Short answer: Kayak anglers near Sebastian launch from the city ramps on Indian River Drive, Wabasso Causeway Park on CR 510, the lagoon side of Sebastian Inlet State Park, or St. Sebastian River launches such as Dale Wimbrow Park, then fish the open waters of Pelican Island National Wildlife Refuge for redfish, snook, seatrout, flounder and mangrove snapper. The refuge stays open year-round except the posted buffer around Pelican Island.

Where do kayak anglers launch to fish the lagoon near Sebastian?
Kayak anglers reach the Indian River Lagoon near Sebastian from the two city ramps on Indian River Drive, from Wabasso Causeway Park on CR 510, from the lagoon side of Sebastian Inlet State Park, and from county launches on the St. Sebastian River.
Each launch puts a paddler on different water. The City of Sebastian's Main Street Park and Boat Ramp at 1300 Indian River Drive opens directly onto the lagoon in the Sebastian Waterfront District and has a fishing pier beside the ramp. Also on the Sebastian riverfront, the city's Yacht Club ramp at 820 Indian River Drive is a dual concrete ramp into the Indian River, which the city notes is the Atlantic Intracoastal Waterway. Across the lagoon and south of town, Indian River County's Wabasso Causeway Park spreads over four lobes along CR 510 and offers plenty of shoreline for fishing and canoe launching, open daily from 7 a.m. to sunset.
| Launch | Location | Water reached | Hours listed |
|---|---|---|---|
| Main Street Park and Boat Ramp | 1300 Indian River Drive, Sebastian | Indian River Lagoon | City park |
| Yacht Club ramp | 820 Indian River Drive, Sebastian | Indian River Lagoon (Intracoastal) | City ramp |
| Wabasso Causeway Park | 3105 Wabasso Beach Road (CR 510) | Indian River Lagoon | 7 a.m. to sunset |
| Dale Wimbrow Park | 11805 Roseland Road | St. Sebastian River | 7:30 a.m. to sunset |
| Sebastian Canoe Launch | 9800 Canoe Launch Cove | South Prong, St. Sebastian River | 7 a.m. to sunset |
| Sebastian Inlet State Park | Lagoon side of the park, A1A | Islands and mangrove shoreline | State park |
The river launches suit anglers who want sheltered water first. Indian River County calls Dale Wimbrow Park on the Saint Sebastian River a great location to launch a kayak and lists fishing access there, and the county's Sebastian Canoe Launch on the South Prong describes a three to four-hour paddle north toward Donald MacDonald Park, Dale Wimbrow Park or the Indian River Lagoon. On the barrier island, Florida State Parks says canoes and kayaks can be paddled from Sebastian Inlet State Park to islands and along the mangrove-fringed shoreline of the lagoon.
Can kayak anglers fish inside Pelican Island National Wildlife Refuge?
Yes: the U.S. Fish and Wildlife Service permits fishing in the open water areas of Pelican Island National Wildlife Refuge north of Sebastian year-round, except inside the posted buffer around Pelican Island itself, which is closed year-round.
The refuge is the largest block of protected lagoon water near Sebastian, with more than 5,400 acres of protected waters and lands, according to the refuge home page. The refuge fishing page names redfish, snook, sea trout, flounder, mangrove snapper and jack crevalle among its sportfish and lists boat launching facilities in the city of Sebastian, at Wabasso Causeway and at Sebastian Inlet State Park. Bank and wade fishing is allowed on the lagoon side of Bird's and Pete's Impoundment Trails, but fishing is prohibited in the interior of impoundments, lakes and ponds.
Indian River County's listing for the refuge spells out the rules that matter on the water near Sebastian. It allows boating, canoeing and kayaking in the lagoon except in areas marked as closed, and sport fishing within the open waters. It prohibits going onto Pelican Island proper, using an artificial light to view or take wildlife, and fishing from structures or in the interiors of the salt marsh impoundments. Refuge public use areas off Jungle Trail are open from 7:30 a.m. to sunset. Manatee slow speed zones are posted along Spratt Creek and near shorelines and islands in the refuge, the FWS page adds.
