How do Sebastian and Vero Beach compare in size and age?

Sebastian is the larger city, with 25,759 residents to 16,785 in Vero Beach (U.S. Census Bureau ACS 2023), while Vero Beach is the older city and the Indian River County seat.

Sebastian is the bigger of the two cities by population, and Vero Beach is the older seat of government. The U.S. Census Bureau ACS 2023 puts Sebastian at 25,759 residents with a median age of 57.6, against 16,785 residents and a median age of 52.6 in Vero Beach. Both cities sit in Indian River County, so most of the difference between them comes down to what each city government runs on its own.

Money tells a split story. Median household income is close, $68,863 in Sebastian and $67,351 in Vero Beach in the ACS 2023 figures, but the median home value is $281,700 in Sebastian and $392,500 in Vero Beach, a gap of about $110,800. Sebastian is also a city of owners: 83.5 percent of its occupied homes are owner occupied in the same ACS release.

The age of each place shows in its paperwork. The City of Vero Beach records that the City of Vero was incorporated in 1919, and that in 1925 local citizens lobbied in Tallahassee for a new county named Indian River, after which Vero was designated the county seat and re-incorporated and renamed Vero Beach. That 1925 designation is why the headquarters of Indian River County government are in Vero Beach rather than in Sebastian, the larger city.

How are the two city governments set up?

Sebastian and Vero Beach both have five-member city councils that pick a mayor from among their members, but Vero Beach also runs its own utilities.

Both cities use a five-member council with a mayor chosen from within. The City of Sebastian states that its City Council comprises five members, each serving two-year terms, with non-partisan, at-large elections held each November: two seats in even-numbered years and three in odd-numbered years. The Mayor and Vice Mayor are elected from among the members of every newly seated council, and regular meetings fall on the second and fourth Wednesdays of each month at Sebastian City Hall on Main Street. As of October 2026 the city lists Fred Jones as Mayor and Bob McPartlan as Vice Mayor.

In Vero Beach, the City of Vero Beach lists John E. Cotugno as Mayor and Taylor Dingle as Vice Mayor, with Linda Moore, John Carroll and Aaron Vos as council members, as of October 2026. Vero Beach City Hall is at 1053 20th Place, and the council describes itself as the legislative branch that adopts ordinances and resolutions carried out by city management.

The difference is in what the city manager in each place oversees. The Vero Beach City Manager, Monte K. Falls, is charged with the utility systems owned and operated by the City of Vero Beach, providing potable water, sewer, reuse water and solid waste collection. Sebastian has no city water plant to run; that work sits with Indian River County.

Who runs water, sewer and trash in Sebastian and in Vero Beach?

Vero Beach runs its own water, sewer and garbage service, while Sebastian gets water from Indian River County Utilities and weekly garbage pickup from WM.

Water is the clearest dividing line. Indian River County Utilities states that the county provides water, wastewater and reuse services to a major portion of the county population, including the City of Sebastian, while the remaining residents are served by private wells and septic tanks, the City of Vero Beach Utilities or the City of Fellsmere Utilities. A Sebastian water bill comes from the county; a Vero Beach water bill comes from the city, whose customer service office is at 1036 20th Street, Vero Beach, phone (772) 978-5100.

Garbage differs in both provider and frequency. The City of Vero Beach Solid Waste Division collects refuse inside the city limits with its own crews and normally picks up garbage from residential customers twice a week. In Sebastian, the City of Sebastian moved to universal curbside collection by WM on July 1, 2023, required for all City of Sebastian residences, with one-time per week collection of garbage, yard waste and bulk waste. Each Sebastian household received a 96-gallon cart, and the city took over invoicing from WM on October 1, 2024.

The practical result is that a Sebastian household deals with two outside providers, Indian River County Utilities and WM, for services that a Vero Beach household gets from City Hall on 20th Place. On recycling, the Vero Beach Solid Waste Division says it monitors the residential program that Indian River County provides inside the city limits.

How do the waterfronts and beaches differ?

Vero Beach has a city marina and city lifeguards on its ocean beaches, while Sebastian is a mainland river town built around its working waterfront on the Indian River Lagoon.

Vero Beach spans the Indian River Lagoon to the ocean; Sebastian is a mainland river town. The Vero Beach Municipal Marina sits on the east side of the Indian River Lagoon, just north of the Merrill Barber (Highway 60) Bridge, and reports over 3,000 visiting boats a year and 20,000 overnights, with rental moorings, slips and a 70-foot fuel dock. The city also runs its own lifeguards: the Vero Beach Recreation Department lists towers at Humiston Beach, Jaycee Beach and South Beach.

Sebastian built its waterfront identity around commercial fishing instead. The City of Sebastian records that in early 2009 city staff began work to revive a working waterfront along the Indian River Lagoon as part of the city fishing village heritage, using the Stan Mayfield Working Waterfronts Florida Forever grant program, created in 2008 and administered by Florida Communities Trust. The city describes the goal as educating the public about Sebastian commercial fishing heritage through a seafood house, exhibitions, educational venues and events, a different purpose from the Vero Beach transient marina.

For the ocean, Sebastian residents cross the lagoon to county parks rather than city beaches. At Golden Sands Beach Park on the barrier island east of Sebastian, Indian River County posts lifeguards on duty from 9:10am to 4:50pm, which is the county counterpart to the city-run towers in Vero Beach.

How do the Sebastian and Vero Beach airports compare?

Sebastian Municipal Airport is a general aviation field, while Vero Beach Regional Airport serves both commercial and non-commercial users.

Each city owns an airport, and they serve different roles. The City of Sebastian describes Sebastian Municipal Airport (FAA designator X26) as a general aviation facility on the northwest side of the city, between Vero Beach and Melbourne, serving primarily small personal and corporate aircraft. It has two runways, 5-23 and 10-28, the longest 4,000 feet, and ten tenants, including Sebastian Municipal Golf Course, which sits on airport land.

The Vero Beach Regional Airport states that its mission is to provide safe and efficient aviation facilities and services to both commercial and non-commercial users, and it markets parcels for commercial and industrial development. For a Sebastian resident, airline service means driving south on U.S. 1 or Interstate 95 to Vero Beach rather than to the Sebastian field off Airport Drive, which handles small aircraft.

Which county services do Sebastian and Vero Beach residents share?

Sebastian and Vero Beach residents use the same Indian River County offices, but Vero Beach has more branches nearby.

County services are the same in both cities; only the branch differs. The Tax Collector of Indian River County runs its Main Office at 1800 27th Street, Building B, in Vero Beach with a drive-thru, a West Office on 82nd Avenue and an Oceanside Office on Cardinal Drive, all three in Vero Beach, while north county is served by a single Sebastian Office at 1921 U.S. Highway 1. The Tax Collector lists drive-thru service only at the Main and West offices, and none at the Sebastian branch on U.S. 1.

The Indian River County Property Appraiser follows the same pattern with two offices: the Vero Office at 1800 27th Street, Building B, and the Sebastian Office at 1921 U.S. 1, both open 8 a.m. to 5 p.m.

Libraries split the same way. Indian River County Library Services lists the Indian River County Main Library at 1600 21st Street in Vero Beach and the North Indian River County Library at 1001 Sebastian Boulevard, with the Brackett Library on the Indian River State College Mueller Campus west of Vero Beach.
