Short answer: Sebastian's draft FY2026-27 capital plan, dated September 8, 2026 and not yet adopted, proposes sidewalk extensions on Schumann Drive (Flemming Street to CR 512) and George Street (Barber Street to Wave Street) at about $2.4 million, 80% from a federal SS4A grant and 20% from discretionary sales tax. It also lists more than 5,500 feet of repairs on Laconia, Lance, Gilbert, Beach, Essex and Schumann, funded by $1,020,000 of Local Option Gas Tax over six years.

Which Sebastian sidewalks are planned for construction or extension?
Sebastian's draft capital plan for fiscal 2026-27 proposes new sidewalk on Schumann Drive from Flemming Street to CR 512 and on George Street from Barber Street to Wave Street, funded mainly by a federal Safe Streets and Roads for All grant.
The project appears in the City of Sebastian's FY2027-2032 Capital Improvement Program as SS4A Grant Sidewalk Extensions/ADA compliance, covering sidewalk extension and ADA compliance for Schumann Drive and George Street (City of Sebastian draft CIP, page 18). The city's justification is accessibility and the continuation of pedestrian sidewalks, and it describes the job as a federal SS4A grant with an 80/20 match and a total project cost estimated at 2.4 million dollars.
That document is a draft. The cover of the capital program reads Draft as of September 8, 2026 (draft CIP cover), and as of October 12, 2026 the city's Budget Information page still lists the Fiscal Year 2025-2026 Approved Budget Book as the current budget and the fiscal year 27 book under DRAFT Budget Documents, dated September 8th, 2026 (City of Sebastian Budget Information). Every fiscal 2026-27 figure on this page is a proposal until an adopted book is posted.
The draft also shows the grant is not yet in hand. Among the Roads and Maintenance Division's fiscal 2027 goals is a grant submittal for SS4A Safe Streets for sidewalk installation and continuation of sidewalks on George St, Fleming and Schumann Dr (draft budget book, page 71). The U.S. Department of Transportation describes SS4A as a competitive program created with $5 billion over 2022 to 2026 to fund local efforts to prevent roadway fatalities and serious injuries (U.S. DOT).
How is Sebastian paying for new sidewalks?
The Schumann Drive and George Street extensions would be paid 80% by a $1,916,897 federal SS4A grant and 20% by a $479,224 match from Sebastian's discretionary sales tax, in the September 8, 2026 draft.
| Item | Amount | Source in the draft |
|---|---|---|
| Federal SS4A grant (80%) | $1,916,897 | CIP page 18 |
| City match from discretionary sales tax (20%) | $479,224 | CIP page 18 |
| Spending in FY 2026-27 | $2,156,510 | CIP page 18 |
| Spending in FY 2027-28 | $239,612 | CIP page 18 |
| Project total | $2,396,122 | CIP summary, budget page 152 |
The two year columns add up to the project total: $2,156,510 plus $239,612 equals $2,396,122, the figure on the draft CIP summary (draft budget book, page 152). The grant and match lines on the project form add to $2,396,121 ($1,916,897 plus $479,224), a one dollar rounding gap (draft CIP, page 18).
The city's share shows up in its own fund schedule. The Roads and Maintenance Division's discretionary sales tax table lists Safe Streets Sidewalk Extensions (Grant Match) at $239,613 in 2026/27 and $239,612 in 2027/28 (draft budget book, page 74). The same Sebastian discretionary sales tax schedule carries $1,800,000 for street reconstruction in 2026/27.
Which Sebastian sidewalks are scheduled for repair?
Sebastian's draft plan lists more than 5,500 feet of sidewalk in need of repair on Laconia, Lance, Gilbert, Beach, Essex and Schumann Drive for repair, with $1,020,000 budgeted over six years from the Local Option Gas Tax.
The Sidewalk Repair/Replacement form in the draft CIP says city staff identified several areas needing repair or replacement, including Laconia, Lance, Gilbert, Beach, Essex and Schumann Dr, with an excess of 5500 feet in those areas (draft CIP, page 17). The funding source is the Local Option Gas Tax, at $120,000 in fiscal 2026-27 and $180,000 a year from 2027-28 through 2031-32.
