Where do Sebastian residents get driver licenses, tags and titles?

Sebastian residents handle driver licenses, license plates, registrations and titles at the Indian River County Tax Collector, whose Sebastian Office sits at Sebastian Corners, 1921 U.S. Highway 1.

The Tax Collector does this work on behalf of the state's motor vehicle department, so there is no separate state driver license office in Sebastian. The Sebastian Office lists motorist services, driver license, property tax, local business tax, hunting and fishing licenses, concealed weapons and birth certificates among its services. Carole Jean Jordan is the elected Indian River County Tax Collector, according to the office's website.

Every in-person visit except a property tax payment needs an appointment. The Tax Collector states that all other in-person services require an appointment and that computer and road test appointments are available only to Indian River County residents, which covers Sebastian, Roseland within the county and Fellsmere.

Which Indian River County Tax Collector office offers which services?

All four Indian River County Tax Collector offices handle tags and titles, but driver licenses are not issued at the Oceanside Office, and only the West Office lists TSA PreCheck.

The Sebastian Office is the only one north of Vero Beach, on U.S. 1 near the city's southern edge. The West Office on 82nd Avenue adds TSA PreCheck to the standard list, and first-license Hazmat applications must be processed there. The Oceanside Office on the barrier island notes that driver license service is not available at that location, so a Sebastian resident who needs a license photo should book Sebastian, Main or West.

The Tax Collector office list marks drive-thru service at the Main and West offices only. The Main Office sits in the County Administration Complex on 27th Street in Vero Beach, beside the county commission offices.

When are the Sebastian and Vero Beach tax offices open?

The Indian River County Tax Collector offices, including Sebastian, open weekdays from 8:00 AM to 5:00 PM, from 8:40 AM on Wednesdays, and close for lunch from noon to 1 PM.

Four weekdays share one schedule. On Monday, Tuesday, Thursday and Friday the counters open at 8:00 AM, while Wednesday hours of 8:40 AM to 5:00 PM give staff a later start, per the Tax Collector hours page. Every office, Sebastian included, shuts its counters from 12 PM to 1 PM. Drivers who only need a renewal sticker, a replacement registration, a disabled parking placard or a property tax payment can still use the Main and West drive-thru lanes in Vero Beach at midday; the Sebastian Corners office has no window.

Residents of Brevard County a few miles north of Sebastian can use the Indian River County offices too. The Tax Collector welcomes customers from all counties, by appointment, but reserves road tests and computer-based written tests for Indian River County residents, and property taxes must be paid in the county where the property sits.

What does a new Sebastian resident need for a Florida license and tag?

A new Sebastian resident needs proof of identity, a Social Security card and two recent proofs of address for a Florida license, and a title, Florida insurance and the vehicle itself for a tag.

For a first Florida driver license, the Indian River County Tax Collector lists an original or certified U.S. birth certificate or U.S. passport, a Social Security card, and two proofs of residential address from two different sources dated within the last 60 days. Name change documents are required if the name differs from the birth record.

For a Florida title and registration, the Tax Collector lists the certificate of title, proof of Florida insurance, the vehicle present so its VIN can be physically verified, all owners present, and proof that sales tax was paid if the vehicle has been owned less than 6 months (vehicle registration checklist). The state fee schedule lists an initial registration fee of $225.00 for a vehicle not previously registered in Florida, and an original or replacement license plate fee of $28.00. A Sebastian newcomer bringing a car from another state pays both on the first visit, along with the title fee.

License numbers changed recently. The Tax Collector's driver license page notes that each Florida license and ID card now carries a unique number with at least four randomly generated digits, so Sebastian residents who renew or replace a card in person or online receive a new number.

As of October 10, 2026, an Indian River County Class E license costs $48.00, an ID card $25.00 and a used-vehicle title $85.25, before service fees.

The driver license fee schedule adds that an additional $6.25 service fee may apply to any credential issued in a tax collector office, and that veterans who show proof of veteran status are not charged that fee on marked transactions, which include licenses, renewals and ID cards. The waiver applies at the Sebastian Office as at the Vero Beach offices.

Title fees in the Tax Collector title schedule are for electronic titles; a printed paper title adds $2.50 for service and handling, and recording a lien can add $2. The same title schedule applies at the Sebastian Office and the Vero Beach offices.

How did the Sebastian tax office end up at Sebastian Corners?

Indian River County moved its Sebastian tax office into the county-owned Sebastian Corners plaza on U.S. 1 in July 2019, combining it with other north county offices.

The earlier Sebastian office stood at 11610 US 1, where Vero News reported in June 2014 that it would close for seven business days to add a reception desk and expand the lobby because business was much busier there than before. In November 2018, Sebastian Daily reported that the county had bought the Sebastian Corners shopping center for about $2.7 million and was finishing a $1.8 million renovation of the former Dollar Tree space, giving the county 8,400 square feet for north county offices.

The renovated space was planned to house the tax collector, property appraiser, utilities, clerk of court and Veterans Services. The old Tax Collector and Property Appraiser office in Sebastian closed permanently on June 21, 2019, and the new office at 1919 U.S. Highway 1 opened on July 1, 2019, Sebastian Daily reported. The Tax Collector's own listings now give the Sebastian Office address as 1921 U.S. Highway 1 at Sebastian Corners, replacing the 11610 US 1 address cited in 2014 coverage.
