Voter registration — Indian River County, Florida

One roll for Sebastian, Fellsmere, Vero Beach, Orchid and Indian River Shores: where the forms are, how they are filed and when the 2026 books closed.

Short answer: Indian River County residents register to vote with the Supervisor of Elections at 4375 43rd Avenue, Vero Beach, online at RegisterToVoteFlorida.gov with a Florida driver license or ID and a Social Security number, or on a paper form picked up at one of 27 listed sites from Fellsmere to Sebastian. The deadline for the November 3, 2026 election was October 5, 2026; later applications count for future elections. A voter who moves within Florida can report the new address to the county office by calling 772-226-4700.

Which office registers voters in Indian River County?

The Indian River County Supervisor of Elections, at 4375 43rd Avenue in Vero Beach, enters new registrations and updates voter records for electors across the county, including Sebastian, Fellsmere, Vero Beach, Indian River Shores and Orchid.

Section 98.015 directs each county supervisor to update voter registration information, enter new registrations into the statewide voter registration system and act as official custodian of registration documents for electors of that county (s. 98.015, Florida Statutes). In Indian River County that office is held by Supervisor of Elections Leslie Rossway Swan. The office is open Monday through Friday, 8:30 am to 5:00 pm, and answers questions about registration status at (772) 226-4700 (Supervisor of Elections). A Spanish hotline, (833) 347-2763, is printed on the same page, alongside the main office line and a fax number, (772) 770-5367.

Eligibility is short. The Supervisor of Elections lists three conditions: United States citizenship, Florida residency and a minimum age of 18, with preregistration allowed from age 16 (Register to Vote). The state adds one recent duty for new citizens. Since February 2025, anyone who becomes a U.S. citizen has 30 days to report the change in legal status to the Department of Highway Safety and Motor Vehicles (Florida Division of Elections).

Where can paper applications be picked up around the county?

The Supervisor of Elections lists 27 pickup sites for paper applications, from Fellsmere City Hall on South Orange Street to the Town of Indian River Shores on Highway A1A (Voter Registration Agencies).

The list mixes government counters with community offices. Besides the five city and town halls, it names the Florida Department of Health in Indian River County at 1900 27th Street, the Indian River County Chamber of Commerce at 1216 21st Street, the Social Security Administration at 724 20th Street, the U.S. Army Recruiting Station at 972 14th Lane, the U.S. Fish and Wildlife office at 777 37th Street and the Vending Library at the iG Center, 1590 9th Street SW. Both party headquarters in Vero Beach also appear on it (Supervisor of Elections agency list).

Picking up a form is not the same as filing it. The agency page states that completed applications should be hand delivered or mailed to the Supervisor of Elections Office located at 4375 43rd Avenue, Vero Beach, FL 32967. State law is broader about where a finished form is valid: section 97.053 requires applications to be accepted at the office of any supervisor, the Division of Elections, a driver license office, a voter registration agency or an armed forces recruitment office, whether hand delivered during open hours or mailed (s. 97.053, Florida Statutes). In Indian River County the Tax Collector lists Driver License service at its Main Office on 27th Street (Main Office), its West Office on 82nd Avenue (West Office) and its Sebastian Office on US Highway 1 (Sebastian Office).

Some agencies offer registration without being asked. Under section 97.058, each voter registration agency must give each applicant the opportunity to register to vote or update a voter registration record when the applicant applies for services, renews them or changes address, and it exempts a public library only from the separate declination form that other agencies must hand out (s. 97.058). The Supervisor of Elections lists the Indian River County Library Main, North and Brackett branches and the Marian Fell Library in Fellsmere among its pickup sites.

How do online and paper registration differ in Indian River County?

Online registration through RegisterToVoteFlorida.gov needs a Florida driver license or Florida ID card plus a Social Security number, while the paper form DS-DE 39 can go to the Supervisor of Elections without either card in hand.

The online requirement comes from the Supervisor of Elections, which states that the online system must have a Florida Driver's License or Florida I.D. Card and Social Security Number (Register to Vote). A retiree who moved to Vero Beach from another state and has not yet exchanged a license at the Tax Collector cannot finish online and uses paper instead. The Division of Elections lists every other route: any tax collector's office that issues Florida driver licenses or state identification cards, the GoRenew.com license renewal, any designated voter registration agency, and the statewide form DS-DE 39 by mail or in person (Division of Elections).

Fishing and hunting license sellers are an overlooked source of forms. The Division of Elections states that paper application forms may be found at any county Supervisor of Elections office, local library, or any entity authorized by the Florida Fish and Wildlife Conservation Commission to issue fishing, hunting, or trapping permits (Division of Elections). In Indian River County that reaches the Tax Collector, which lists Hunting and Fishing among its services and runs offices on 27th Street, 82nd Avenue, Cardinal Drive and US Highway 1 in Sebastian (Indian River County Tax Collector), and the library branches on the Supervisor's list, including the Marian Fell Library in Fellsmere.