That is a bigger program than the one adopted a year earlier. The fiscal 2025-26 capital plan named Barber St, Englar Dr and Fleming St, counted more than 3,500 feet of sidewalk in need of repair, and set $120,000 for 2025-26 and $90,000 a year after that, $570,000 in all (FY2025-26 adopted budget, page 243).
| Fiscal year | FY2025-26 adopted CIP | FY2026-27 draft CIP |
|---|---|---|
| 2025-26 | $120,000 | Not in plan |
| 2026-27 | $90,000 | $120,000 |
| 2027-28 | $90,000 | $180,000 |
| 2028-29 | $90,000 | $180,000 |
| 2029-30 | $90,000 | $180,000 |
| 2030-31 | $90,000 | $180,000 |
| 2031-32 | Not in plan | $180,000 |
| Six-year total | $570,000 | $1,020,000 |
| Streets named | Barber St, Englar Dr, Fleming St | Laconia, Lance, Gilbert, Beach, Essex, Schumann Dr |
The same draft adds $100,000 over six years, also from the gas tax, for ADA mats on Sebastian sidewalks that lack them or have old ones, at $20,000 a year through 2029-30 and $10,000 a year after (draft CIP, page 17).
What sidewalk work has Sebastian finished recently?
In fiscal 2025 Sebastian's Roads and Maintenance Division extended the Barber Street sidewalk, repaired sidewalk on Indian River Drive, North Central, Main Street and Collier Creek, and added ADA mats on Barber Street and Schumann Drive.
The adopted fiscal 2025-26 budget lists those as fiscal 2025 accomplishments, including Main Street sidewalk repair and replacement with an extension to US-1 and Collier Creek sidewalk repair with road rehab and curb and gutter installation (FY2025-26 adopted budget, page 127). The same division devotes 20% of its effort to General Maintenance, described as maintaining hazard free pedestrian sidewalks (FY2025-26 adopted budget, page 128).
The draft fiscal 2026-27 book lists the division's fiscal 2026 accomplishments: RFB beacons along Indian River Drive at 3 crossings and 1 at Sebastian Boulevard, curb and gutter extended with RFB beacons on Powerline Road, 3 pedestrian bridges re-decked, and 3,243 square feet of concrete and sidewalk removed by city crews ahead of contractors to cut costs (draft budget book, page 71). Its performance table counts 27 miles of sidewalk maintained in 2022/23 and 2023/24 and 31 miles in 2024/25, projected to stay at 31 miles in 2025/26 and 2026/27.
Crossings get small line items of their own. The adopted fiscal 2025-26 capital plan carried $5,000 for mid-block crosswalks and $120,000 for sidewalk repair (FY2025-26 adopted budget, page 181), with the crosswalk money aimed at Rectangular Rapid Flashing Beacons at the 100 block of Powerline Road (FY2025-26 adopted budget, page 242). The Community Redevelopment Agency set $15,000 for push button pedestrian crossing signs on Indian River Drive (FY2025-26 adopted budget, page 241).
Are Indian River County or FDOT building sidewalks in Sebastian?
No Sebastian street appears among the sidewalk projects in the Indian River MPO's FY 2027 to FY 2031 Transportation Improvement Program, so the Sebastian sidewalk work on this page comes from city budgets.
The MPO's online TIP lists two projects under Bicycle, Pedestrian, Trail, and Enhancement Projects: a 41st Street sidewalk from 32nd Avenue to US 1 and a 43rd Avenue sidewalk from 45th Street to 49th Street (Indian River MPO TIP). The same TIP's Sebastian entries are road and airport work, such as US 1 resurfacing from north of 87th Street to south of Sebastian Boulevard and projects at Sebastian Municipal Airport, rather than sidewalks.
Federal housing money has also paid for Sebastian sidewalks in the past. The city's Community Development Block Grant line, $116,000 a year, describes a HUD entitlement grant whose past projects have included sidewalks and housing repairs (FY2025-26 adopted budget, page 241).
Questions about a specific stretch go to the city, where the budget documents are posted on the Budget Information page and Sebastian City Hall is at 1225 Main Street (City of Sebastian).

Frequently asked questions
Has Sebastian adopted the fiscal 2026-27 sidewalk budget?
Not as of October 12, 2026 on the city website. The Budget Information page lists the fiscal 2025-26 Approved Budget Book as current and the fiscal 27 book as a draft dated September 8, 2026, so the sidewalk amounts are proposals.
Has Sebastian received the SS4A grant for Schumann Drive and George Street?
The draft budget does not say so. It lists a grant submittal for SS4A sidewalk installation on George St, Fleming and Schumann Dr among the Roads and Maintenance Division's fiscal 2027 goals.
Which tax pays for Sebastian sidewalk repairs?
The Local Option Gas Tax. The draft capital plan budgets $120,000 from it in fiscal 2026-27 and $180,000 a year through 2031-32 for sidewalk repair and replacement, plus separate gas tax money for ADA mats.
How many miles of sidewalk does Sebastian maintain?
The Roads and Maintenance Division's performance table in the draft budget counts 31 miles of sidewalk maintained in 2024/25, up from 27 miles in 2022/23 and 2023/24, and projects 31 miles for 2026/27.
