School bus transportation — Indian River County, Florida

One district fleet from Fellsmere to Vero Beach: the 2-mile rule, BusPlanner lookups, depot stops for choice schools and the Policy 8600 rules.

Short answer: Students of the School District of Indian River County who live 2 or more miles from their zoned school get a bus stop within walking distance; choice, magnet and charter students get depot stops. Families in Sebastian, Fellsmere, Vero Beach, Orchid and Indian River Shores find the stop in BusPlanner Web, file the Focus bus registration within 48 hours of the first ride, and call the Department of Transportation at (772) 978-8801.

Who can ride a school bus in Indian River County?

Any School District of Indian River County student living 2 or more miles from the zoned school, from Fellsmere to Vero Beach, is assigned a bus stop within walking distance of home.

The rule is written in the district's Parent Handbook for School Bus Transportation, Policy Number 8600, revised 06/1/2025 (SDIRC handbook). Students who reside 2 or more miles from their home zone school are given a stop within walking distance, while students attending a school of choice get a depot stop instead (handbook, p. 3). One district fleet covers the county: all school buses are owned and operated by the School District of Indian River County (handbook, p. 6), so a Sebastian Highlands rider, a Fellsmere rider and a Vero Beach rider follow the same rules.

Distance is not the only door. Students in grades K-6 attending a K-8 school who live under 2 miles away inside an identified hazardous walk area also get a stop (handbook, p. 3), which matters at Rosewood Magnet in Vero Beach, a K-8 school, and at Pelican Island Classical Magnet in Sebastian, which serves K-7 and becomes K-8 by 2027-2028 (Parent Guide, p. 14). Florida law sets the floor: each district shall provide transportation for elementary students up to grade 6 who face hazardous walking conditions as defined in s. 1006.23 (s. 1006.21, Florida Statutes).

Some trips are excluded. The Indian River County handbook says buses do not run to or from babysitters, day care facilities, grandparents' homes, a parent's work or a friend's home (handbook, p. 4). It does offer afternoon transportation for registered Boys/Girls Club and GYAC members. The district's own pre-kindergarten is different: SDIRC VPK does not include transportation or before or after care, at any of its school sites (Parent Guide, p. 42).

How does a family register for the bus and find the stop?

Indian River County families look up the zoned school and stop in BusPlanner Web, then submit the bus registration form in Focus within 48 hours of the first ride.

BusPlanner asks for a street number, street name, municipality and grade. Its municipality menu lists Fellsmere, Indian River Shores, Orchid, Osceola County, Sebastian and Vero Beach, and the database is set to the 2026-2027 school year (BusPlanner Web). The Parent Guide describes the result: the zone school appears along with the bus stop location and the AM and PM times (Parent Guide, p. 83). If an eligible address shows no stop, the instruction is to call 772-978-8801 and press 2 for routing (BusPlanner Web). Where the lookup and the office disagree, BusPlanner defers to the transportation office.

Stops follow the address on file. Bus stops are designated by the physical home address on file only, according to the 2026-2027 Parent Guide (Parent Guide, p. 83), so a family moving from Vero Beach to Sebastian gets a new stop only once the school record shows the new address. Requests for new or moved stops go through the transportation route division and need the approval of the Director of Transportation (handbook, p. 4).

Registration is a separate step from the lookup. Each rider must complete the online bus registration form in Focus or ask the driver for a paper copy, and the form must be on file within 48hrs of first use; without it the student loses the privilege of riding until it is submitted (handbook, p. 4). Riders also carry the school-issued ID. Students tap it on the ZPASS device when boarding and leaving; the first ID, lanyard and cover are free, and a lost one carries a $7 replacement fee paid online (handbook, p. 3).

How do magnet, choice, charter, IB and ESE students get to school?

Magnet, choice and charter students in Indian River County ride from depot stops that parents reach themselves, Sebastian River High IB students arrange transport through the school, and ESE students on an IEP may get curb-to-curb service.

Depot stops are the trade-off for choice. The handbook says magnet and choice transportation runs from depot stop locations throughout the community that are not within walking distance of home, and parents must supervise kindergarten and first grade students before pickup and after drop-off (handbook, p. 4). BusPlanner adds that families attending a choice or charter school must call 772-978-8801 and press 2 to get the depot location (BusPlanner Web). A Fellsmere family with a child at a Vero Beach magnet therefore meets the bus at a depot, not at the end of the street.

Two secondary programs sit outside the routing system. Students attending IR Prep or the Sebastian River High School International Baccalaureate program contact their school for transportation assignments, and IB students who live outside the SRHS attendance zone arrange transportation through SRHS administration (handbook, p. 5). IR Prep is housed at 1707 16th Street in Vero Beach (Parent Guide, p. 15) and Sebastian River High at 9001 Shark Boulevard in Sebastian (Parent Guide, p. 14).

