A Florida resident renewal costs $57.00, the license lasts 7 years, and the state Department of Agriculture and Consumer Services issues it.

Where does a Sebastian resident apply for a concealed weapon license?

A Sebastian resident applies in person at the Indian River County Tax Collector's Sebastian Office in Sebastian Corners, 1921 U.S. Highway 1, which lists concealed weapons among its services.

The license is a state license, not a City of Sebastian or Indian River County license. The Florida Department of Agriculture and Consumer Services issues it, and Florida law lets that department appoint tax collectors to accept applications on behalf of the division for concealed weapon or firearm licenses (section 790.0625, Florida Statutes). The Sebastian Office page lists Concealed Weapons beside Motorist Services, Driver License, Property Tax, Local Business Tax, Hunting and Fishing and Birth Certificates, so the same counter on U.S. 1 that renews a tag also handles this license.

Indian River County has four Tax Collector offices. The Sebastian Office is the only one inside Sebastian; the Main Office is at 1800 27th Street, Building B, Vero Beach, the West Office at 1860 82nd Avenue, Suite 102, Vero Beach, and the Oceanside Office at 3003 Cardinal Drive, Suite C, Vero Beach (Office Locations and Contact Information). Any of the four can process a Sebastian renewal.

A visit to the Sebastian Office for this license needs an appointment. Property Tax payments do not require an appointment, and all other in-person services require one, scheduled online (Do I need an appointment?). The Indian River County offices are open Monday, Tuesday, Thursday and Friday from 8:00 AM to 5:00 PM and Wednesday from 8:40 AM to 5:00 PM, and all locations close for lunch from 12 PM to 1 PM (office hours). Carole Jean Jordan is named as Tax Collector, serving Indian River County, on the Tax Collector website.

Who can apply through the Indian River County Tax Collector?

An applicant at the Sebastian Office must be 21 years of age or older and must bring a photo ID, proof of firearm training and, where it applies, certified court papers on any past charge.

The Indian River County Tax Collector lists the original application requirements in one short article. The applicant must be 21 years of age or older. A driver license or State-issued ID card is acceptable as the picture ID. A copy of a training document or other certificate that confirms proficiency with a firearm is required (Indian River County Tax Collector eligibility article).

Two further documents apply only to some Sebastian applicants. A person with charges filed in the past brings certified copies of the court documentation reflecting the final disposition of each charge. A person born outside the United States, or a permanent legal resident alien, brings official documentation confirming citizenship status. Both rules come from the same Tax Collector eligibility page.

The Indian River County office does not decide the application. Section 790.06 sets the full list of state criteria, among them that the applicant is 21 years of age or older and does not suffer from a physical infirmity which prevents the safe handling of a weapon or firearm. After the Sebastian Office forwards the file, the Department of Agriculture and Consumer Services must issue the license or deny the application within 90 days after the date of receipt of the required items (section 790.06, Florida Statutes).

What training and documents does the Sebastian Office accept?

The Indian River County Tax Collector accepts a certificate from an FWC-approved hunter safety course, a National Rifle Association course, a public class taught by certified instructors, or a law enforcement or security course.

The Indian River County Tax Collector's proof of training article lists the courses it accepts from Sebastian applicants. Any hunter education or hunter safety course approved by the Florida Fish and Wildlife Conservation Commission or a similar agency in another state counts. So does any National Rifle Association firearms safety or training course, and any firearms training or safety course or class conducted by a state-certified instructor or by an instructor certified by the National Rifle Association. The certificate must be clear and legible and show the applicant's name, the instructor's name, the instructor's credentials and the instructor's license or certification number.

Many Indian River County hunters already hold the first kind of certificate. FWC states that anyone born on or after June 1, 1975, and 16 years or older, must pass a hunter safety course before purchasing a hunting license (FWC Hunter Safety and Education), and the Sebastian Office sells hunting and fishing licenses at the same counter.

Military applicants in Sebastian get a faster track. The Tax Collector states that applications from military members and veterans are expedited; active military personnel include a copy of the Common Access Card or other official military identification, or current orders, and honorably discharged veterans submit a copy of the DD 214 long form (military applicants article).

