Where are the driver license offices in Brevard County?
Brevard County has five driver license service centers, in Melbourne, Merritt Island, Palm Bay, Titusville and Viera, and every one is run by the Brevard County Tax Collector rather than by the state.
The Florida Department of Highway Safety and Motor Vehicles Brevard page lists each center as a dual office for driver licenses and motor vehicles, open Monday to Friday from 9:00am to 5:00pm, and states that all Brevard offices are county tax collector-sponsored service centers. That arrangement is why a Brevard customer pays the state fee plus a tax collector service fee at the counter.

|---|---|---|---|
| Palm Bay | 450 Cogan Drive, Palm Bay 32909 | Mon to Fri, 9:00am to 5:00pm | CDL Hazmat |

For South Brevard, the Palm Bay center at 450 Cogan Drive and the Melbourne center at 1515 Sarno Road are the closest counters to Malabar, Grant-Valkaria, Micco and Barefoot Bay; FLHSMV lists no driver license office south of Palm Bay in the county. Phone lines split by region: FLHSMV gives 321-633-2199 for South Brevard and 321-264-6935 for North and Central Brevard.
Is an appointment needed at a Brevard driver license office?
An appointment is the norm in Brevard County: FLHSMV marks every Brevard center as appointment-only, and the Brevard County Tax Collector warns that walk-in service is limited and waits can run long.
The two agencies word the rule differently. The FLHSMV Brevard page prints All Services Require an Appointment for the Palm Bay, Melbourne, Viera, Merritt Island and Titusville centers. The Brevard County Tax Collector service guide says appointments are suggested, are available for Brevard residents only, and that walk-ins are limited. Either way, the booking runs through the Tax Collector's online appointment system, under the service type Driver License/ID Card for renewals, replacements and new cards, or Written Test/Hazmat and Road Test for exams.
A few Brevard County Tax Collector rules shape the booking. Each customer or family member needs a separate appointment, and road tests cannot be combined with another appointment type. Saturday service is a short list: the Tax Collector advertises a limited number of Saturday appointments, restricted to driver license renewals, says walk-in service is not available on the weekend, and warns that locations and dates vary. Name changes must be completed in person at an office in Palm Bay, Melbourne or another branch, while address changes can be made online through MyDMV Portal.
Many Brevard renewals never reach a counter. FLHSMV offers an online convenience renewal every other renewal period through MyDMV Portal, along with address updates and replacement of a lost or stolen card, as long as the department can verify the customer's Social Security number online.
What documents does a REAL ID need in Brevard County?
A first REAL ID in Brevard County requires an office visit in Palm Bay, Melbourne or another center with proof of identity, a Social Security number and two documents showing a principal residence address.
The FLHSMV REAL ID page lists the identity documents. A U.S. citizen brings a valid, unexpired U.S. passport, an original or certified copy of a birth certificate, a Consular Report of Birth Abroad, a Certificate of Naturalization or a Certificate of Citizenship. A non-citizen brings a valid Permanent Resident Card (I-551), a valid passport with U.S. visa and I-94, or another Department of Homeland Security document showing lawful presence. When the current name differs from the birth name, court name-change orders, marriage certificates or divorce decrees must show the full trail of names.
Florida REAL ID cards are not new to Brevard County. FLHSMV states Florida began issuing REAL ID licenses and ID cards on January 4, 2010, and its enforcement table dates Phase 4, boarding federally regulated commercial aircraft, to May 7, 2025. Customers who are not REAL ID compliant have been unable to renew or replace a card through MyDMV Portal since January 2, 2020, which sends them to a Tax Collector counter such as the one on Cogan Drive in Palm Bay.
The card itself changed in 2026. On September 30, 2026, FLHSMV began issuing a newly designed Florida driver license and identification card whose REAL ID star, in the top righthand corner, now incorporates the Florida gator. Separately, the Brevard County Tax Collector reports that since August 2024 its offices issue a credential whose number includes at least four randomly generated digits. A Brevard resident may hold a REAL ID driver license or a REAL ID identification card, but not both at once.