What do kayak anglers catch in the lagoon near Sebastian, and what can be kept?
The Pelican Island refuge waters near Sebastian hold redfish, snook, sea trout, flounder and mangrove snapper, and FWC's Indian River Lagoon region rules make redfish catch-and-release and close snook and seatrout for parts of the year.
Sebastian sits inside FWC's Indian River Lagoon management region, which runs from New Smyrna Beach to the Martin and Palm Beach county line. In that region redfish may not be kept at all. Snook are closed from December 15 to January 31 and from June 1 to August 31, with one fish of 28 to 32 inches allowed when open. Spotted seatrout are closed from November 1 to December 31, with a 15 to 19-inch slot and two per person per day the rest of the year.
| Species | Season in the lagoon region | Size and bag |
|---|---|---|
| Redfish | Catch-and-release only | None may be kept |
| Snook | Closed Dec. 15 to Jan. 31 and June 1 to Aug. 31 | 28 to 32 inches, 1 per day |
| Spotted seatrout | Closed Nov. 1 to Dec. 31 | 15 to 19 inches, 2 per day |
| Flounder | Closed Oct. 15 to Nov. 30 | 14 inches, 5 per person |
| Mangrove snapper | Open year-round | 10 inches in state waters, 5 per person |
Two more rules round out the kayak list near Sebastian. FWC's flounder rules close the fish from October 15 through November 30, with a 14-inch minimum and five per person. Gray, or mangrove, snapper must be 10 inches in state waters with a bag of five within the 10-snapper aggregate, under FWC's snapper rules. What license and safety gear does a kayak angler need at Sebastian?
A kayak angler on the lagoon at Sebastian needs a regular Florida saltwater fishing license, because the free shoreline license does not cover fishing from a vessel, plus a life jacket, a whistle or horn and, after dark, a white light.
FWC's rules for human-powered vessels classify canoes, kayaks and paddleboards as vessels subject to the same safety and operational requirements as other watercraft in Florida. Each person needs one U.S. Coast Guard approved wearable life jacket, which children under 6 must wear. A bell, horn or whistle audible for at least one-half nautical mile is required. Between sunset and sunrise or in restricted visibility, a lantern or flashlight shining a white light is required, a rule that applies on the lagoon off Sebastian before sunrise and after sunset.
The license rule catches many shore anglers who move to a kayak at Sebastian. FWC's license page says the no-cost resident saltwater shoreline license is not valid when fishing from a vessel, or from a shoreline reached by vessel. A resident annual saltwater fishing license costs $17.00, and non-residents pay $17.00 for three days, $30.00 for seven days or $47.00 for a year.
How do wind, tides and manatee zones shape kayak fishing near Sebastian?
Near Sebastian, wind sets the paddling day on the open lagoon, NOAA tide predictions for the in-town Sebastian station time the water, and posted manatee zones and closed areas shape the route.
NOAA publishes tide predictions for station 8722029, Sebastian (Indian River), the lagoon station in town, which differs from the Sebastian Inlet bridge station used by jetty anglers. For wind, the National Data Buoy Center lists station SIPF1 at the Sebastian Inlet State Park north jetty, owned and maintained by the Florida Institute of Technology, with its anemometer 1 meter above the site.
The Florida Department of Environmental Protection's Coastal Access Guide describes Sebastian at the junction of the Saint Sebastian River and the Indian River, notes the river is popular among boaters, fishers and kayakers, and says the lagoon waters offer ample opportunity for kayaking. Manatee rules near Sebastian are under review: on February 4, 2026, FWC approved proposed amendments to Indian River County manatee protection zones for advertising, including a Sebastian Inlet Idle Speed Zone, after reviewing the rule from Sebastian Inlet to the St. Lucie County line.
