Palm Bay vs. Melbourne — Palm Bay, Florida

Palm Bay outgrew its northern neighbor, but Melbourne still counts about twice as many workers on the job inside its limits, draws on Lake Washington and elects a seven-member council.

Short answer: Palm Bay is larger than Melbourne: the State of Florida estimated 146,929 Palm Bay residents and 88,499 in Melbourne on April 1, 2025, and Palm Bay has 86.672 square miles of land to Melbourne's 44.189. Palm Bay homes are mostly owner-occupied detached houses with a lower median value, Palm Bay households earn more at the median, and Melbourne has more jobs, shorter commutes, a seven-member council with district seats and Lake Washington water.

Which is bigger, Palm Bay or Melbourne?

Palm Bay is the bigger city on both counts: the State of Florida put Palm Bay at 146,929 residents and Melbourne at 88,499 on April 1, 2025, and Palm Bay holds about twice Melbourne's land area.

The state figures come from the Office of Economic and Demographic Research table of 2025 population estimates (Florida EDR, 2025 estimates). The same table shows how differently the two cities have grown since the 2020 census: Palm Bay added 27,169 residents from its 2020 count of 119,760, while Melbourne added 3,821 from 84,678. The Palm Bay gain of 27,169 is more than seven times the Melbourne gain of 3,821.

Change, 2020 to 202527,1693,821
Land area, square miles86.67244.189
Water area, square miles1.4785.82

Land area comes from the Census Bureau's 2024 Gazetteer file for Florida places, which lists Palm Bay city at 86.672 square miles of land and 1.478 of water, and Melbourne city at 44.189 square miles of land and 5.82 of water (Census 2024 Gazetteer). Melbourne has almost four times as much water area inside its limits as Palm Bay, though Palm Bay has nearly twice the land.

Each city states its own size differently. The City of Palm Bay economic development page gives approximately 88 square miles (Discover Palm Bay), and its directions page gives approximately 98 square miles of territory and calls Palm Bay the largest incorporated area in Brevard County (City of Palm Bay directions). The City of Melbourne puts itself at 51.59 square miles as of March 2026 and repeats the 88,499 population figure, crediting the Bureau of Economic and Business Research (City of Melbourne, About the City).

How do Palm Bay and Melbourne homes compare?

Palm Bay is a city of owner-occupied detached houses, 79.7 percent owner-occupied and 83.5 percent single-unit detached, while Melbourne has a larger renter share and fewer detached houses, with 59.7 percent of occupied homes owner-occupied (ACS 2020-2024).

Median value, owner-occupied$283,200$306,400
Median gross rent$1,601$1,525

The figures come from Census Bureau table DP04 for Palm Bay city and Melbourne city. Palm Bay has 50,147 housing units against Melbourne's 41,217, a lead of 8,930 units. Newer stock is a Palm Bay trait: 5.2 percent of its units were built in 2020 or later, against 1.5 percent in Melbourne.

Prices split between the two Palm Bay and Melbourne measures. The Palm Bay median value for owner-occupied homes is $283,200, below Melbourne's $306,400, yet the Palm Bay median gross rent of $1,601 is above Melbourne's $1,525. For the whole of Brevard County the median home value is $339,600 (ACS DP04, Brevard County), so both cities sit below the county figure, Palm Bay further below.

Part of Palm Bay was laid out in advance as single-family lots by General Development Corporation, in a pre-platted community that the city says pre-dates the incorporation of the City of Palm Bay. The city's own economic development page describes the southwest Palm Bay area called the Compound, Port Malabar Units 51, 52 and 53, as 4,978 parcels of largely quarter-acre single-family lots, still mostly undeveloped after General Development Corporation went bankrupt in 1991 (City of Palm Bay, the Compound).

How do incomes, schooling and work compare between Palm Bay and Melbourne?

Palm Bay households earn more at the median, $72,614 against $66,991 in Melbourne, but Melbourne has the larger college-educated share, the shorter commute and about twice as many people working inside its limits (ACS 2020-2024).

Population and median age come from table DP05 for Palm Bay and Melbourne; the ACS count of 130,132 for Palm Bay is a five-year average and runs below the state's 2025 figure. Income, poverty, unemployment and travel time come from table DP03 for Palm Bay and Melbourne, and the bachelor's degree share from table DP02 for Palm Bay and Melbourne. Brevard County as a whole has a median household income of $78,476 (ACS DP03, Brevard County), above both cities.