How much does a driver license cost in Brevard County?
A Class E renewal in Brevard County costs the $48.00 state fee plus a $6.25 tax collector service fee, or $54.25 at a counter in Palm Bay, Melbourne or Viera.
Fees are set in state law and published on the FLHSMV fee schedule. The schedule adds that an additional $6.25 service fee may apply to any credential issued in a tax collector office, which in Brevard County means every office. The arithmetic for the common counter transactions is the state fee plus $6.25.
| Transaction | State fee | With $6.25 service fee |
|---|---|---|
| Original Class E (includes learner's license) | $48.00 | $54.25 |
| Renewal Class E | $48.00 | $54.25 |
| Original or renewal commercial driver license | $75.00 | $81.25 |
| Replacement license | $25.00 | $31.25 |
| Identification card (original, renewal or replacement) | $25.00 | $31.25 |
| Late fee | $15.00 | Added to the renewal |
| Knowledge retest / skill retest | $10.00 / $20.00 | $16.25 / $26.25 |
Veterans pay less at the Brevard County Tax Collector. FLHSMV states that veterans who provide, or have previously provided, evidence of veteran status are not charged the $6.25 service fee for the transactions marked with an asterisk, which include Class E licenses, ID cards and retests, and that adding the Veteran designation to a replacement license is free. Each endorsement costs $7.00.
Commercial drivers carry one more cost. The Brevard County Tax Collector charges a $91 application fee for the background check on a Hazmat endorsement, on top of the commercial license and endorsement fees, and FLHSMV lists CDL Hazmat service only at the Palm Bay and Titusville centers.
When does a Brevard County driver license need renewing?
A Florida license issued by the Brevard County Tax Collector to a driver under 80 runs eight years, a driver 80 or older gets a six-year license, and renewal can start 18 months before expiration.
Section 322.18, Florida Statutes sets those terms: a renewal for an applicant under 80 expires on the birthday that next occurs 8 years after the month the old license expired, and for an applicant at least 80 years of age the span is 6 years. If a license expires on a Saturday, Sunday or legal holiday, it remains valid until midnight of the next regular working day, so a Brevard driver whose card lapses on a weekend or holiday can renew at the Palm Bay or Melbourne office on the next regular working day without a delinquent fee.
FLHSMV allows a driver license renewal up to 18 months ahead of the expiration date and an ID card renewal up to 12 months ahead, according to its renewal page. Renewing late adds the $15.00 late fee from the state schedule, which the Brevard County Tax Collector collects at the counter.
New arrivals to Palm Bay, Melbourne and the rest of Brevard County face a deadline too. Under Section 322.031, Florida Statutes, a nonresident who accepts employment in Florida or enters children in Florida public schools, such as Brevard Public Schools, must obtain a Florida driver license within 30 days to keep driving, and the spouse or dependent child who drives must do the same.
How do new drivers take tests in Brevard County?
New Brevard drivers book the Class E written knowledge exam and later a road test through the Brevard County Tax Collector, and a learner's license requires an applicant of at least 15.
The Tax Collector service guide lists the Class E written knowledge exam as the step to a learner's license and points to the Florida driver handbook for study material. Road tests are booked separately, cannot share an appointment with other services, and are suspended during inclement weather for the safety of the driver and examiner, according to the Brevard County Tax Collector.
Teen applicants have an added step. The Brevard County Tax Collector motorist services page states that all new teen drivers aged 15 to 17 must complete the 6 hour Driver Education Course (DETS) and provide REAL ID documents, proof of address and parental consent. A Palm Bay or Melbourne teen therefore needs the same REAL ID identity documents and proof of address that an adult brings for a first REAL ID.
Hazmat endorsements follow federal screening. The Brevard County Tax Collector requires the written Hazmat exam for every original and renewal Hazmat application and takes fingerprints in the office at the time of application for the TSA background check; a new Florida resident transferring an out-of-state Hazmat endorsement must retake the test and redo the background check.
