What is the Barrier Island Center near Sebastian?
The Barrier Island Center is a Brevard County environmental education center on Highway A1A in Melbourne Beach, a few miles north of Sebastian Inlet, built to explain the Archie Carr sea turtle refuge.
Its full name is the Barrier Island Sanctuary Management and Education Center, and WFIT noted in 2013 that the longer title is rarely used (WFIT, 2013). The address is 8385 South Highway A1A. WFIT's Lagoon Minute placed it on the ocean a few miles north of Sebastian Inlet and called it one of the three Brevard County Environmentally Endangered Lands educational centers, the one whose focus is sea turtles (WFIT, 2023).
Two organizations share the work. The land belongs to Brevard County, whose Environmentally Endangered Lands (EEL) Program looks after it, while teaching is handled by the Sea Turtle Conservancy, through a partnership with that program (Sea Turtle Conservancy). The U.S. Fish and Wildlife Service, which runs the surrounding Archie Carr National Wildlife Refuge, calls the center a great place to start a refuge visit (U.S. Fish and Wildlife Service).
For Sebastian, the center is the nearest staffed visitor building on the turtle beaches. A driver from the city crosses the Indian River Lagoon, passes Sebastian Inlet State Park on A1A and continues north into Brevard County to reach it. The Indian River County side of the refuge, south of the inlet toward Wabasso Beach, has beach parks such as Treasure Shores and Golden Sands but no comparable center.
How did a steakhouse lot become the Barrier Island Center?
The Barrier Island Center was built where an abandoned restaurant, Chuck's Steakhouse, once stood, after the Mellon Foundation bought that lot and handed it to Brevard County.
According to the Sea Turtle Conservancy, the gift came with one condition of purpose: the county was to put up and run a teaching facility there. Brevard also holds the two neighboring tracts, which together reach from lagoon shore to ocean beach, so one footpath can sample each habitat of the island in a single walk (Sea Turtle Conservancy). The conservancy's plaque fundraiser gives the building's size as 5,700 square feet, with donor plaques fixed to the ocean-facing decks (Sea Turtle Conservancy, Plaque Program).
The center grew out of the refuge's land campaign. The Sea Turtle Conservancy writes that Congress established the Archie Carr refuge in 1989, and that the State of Florida, Brevard and Indian River Counties, the private Mellon Foundation and the Fish and Wildlife Service each contributed money to buy land from willing sellers inside the proposed boundary (Sea Turtle Conservancy). The Service itself gives 1991 as the year the refuge was established and says its partnership, known as the Archie Carr Working Group, has protected over 2,600 acres around a federal core of 258 acres (U.S. Fish and Wildlife Service). The education center is the public face of that patchwork, which runs south past Sebastian Inlet into Indian River County.
What is inside the Barrier Island Center and on its grounds?
The Barrier Island Center building holds turtle exhibits, an orientation theater, a library and a shop, and its grounds add a boardwalk over the dunes and a cross-island footpath.
On the federal visitor page, the list runs to hands-on exhibits, films, school field trips, guided tours, picnic tables and a boardwalk built for wheelchair access with a view of the Atlantic (U.S. Fish and Wildlife Service). The conservancy's description mentions a presentation hall and a modest reference library used by Brevard classes on field trips, along with tourists and nearby residents (Sea Turtle Conservancy).
The grounds are the larger attraction. The Service's visitor page calls the path a mile long, running from dune to lagoon, while its trail listing gives the Barrier Island Sanctuary Trail a length of .75 mile, with maritime hammock on the way to the beach. The difference reflects two descriptions of the same Archie Carr refuge trail system. A lagoon kayak launch on the Indian River Lagoon side completes the cross-island layout. The next trail the Service lists to the south is the Sebastian Inlet State Park Hammock Trail, a 0.9 mile loop near the inlet (U.S. Fish and Wildlife Service).

What programs does the Barrier Island Center run?
The Barrier Island Center is known for two seasonal turtle programs: night walks in June and July to see a loggerhead nest, and morning nest excavations in July, August and September.
Both fill quickly because only a few public places are offered. On the night walks a small group watches a loggerhead lay eggs; on the morning digs, staff open hatched nests on the Archie Carr refuge beach and count what came out, the same method researchers use to judge a season (Sea Turtle Conservancy). WFIT described the center in 2023 as the place where many guided turtle walks happen in June through August (WFIT, 2023). The FWC public viewing list names two permitted walk providers based at the Barrier Island Center, Friends of the Carr Refuge and the Sea Turtle Conservancy, both at the same 321-723-3556 number (Florida Fish and Wildlife Conservation Commission).
Teen and student offerings round out the schedule at the Brevard building north of Sebastian Inlet, including summer internships and a youth advocacy group for ages 11 to 18 (Sea Turtle Conservancy). The conservancy's satellite tracking race, Tour de Turtles, dates to 2008.
The monthly calendar has long reached past the turtle beach. WFIT's January 2013 summary of the center's February events listed a Wild Florida film screening, a guided Mullet Creek Islands paddle and a Pelican Island National Wildlife Refuge eco-cruise departing from the Sebastian Inlet State Park south side boat launch at 9700 South Highway A1A, a trip that ends among the bird islands off Sebastian (WFIT, 2013).
Why is the Barrier Island Center on this stretch of beach?
The Barrier Island Center sits inside the Archie Carr refuge because the 20.5 miles of beach from Melbourne Beach to Wabasso Beach hold the world's most significant loggerhead nesting area.
The Fish and Wildlife Service states that the refuge beaches carry 20 to 35 percent of all loggerhead and green sea turtle nests in the United States and receive 15,000 to 30,000 nests annually, and that they are the most significant green turtle nesting area in North America (U.S. Fish and Wildlife Service). WFIT reported in August 2023 that the beach near Sebastian Inlet was expecting more than 35 thousand turtle nests that season (WFIT, 2023).
Those counts exist because of long-term surveys, which is why the sanctuary around the center now carries a scientist's name. On April 26, 2025, the 34-acre Barrier Island Sanctuary was renamed for UCF biology professor Llewellyn Doc Ehrhart (1942 to 2022) at a ceremony inside the center organized by Brevard's EEL staff and the conservancy. UCF reported that Ehrhart's surveys ran for more than 50 years, and the EEL Program's land management superintendent said green turtle nesting had climbed from a few dozen nests a year when the surveys began to more than 20,000 nests a year (UCF News).
The same surveys cover the beaches south of Sebastian Inlet in Indian River County, so the exhibits at the Brevard County center describe the nesting beach that Sebastian residents reach at Treasure Shores, Golden Sands and Wabasso Beach.
