar, appraisers licensed under Chapter 475 Part II, brokers licensed under Chapter 475 Part I and certified public accountants (VAB Local Policies, page 9).
Whoever signs the petition becomes the owner's agent for service of process for the whole proceeding, including any appeal by the Property Appraiser or the Tax Collector, so the choice of signer matters (VAB Local Policies, page 8).
What happens after the magistrate rules?
A special magistrate's recommendation goes to the full Indian River County VAB for a final decision, and taxes stay due in the meantime unless the board rules before April 1.
On the Clerk of the Circuit Court's VAB page, the roles divide this way: magistrates conduct hearings and recommend decisions, and the board makes all final decisions (Indian River Clerk). The local process chart adds that an owner dissatisfied with the board's decision has 60 days to file an action in Circuit Court, and 15 days for a homestead exemption or tax deferral case (VAB Local Policies, page 4).
Payment rules run alongside the case. For a value or portability petition, the portal says the payment made before the delinquency date, which is normally April 1, must cover every non-ad valorem assessment and at least 75 percent of the ad valorem taxes; without it the board will deny the petition (VAB portal). Bills come from the Indian River County Tax Collector, and a magistrate's recommendation does not pause that clock. North county owners can reach the Clerk at its Sebastian office, 1921 U.S. Highway 1, Monday, Wednesday and Friday from 8:30 am to 5 pm (Indian River Clerk).