Curb-to-curb service follows the IEP. For Exceptional Student Education riders, service uses the home address only and a caregiver must be home at pickup and drop-off (Parent Guide, p. 83). Absences are cancelled by calling 772-978-8819 or 772-978-8840, and after three days of a student not showing at pickup, the bus stops coming until the Department of Transportation is told service is needed again (handbook, p. 5). The Wabasso School at 8895 US Hwy 1 (Parent Guide, p. 15) keeps its own day, 8:30 a.m. to 2:45 p.m. (Parent Guide, p. 13).

What rules apply at the stop and on the bus?

SDIRC riders must be at the stop 10 minutes before the bus, tap their ID on and off, and Pre-K, kindergarten and first grade students cannot leave the bus without an adult present.

The 10-minute rule appears in both SDIRC documents (handbook, p. 4; Parent Guide, p. 83). For the youngest riders it carries a consequence. If no parent, guardian or designee is at the stop in the afternoon, the driver returns the child to the school campus, and on the third reoccurrence the Department of Children and Families is contacted (handbook, p. 5; Parent Guide, p. 83). The handbook also asks families of Pre-K to grade 1 riders to tag the book bag with the full name, student ID number, bus route, grade and school name.

Every SDIRC bus carries video surveillance cameras and lap seat belts, and students from kindergarten through grade 12 are encouraged to buckle up (handbook, p. 6). Cell phones may be used on board, but not to take pictures or video (handbook, p. 7). Misconduct on a route out of Sebastian or Vero Beach follows a written ladder that starts with driver interventions before any referral is filed in Focus (handbook, p. 8).

Bus days begin with the bell schedule. For 2026-2027 the first bell rings at 7:20 a.m. in Indian River County high schools, 8:10 a.m. in middle and K-8 schools and 9:00 a.m. in elementary schools, with dismissal at 2:07 p.m., 2:51 p.m. and 3:40 p.m. in the same order (Parent Guide, p. 13). The School Board approved those times on February 23, 2026, after a process the district says included transportation modeling (SDIRC).

How is the Indian River County transportation office reached, and when?

The SDIRC Department of Transportation answers at (772) 978-8801 during school-year business hours of 8 a.m. to 5 p.m., with dispatch lines for earlier and later calls.

The main number comes from the 2026-2027 Parent Guide (Parent Guide, p. 83). The handbook's contact page sets summer hours at 7 a.m. to 4 p.m. and lists dispatch at 772-978-8840 or 772-978-8819 before 8 a.m. and 772-978-8829 after 5 p.m. (handbook, p. 11). For general district questions, the District Office at the JA Thompson Administrative Complex, 6500 57th Street in Vero Beach, answers at 564-3000 (Parent Guide, p. 15).

Ridership also pays for the routes. The district receives state Florida Education Finance Program money for students living 2 or more miles from their assigned school or in a hazardous walking area, and asks riders to take the bus at least once in each survey week; the handbook's 2025-26 weeks were July 14-18, 2025, October 6-10, 2025, February 2-6, 2026 and June 15-19, 2026 (handbook, p. 4). The fleet is growing: the $434.3 million 2026-2027 Indian River County school budget includes the purchase of 10 school buses (SDIRC, Oct. 1, 2026).

Frequently asked questions

Does a student who lives 1.5 miles from a Vero Beach elementary school get a bus?

Usually not, because the Indian River County handbook gives walking-distance stops to students living 2 or more miles from the zoned school. The exceptions are hazardous walk areas, where Florida law requires transportation for students up to grade 6, and K-6 students at K-8 schools in an identified hazardous area.

Can a Sebastian child be dropped at a day care instead of home?

No. The SDIRC Parent Handbook for School Bus Transportation says buses do not run to or from babysitters, day care facilities, grandparents' homes, a parent's work or a friend's home. Afternoon service is offered for registered Boys/Girls Club and GYAC members.

What happens if the Focus bus registration form is not filed?

The School District of Indian River County requires the online bus registration form in Focus within 48 hours of a student's first ride. A paper copy can be requested from the driver. Without a form on file, the student loses bus privileges until it is submitted.

How does a Fellsmere family find the depot stop for a choice school?

Depot locations are not shown as neighborhood stops. BusPlanner Web tells families attending choice or charter schools to call the SDIRC Department of Transportation at 772-978-8801 and press 2 for routing, and parents bring the child to and from that depot.

How much is a replacement bus ID card in Indian River County?

A lost student ID costs $7 to replace and the fee is paid online, according to the district bus handbook. The first ID, lanyard and plastic cover are free, and riders tap the ID on the ZPASS reader when boarding and leaving.
