Short answer: Palm Bay real estate is mainly owner occupied single family houses: 41,884 of the city's 50,147 homes are detached, and the median owner home value was $283,200 in ACS 2020-2024 estimates, below Brevard County's $339,600. Buyers should check whether Palm Bay Utilities water and sewer reach the lot, whether a vacant lot sits in scrub-jay habitat ($125 per quarter acre extra), and how the Land Development Division reviews new subdivisions.

What does the Palm Bay real estate market consist of?
Palm Bay real estate is mostly owner occupied detached houses on platted lots, with a thin rental and apartment segment, a patchwork of city water and sewer, scrub-jay rules on some vacant lots, and new subdivisions reviewed by the city's Land Development Division.
The city counted 50,147 homes in the ACS 2020-2024 5-year survey, and 41,884 of them were single family detached houses (Census ACS DP04 for Palm Bay). Owners lived in 36,555 Palm Bay homes and renters in 9,295. The typical owner occupied home was valued at $283,200, compared with $339,600 for Brevard County as a whole (Census ACS DP04 for Brevard County).

The Palm Bay story starts small. Homesteaders settled the town of Tillman at the mouth of Turkey Creek in 1887, and in 1925 its 200 residents petitioned to change the name to Palm Bay (City of Palm Bay history). The city passed 100,000 residents in 2006, and 13,547 of today's Palm Bay homes were built from 2000 to 2009, the second-largest building decade after the 1980s (Census ACS DP04 for Palm Bay).
Will a Palm Bay property be on city water and sewer?
Not always: Palm Bay Utilities serves a large portion of the city, but some Palm Bay neighborhoods lack readily available water or sewer lines, so an address check on the city's interactive map is the first step for any buyer.
The service-availability page of the Palm Bay Utilities Department says plainly that there are areas of the City that do not have readily available water and/or sewer service. The same page prices two conversions, from a private well to city water and from septic to city sewer, and walks through the check: open the interactive map and type the full address, including city and state.
Connection prices in Palm Bay are quoted for a standard 80 foot lot and are subject to change. For water, the main line extension fee is $1,504.00, figured at $18.80 per foot, and the full initial cost is $4,347.98; for sewer, the line extension is $2,370.40 at $29.63 per foot and the total is $5,770.40 (Palm Bay Utilities). Owner-occupied residential accounts can spread connection costs over up to five years through a Connection Payment Agreement, set up by appointment with Palm Bay Utilities Customer Care at (321) 952-3420.
What rules apply to building on a vacant Palm Bay lot?
Owners of vacant Palm Bay lots inside the mapped scrub-jay habitat can build, but they pay an extra $125 per quarter acre on the building permit and may not clear land from March 1 through June 30 each year.
The rules come from a citywide Incidental Take Permit. The City of Palm Bay holds U.S. Fish and Wildlife Service approval of its Habitat Conservation Plan and Incidental Take Permit, which cover the Florida Scrub-Jay and the Eastern Indigo Snake (City of Palm Bay Habitat Conservation Plan). The permit lets lot owners in the scrub-jay areas build, and in return the city collects an environmental service fee with each building permit, which a conservation agency designated by the Service uses to buy large tracts of habitat.
Starting April 23, 2007, Palm Bay lot owners in scrub-jay areas could obtain building permits for their property (City of Palm Bay Scrub Jay Lots). The occupied habitat polygons sit in Port Malabar subdivisions in the southeast section of the city, drawn from the City of Palm Bay Unit Map with scrub polygons supplied by the Fish and Wildlife Service, and annual nest monitoring and reporting are permit conditions. The Service's North Florida Field Office answers detailed questions at (904) 731-3121.
The spring clearing ban has three exceptions on the Palm Bay page: where biological surveys show no active Florida Scrub-Jay nest, where vegetation is a persistent fire hazard to developed neighbors, and within 25 feet of an adjacent developed lot where nuisance vegetation is encroaching. Gopher tortoises are handled separately, through a relocation permit from the Florida Fish and Wildlife Conservation Commission. Questions about protected species go to the Palm Bay Growth Management Department at (321) 733-3042.
How large is the Palm Bay rental market, and what does it cost?
About one in five occupied Palm Bay homes is rented: 9,295 renter households made up 20.3 percent of occupied units in the ACS 2020-2024 estimates, and the median gross rent was $1,601 a month.
Most Palm Bay rents fall in a band from $1,000 to $1,999: 35.9 percent of renters paid $1,000 to $1,499 and 31.8 percent paid $1,500 to $1,999 (Census ACS DP04 for Palm Bay). Only 7.6 percent paid under $1,000 (0.6 + 7.0), against 15.5 percent across Brevard County (2.7 + 12.8, Census ACS DP04 for Brevard County). The rental vacancy rate in Palm Bay was 6.3 percent, compared with 10.8 percent countywide.
Rent takes a large share of Palm Bay incomes. Among renters for whom the Census could compute it, 52.5 percent paid 35 percent or more of household income in gross rent (Census ACS DP04 for Palm Bay), above the Brevard County figure of 47.2 percent (Census ACS DP04 for Brevard County).
City policy aims to widen the rental supply. The Palm Bay 2045 Housing Element directs the city to work with existing and prospective landlords to expand rental housing units (Policy HSG 1.1F) and to permit missing middle housing such as duplexes and triplexes in select low density districts (Palm Bay Housing Element). Policy HSG 1.3L adds guidance and encouragement for Palm Bay rental owners who want to join the Section 8 Program (Housing Element, page 2).
How are new Palm Bay subdivisions and developments approved?
New Palm Bay subdivisions, rezonings and planned developments are filed through the city's iMS Online Portal with the Land Development Division, and the larger requests go to public hearings before the Planning and Zoning Board and City Council.
The Land Development Division forms page lists the steps and fees (City of Palm Bay Land Development forms and guidelines). The hearing applications list a pre-application meeting, a chance to discuss the review process with city staff before formal submittal, among the items that may be required. A preliminary subdivision plat carries an $832.00 application fee plus a $725.00 City Surveyor review fee, and subdivision construction plan review is $1,560.00. Planned Unit Development and Regional Activity Center PUD requests follow Sections 173.060 and 173.080 of the Palm Bay Code of Ordinances.
Developers in Palm Bay may also petition for a special district. A petition to establish a Community Development District must address Chapter 190, Florida Statutes, and carries a $7,500.00 non-refundable fee, with $3,750.00 to amend one and $1,500.00 to dissolve one (Land Development Division). The division answers questions at (321) 733-3042 and is listed at 120 Malabar Road SE (City of Palm Bay comprehensive planning).
The growth shows in the Census count: 2,599 Palm Bay homes were built in 2020 or later, 5.2 percent of the city's stock (Census ACS DP04 for Palm Bay). The city timeline records the southern portion of the St. Johns Heritage Parkway completed in 2016, when a new I-95 interchange for south Palm Bay was also announced (Palm Bay history). Hearing applications must cite Comprehensive Plan goals, objectives or policies in their Planning and Zoning Board factors, and the remaining elements of the Palm Bay 2045 Comprehensive Plan were adopted on May 18, 2023, and took effect on July 20, 2023 (Palm Bay comprehensive planning).