Military and overseas voters from Indian River County use one federal form. The Division of Elections says such citizens may register to vote and request a vote-by-mail ballot at the same time by using the Federal Post Card Application (Division of Elections), and the file still lands with the Supervisor of Elections on 43rd Avenue.

What was the 2026 registration deadline, and what still counts now?

Indian River County registration for the November 3, 2026 general election closed on October 5, 2026, and the Supervisor of Elections holds applications filed since then for later elections (Upcoming Elections).

StepDate
Registration deadlineOctober 5, 2026 (passed)

Mail ballot request deadlineOctober 22, 2026, by 5:00 pm
Election DayNovember 3, 2026, 7:00 am to 7:00 pm

The date was not a local choice. Section 97.055 orders the registration books closed on the 29th day before each election, counting every day except Election Day, and moves the closing to the next day that is not a Sunday or a legal holiday when the 29th day falls on a Sunday or a legal holiday (s. 97.055, Florida Statutes). Twenty-nine days before Tuesday, November 3, 2026 was Monday, October 5, which is the date the Supervisor of Elections posted.

Closed books do not freeze every record. Under the same statute, a voter already on the Indian River County roll may still update name, address and signature for the upcoming election, and a switch of party filed during the closed period applies to an upcoming general election, though not to an upcoming party primary, where it waits for subsequent elections. New voter registration applications must be accepted but only for the purpose of subsequent elections (s. 97.055). An application from a newcomer in Orchid or Wabasso received in mid October 2026 therefore counts only for later elections, not this one.

Proof of timing follows section 97.053. The registration date for a hand-delivered application is the date it is received by a driver license office, voter registration agency, armed forces recruitment office, the Division or any supervisor, and for a mailed application with a clear postmark it is the date of that postmark (s. 97.053). A form postmarked in Fellsmere on October 5 counted; one hand delivered to the Supervisor of Elections after that date did not.

How are address, name, party and signature changes made?

The Supervisor of Elections accepts address changes online, by phone at 772-226-4700 or on paper, while name, party and signature changes go on a voter registration application.

The address on file decides where a voter casts a ballot on Election Day and which contests appear on it, so a move from Vero Beach to Sebastian changes both the polling place and the city races on the ballot. For an address change made by phone, online or other electronic means, the Supervisor of Elections asks for the voter's date of birth together with one verifiable number: the Florida driver license number, the Florida ID card number or the last four digits of the Social Security number (Supervisor of Elections). The Division of Elections adds that a voter who receives a new driver license or ID number from the Tax Collector should ask the Supervisor to update the record (Division of Elections).

Party changes follow a 29 day rule. According to the Supervisor of Elections, a new party affiliation takes effect for an election only when it is filed at least 29 days before that election, and because Florida holds closed primaries, a voter registered with no party affiliation cannot vote in partisan primary contests (Register to Vote). Name changes after marriage or a court order go on the state application or the online system. Signature updates must be submitted on the paper application, by mail or in person at the office on 43rd Avenue, because the signature on file is compared with every vote-by-mail certificate and petition the voter signs.

Each new registration produces a Voter Information Card within ten days, and the Supervisor of Elections mails a replacement after any change to the record (Supervisor of Elections). The card is informational only: it is not required to vote at a Fellsmere or Vero Beach polling place and cannot be used as ID. A voter leaving Indian River County for another state registers there and cancels the Florida record with the Voter Registration Removal Form (Request Removal from Voter Rolls).

Who else may collect applications, and how are restored rights handled?

Groups that gather registration forms in Indian River County are third-party voter registration organizations under state rules, and voters whose rights were restored must file a new application with the Supervisor of Elections.

The Supervisor of Elections defines a third-party voter registration organization as any person, entity or organization that collects any voter registration application (Third Party Voter Registration). Two kinds of collectors are excluded: a person registering only himself or herself, or collecting the forms of a spouse, child or parent, and a person working as an employee or agent of the Division of Elections, the Supervisor, the Department of Highway Safety and Motor Vehicles or an official voter registration agency.

Restoration of voting rights has its own page. The Supervisor of Elections notes that Florida voters approved Voting Restoration Amendment 4 on November 6, 2018, effective January 8, 2019, and that a person unsure of eligibility may submit form DS-DE 500 to request an advisory opinion or contact the Florida Office of Executive Clemency at 4070 Esplanade Way in Tallahassee (Civil Rights Restoration). A person removed from the rolls is not re-added automatically and must re-register at least 29 days before an election to take part in it, the same cutoff that closed Indian River County registration on October 5, 2026.