Two state requirements are handled at the Sebastian Office itself. Section 790.06 calls for a full set of fingerprints, which an approved tax collector may take, and a full frontal view color photograph taken within the preceding 30 days (section 790.06). The Indian River County Tax Collector lists digital photo capture among its concealed weapon services.

What does a concealed weapon license cost at the Sebastian Office?

A Florida resident renewing at the Sebastian Office pays $57.00, and a first license combines a state fee of up to $55 with a $22 tax collector convenience fee and the fingerprint processing cost.

The Sebastian renewal price follows the statute. Section 790.06 sets a renewal license fee of up to $45 (section 790.06), and section 790.0625 lets an appointed tax collector keep a $12 convenience fee for each renewal application (section 790.0625): $45 plus $12 equals the $57.00 the Indian River County Tax Collector lists for Florida residents (renewal article).

For a first license, the statute sets a nonrefundable license fee of up to $55, and the cost of processing fingerprints is borne by the applicant. Section 790.0625 lets the tax collector keep a convenience fee of $22 for each new application. The Indian River County Tax Collector's original application articles do not print a single total for a general applicant, so this page does not state one.

Payment at the Sebastian Office can be cash, check or credit/debit card, and a convenience fee of 2.95% applies to credit card payments (Tax Collector renewal article). Law enforcement fees are separate: active Florida officers pay $92.00 for an original license and $72.00 to renew; retirees of less than one year pay $22.00 original and $42.00 renewal; retirees of more than one year pay $94.00 original and $42.00 renewal. Florida law does not extend this fee exemption to federal law enforcement retirees or law enforcement retirees from other states (law enforcement article).

How does a Sebastian license holder renew?

A Sebastian license holder can Fast Track a renewal at the Sebastian Office or any Indian River County Tax Collector office, where staff notarize the form, capture a digital photo and submit the file electronically.

The renewal cycle starts with a letter. Approximately 150 days prior to the expiration date of the license, the Department of Agriculture and Consumer Services sends a renewal form with complete instructions, according to the Indian River County Tax Collector. Florida licenses are valid throughout the state for 7 years after the date of issuance (section 790.06), so a Sebastian holder sees that notice once every seven years.

At the Sebastian Office counter, the renewal needs the license number or the renewal notice, a state issued photo ID that includes full name and date of birth, and legal name change documentation if applicable. Renewal services include renewal form notarization, digital photo capture and secure electronic submission of the documents to the Department of Agriculture and Consumer Services (renewal article).

Timing matters for Indian River County holders who miss the date. A license may be renewed up to six months after it has expired with a $15 late fee. A license that has been expired for longer than six months cannot be renewed, and the holder must apply for a new license (Tax Collector renewal article).

A move within Sebastian, or away from Indian River County, also has a deadline. Within 30 days after the changing of a permanent address, or within 30 days after a license is lost or destroyed, the licensee must notify the Department of Agriculture and Consumer Services, and a duplicate costs $15 (section 790.06).

Why do Sebastian residents still apply after the 2023 change to section 790.01?

Section 790.01, last amended by chapter 2023-18, lets an unlicensed person who meets the license criteria carry concealed, yet the license the Sebastian Office processes under section 790.06 remains in Florida law.

The current text authorizes a person to carry a concealed weapon or concealed firearm if he or she is licensed under section 790.06, or is not licensed but otherwise satisfies the criteria for receiving and maintaining such a license (section 790.01, Florida Statutes). The license itself, its fees and its seven-year term are unchanged in section 790.06, and the Indian River County Tax Collector still lists both original applications and renewals among its Sebastian Office services.

Recognition across state lines is written into a separate statute that matters to people relocating to Sebastian. Section 790.015 lets a nonresident who is 21 or older and holds a valid license from his or her state of residence carry in Florida. When a holder of another state's license establishes legal residence in Florida by registering to vote, making a statement of domicile or filing for homestead tax exemption, that license is recognized as valid for 90 days following the date of residence (section 790.015, Florida Statutes). A new Sebastian homeowner who files for homestead in Indian River County therefore starts that 90-day clock.

Privacy is also set by statute. A tax collector appointed under section 790.0625 may not maintain a list or record of persons who apply for or are granted a new or renewal license (section 790.0625), which applies to the Sebastian Office on U.S. 1 like every other appointed office.