Frequently asked questions
Do all Palm Bay homes have city sewer?
No. Palm Bay Utilities says parts of the city do not have readily available water or sewer service. Its interactive map shows service by address, and connecting a standard 80 foot lot to city sewer was quoted at $5,770.40 in total initial cost on October 12, 2026.
What is the scrub-jay fee on a Palm Bay lot?
Since April 23, 2007, owners of Palm Bay lots in scrub-jay areas have been able to obtain building permits, which carry an added charge of $125 per quarter acre. Lots in the mapped polygons cannot be cleared from March 1 through June 30, with limited exceptions.
Is Palm Bay cheaper than the rest of Brevard County?
For owner homes, yes by the Census measure: the ACS 2020-2024 median value was $283,200 in Palm Bay against $339,600 for Brevard County. Rent is the exception; the Palm Bay median gross rent of $1,601 was slightly higher than the county's $1,556.
Where are Palm Bay development applications filed?
Through the City of Palm Bay iMS Online Portal, handled by the Land Development Division at 120 Malabar Road SE, (321) 733-3042. Rezonings, plats and planned developments that need hearings go before the Planning and Zoning Board and/or City Council.
Who handles gopher tortoises on a Palm Bay building lot?
The Florida Fish and Wildlife Conservation Commission, not the city. The Palm Bay Habitat Conservation Plan page says a relocation permit must first be obtained from FWC, and it lists a local FWC officer line, 321-383-5535, for relocation questions.
