Overview
The State University System of Florida (SUS) is a constitutional body comprising 12 public universities governed by the 17-member Florida Board of Governors, headquartered in Tallahassee. With more than 430,000 enrolled students, the Florida Office of Program Policy Analysis and Government Accountability (OPPAGA) documents the System as the second-largest public university system in the United States. The System is established under Article IX, Section 7 of the Florida Constitution and is administered by a chancellor who serves as its chief executive officer.
The System offers bachelor's, master's, specialist, professional doctorate, and research doctorate degrees across institutions distributed from Pensacola to Miami. U.S. News & World Report has ranked Florida No. 1 for higher education for ten consecutive years through 2025, citing the lowest in-state tuition and fees among all public university systems in the nation and a record-high four-year graduation rate of 62 percent for the 2019–2023 cohort. Governance and History
Florida's public university governance traces to the Buckman Act, passed by the Florida Legislature on June 5, 1905. That law consolidated six disparate state institutions into three segregated universities administered by the newly created Florida Board of Control. In 1965 the Board of Control was replaced by the Florida Board of Regents to accommodate the system's expansion. The Board of Regents was subsequently abolished by the Florida Legislature in July 2001, a bill signed by Governor Jeb Bush, dissolving centralized statewide oversight.
Former Governor and then-U.S. Senator Bob Graham led a ballot initiative to restore statewide governance. In November 2002, Florida voters approved a constitutional amendment to Article IX of the Florida Constitution reestablishing a governing body for the system. As documented by the Board of Governors and the Florida Department of Education, the Florida Board of Governors was created in 2003 as a result of that amendment, charged with operating, regulating, and controlling the public university system.
The Board of Governors is composed of 17 members: 14 appointed by the Florida Governor and confirmed by the Florida Senate for seven-year terms, along with the Chair of the Advisory Council of Faculty Senates, the Commissioner of Education, and the Chair of the Florida Student Association. The Board defines the distinctive mission of each institution, manages system-wide coordination, and appoints a chancellor as chief executive officer. Each of the 12 universities is administered locally by a 13-member Board of Trustees. The System is authorized under Article IX, Section 7 of the Florida Constitution and governed operationally through Chapters 1001 and 1004 of the Florida Statutes.
The 12 Universities
The 12 institutions of the State University System of Florida are distributed across the state's major population centers and regional economies. Florida A&M University (FAMU) and Florida State University (FSU) are both located in Tallahassee; the University of West Florida (UWF) serves the Panhandle from Pensacola. The University of Florida (UF) is sited in Gainesville and the University of North Florida (UNF) in Jacksonville, together covering northeast Florida. The University of Central Florida (UCF) in Orlando and Florida Polytechnic University (FPU) near Lakeland anchor central Florida. The University of South Florida (USF) serves the Tampa Bay region. Florida Gulf Coast University (FGCU) in Fort Myers covers southwest Florida. Florida Polytechnic University, the newest institution, opened in 2014 and is the system's only STEM-focused university. Florida A&M University is the system's only Historically Black College or University (HBCU). As of July 2024, four universities hold the designation of Preeminent State Research University under s. 1001.7065, Florida Statutes: the University of Florida, Florida State University, the University of South Florida, and Florida International University — the last having been newly designated in 2024, as announced by the Board of Governors in July 2024.
Accountability and Funding
The System's performance-based funding (PBF) model, authorized under s. 1001.706(5)(e), Florida Statutes, allocates state appropriations to universities based on outcomes across 10 metrics documented in each institution's annual Accountability Plan. The model has been in operation since the 2019–2020 academic year. In July 2024, the Board of Governors approved $645 million in Performance-Based Funding to the system's 12 institutions, with Florida International University, the University of Florida, Florida State University, and the University of West Florida identified as top performers. The 2025–2026 state budget maintained that $645 million allocation and added $40 million specifically for the system's preeminent universities.
The Preeminent State Research University program was first created by the 2013 Florida Legislature under s. 1001.7065, F.S. A university that annually meets at least 12 of 13 academic and research excellence standards qualifies for designation, as documented by OPPAGA. System-wide research expenditures reached $2.94 billion for the 2022–23 academic year, an increase of more than $400 million over the prior year, according to a March 2024 Board of Governors announcement. The annual Accountability Plan process, mandated by Article IX, Section 7(d) of the Florida Constitution, provides a formal public accountability mechanism linking state appropriations to measurable student outcomes.
Affordability and Outcomes
Independent national analysis has consistently identified the State University System of Florida as the lowest-cost public university system in the country. The College Board's Trends in College Pricing and Student Aid report confirmed for the third consecutive year, as of October 2024, that Florida's in-state undergraduate tuition and fees — at $6,360 — are the lowest in the nation, compared to a national average of $11,610, as reported by the Board of Governors. The Board of Governors reported in September 2024 that the average cost of a bachelor's degree is $1,300 after financial aid, and that more than three-quarters of SUS students graduate without student loan debt.
In June 2024, the Board of Governors announced a record-high four-year graduation rate of 62 percent for the 2019–2023 cohort, representing a 20-percentage-point increase over ten years. In national rankings, U.S. News & World Report's 2026 Best Colleges edition placed Florida State University at No. 51 nationally and No. 21 among top public universities, with four SUS schools ranking in the top 50 among national public universities and a record-breaking seven in the top 100. In the 2025 U.S. News rankings, Florida A&M University rose 10 places to No. 81 among top public universities, maintaining its standing as the highest-rated public Historically Black College or University in the nation. In May 2023, Governor Ron DeSantis signed Senate Bill 266 (SB 266) at New College of Florida in Sarasota.