Job counts differ even more. Census table B08604 counts 33,366 workers whose place of work is Palm Bay (ACS B08604, Palm Bay) and 68,502 whose place of work is Melbourne (ACS B08604, Melbourne), so Melbourne, the smaller city by population, has about twice the Palm Bay figure. Palm Bay residents also drive farther: 27.8 minutes on average, five minutes more than Melbourne residents; the city lists three Palm Bay exits on I-95, at Palm Bay Road (mile marker 176), Malabar Road (173) and St. Johns Heritage Parkway (166) (Discover Palm Bay).

The two cities share one economy. The City of Palm Bay notes that its metro area is the Palm Bay-Melbourne-Titusville MSA and names L3Harris, Renesas Electronics and Raytheon Technologies as major employers in its top industries (Discover Palm Bay). Its directions page adds that Melbourne International Airport is within minutes of Palm Bay (City of Palm Bay directions).

How are the Palm Bay and Melbourne city governments set up?

Both city councils hire a professional city manager, but the Palm Bay City Council has five members (a mayor and four council members) while the Melbourne City Council has seven, a mayor and six council members who each represent a district.

In Palm Bay, the mayor and four council members form the legislative branch of a council-manager government, approve the budget and set the tax rate, and hire three Charter officers who report to them: the City Manager, City Attorney and City Clerk (City of Palm Bay, Legislative). Council offices are on the third floor of the City Hall Annex at 120 Malabar Road SE. The city's council page lists Mayor Rob Medina, in a term that began in November 2024 and expires in November 2028, his second consecutive term (City of Palm Bay, Mayor and City Council). Council members there are reached by seat number, from seat2 to seat5 at palmbayfl.gov.

Melbourne's council consists of the Mayor and six Council Members who serve four-year terms; all are elected by a city-wide vote, and each council member represents a district of the city (City of Melbourne, City Council). By majority vote the council hires a City Manager and a City Attorney. Mayor Paul Alfrey leads that council, and meetings are held in the Council Chamber at Melbourne City Hall, 900 E. Strawbridge Ave., unlike the Palm Bay council's base on Malabar Road.

The practical difference for a resident of either city is representation. The Palm Bay charter states that all councilmembers shall be elected at-large, with the mayor and Seats 2 and 3 chosen in presidential election years and Seats 4 and 5 in the following even year (Palm Bay City Charter, page 18), while a Melbourne voter also chooses every seat city-wide but has one council member tied to a home district. Where does tap water come from in Palm Bay and in Melbourne?

Palm Bay Utilities draws its water from groundwater wells throughout Palm Bay, while Melbourne draws on Lake Washington on the upper St. Johns River as well as Floridan wells and serves several beachside towns as well.

The City of Palm Bay water source is groundwater from approximately 41 active raw water wells throughout the city (Palm Bay Utilities, water and wastewater). Most are surficial aquifer wells 80 to 150 feet deep that feed the lime-softening plant at the North Regional Utilities Campus, and six Floridan aquifer wells, about 360 to 850 feet deep, supply the two reverse osmosis plants. That system covers approximately 44 square miles and over 34,000 accounts, about half of the 88 square miles the city gives for Palm Bay as a whole.

Melbourne runs two plants: the John A. Buckley Surface Water Treatment Plant, fed from Lake Washington, the third uppermost of the connected upper St. Johns River lakes, and the Joe Mullins Reverse Osmosis plant, opened in 1995 and fed by four Floridan aquifer wells 650 to 850 feet deep (City of Melbourne, Water Treatment and Distribution). Melbourne supplies Melbourne Beach, Indialantic, Indian Harbour Beach, Satellite Beach, Palm Shores, Melbourne Village and unincorporated Brevard County south of the Pineda Causeway, and sells wholesale water to West Melbourne. Palm Bay is not on that list; it runs its own system.

Drainage follows a different map from the city names. The Melbourne-Tillman Water Control District, created by the Florida Legislature in 1922, covers parts of unincorporated Brevard County, the City of Palm Bay and the City of West Melbourne, a list that leaves out the City of Melbourne, and maintains 163 miles of canals from its office at 5990 Minton Road in Palm Bay (Melbourne-Tillman Water Control District).
