Short answer: Bayside Lakes is a neighborhood in southeast Palm Bay along Bayside Lakes Boulevard SE, ZIP 32909. Its former Majors Golf Course is the site of Eden at Bayside Lakes, a proposed 460-unit community from owner Joy LLC that the City of Palm Bay is still reviewing: the land use and preliminary plan cases are in 4th review and the final plan is on hold until the City Council approves the preliminary plan.

Where is Bayside Lakes in Palm Bay?
Bayside Lakes is a neighborhood in southeast Palm Bay, ZIP code 32909, along Bayside Lakes Boulevard SE near Eldron Boulevard and Cogan Drive, with Emerson Drive linking it to Malabar Road.
City of Palm Bay development records map the neighborhood by its main road. The 2022 Majors application sat south of Bayside Lakes Boulevard SE, in the vicinity east of Cogan Drive SE (City of Palm Bay notice, May 2022). The commercial center sits north of and adjacent to Bayside Lakes Boulevard, in the vicinity east of Eldron Boulevard (City of Palm Bay notice, June 2023), and its site plan location map labels Windbrook Drive, Walden Boulevard SE and Eldron Boulevard SE around it (Bayside Lakes Commercial Center plan).
Emerson Drive links the neighborhood to Malabar Road. A November 2025 Palm Bay Public Works notice describes the stretch of Emerson Dr. between Malabar Road and Bayside Lakes, closed intermittently from 11/5/25 to 11/8/25, from 8:30 a.m. to 4:30 p.m. (City of Palm Bay, November 5, 2025). Public Works takes questions at 321-952-3437.
Bayside Lakes is not a separate town. A 2023 citizen participation report filed with the city describes a parcel that is in Bayside Lakes within the City of Palm Bay (Bramblewood citizen participation report), the zoning cases, ordinances and road notices on this page are all City of Palm Bay records, and the commercial center plan gives its addresses as Bayside Lakes Blvd SE, Palm Bay, FL 32909 (Bayside Lakes Commercial Center plan).
What is Eden at Bayside Lakes?
Eden at Bayside Lakes is a proposed 460-unit master-planned community that would redevelop the former Majors Golf Course in Bayside Lakes, and as of October 2026 it is still under review by the City of Palm Bay.
The city's project page says the applications were submitted by Joy LLC, the property owner since 2019, and seek to turn the former Majors Golf Course into a primarily single-family residential neighborhood with supporting commercial uses (City of Palm Bay, Eden at Bayside Lakes). The package has three parts: a future land use map amendment, a preliminary development plan and a final development plan.
The rules in force matter. Because the applicant submitted the project before Palm Bay adopted its updated Land Development Code in September 2024, the city is reviewing Eden at Bayside Lakes under the previous code provisions (City of Palm Bay). The city completes each review within 30 days, but there is no set timeline for the applicant to respond, and the city calls all application materials draft proposals that may change.
| Case | Request | Submitted | Status |
|---|---|---|---|
| CP24-00008 | Land use map change from Rural Single Family to Neighborhood Center and Low Density Residential | March 12, 2026 | 4th review |
| PD24-00001 | Preliminary Development Plan (PUD zoning) | March 12, 2026 | 4th review |
| FD24-00002 | Final Development Plan | June 25, 2024 | On hold |
The order is fixed. The final development plan, case FD24-00002, will not proceed until the preliminary development plan is approved by the Palm Bay City Council, and final approval is required before permits can be issued and development can begin (City of Palm Bay). The land use request would replace the golf parcel's Rural Single Family designation with Neighborhood Center and Low Density Residential.
The city posts the applicant's studies with each case. The Bayside Lakes project page lists a narrative, a proposed future land use map, an environmental assessment, an ALTA survey site sketch, a transportation impact analysis methodology, a public schools capacity determination, residential and commercial design guidelines, covenants and restrictions, and the city's own review comments (City of Palm Bay).
What happened to the earlier Majors at Bayside Lakes plan?
Before Eden, the same owner filed a 2022 plan called Majors at Bayside Lakes for 367 single-family lots on about 190.56 acres south of Bayside Lakes Boulevard SE.
A May 2022 City of Palm Bay hearing notice lists two cases for Joy, LLC: CP-13-2022, a large-scale future land use map amendment from Rural Single-Family Use to Single Family Residential Use, and PD-13-2022, a preliminary development plan for a PUD of 367 single-family lots called Majors at Bayside Lakes (City of Palm Bay notice, May 5, 2022). Both covered Tax Parcel 1, Section 20, Township 29, Range 37, about 190.56 acres.
The hearings were scheduled off site. The notice set the Planning and Zoning Board hearing for May 18, 2022, and the City Council hearing for June 9, 2022, both at 6:00 p.m. in the Bayside Performing Arts Center at Bayside High School, 1901 De Groodt Road SW (City of Palm Bay notice).
The 2022 case numbers are not the ones under review now. The current Eden at Bayside Lakes page lists new 2024 case numbers (CP24-00008, PD24-00001 and FD24-00002), a different land use request that adds Neighborhood Center, and 460 units instead of 367 lots (City of Palm Bay).
| Project | Case or ordinance | Size | Record date |
|---|---|---|---|
| Majors at Bayside Lakes | CP-13-2022, PD-13-2022 | 367 lots, about 190.56 acres | May 5, 2022 |
| Bayside Lakes Commercial Center | FD-67-2022, Ordinance 2023-32 | 3 tracts, 2.961 acres | June 21, 2023 |
| Bramblewood Townhomes | PD23-0004, FD23-0008 | 126 townhomes proposed on 20.02 acres | June 28, 2023 |
| Eden at Bayside Lakes | CP24-00008, PD24-00001, FD24-00002 | 460 units | March 12, 2026 |
What else is being built in Bayside Lakes?
Besides the golf course, recent Bayside Lakes cases cover a three-tract commercial site on Bayside Lakes Boulevard SE and a stalled 2006 townhome site off Bramblewood Circle.
The commercial piece was set for a Palm Bay City Council hearing on July 6, 2023, at City Hall, 120 Malabar Road SE, as Ordinance 2023-32, approving a final development plan to be known as Bayside Lakes Commercial Center in PUD zoning, north of Bayside Lakes Boulevard east of Eldron Boulevard (City of Palm Bay notice, June 21, 2023). Ordinance 2023-33 on the same agenda covered a second plan north of Bayside Lakes Boulevard west of Eldron Boulevard.
The commercial center plan, case FD-67-2022, covers 3340, 3360 and 3370 Bayside Lakes Blvd SE: three separate tracts totaling 2.961 acres, each to be developed as a stand-alone commercial use (Bayside Lakes Commercial Center plan, page 1). The plan states that no public improvements were proposed, because all public and private infrastructure improvements had been built with the original Bayside Lakes Commercial Center Phase 2.
The townhome site shows how long some Bayside Lakes land has waited. A June 2023 citizen participation report says the 20-acre Bramblewood parcel, south of Bayside Lakes Blvd SE and east of Bramblewood Circle, was approved in 2006 for 92 townhome units; site work was done in 2006 but vertical construction never occurred (Bramblewood citizen participation report, page 1). The new proposal would raise the count to 126 townhomes using the existing entrance road.
Neighbors pushed back on density. At the June 28, 2023 meeting at the Ted Whitlock Community Center, attended by 22 people, residents raised traffic on a single entrance, school capacity and the jump from 92 units, and the applicant answered that a traffic analysis and a school board concurrency application would be submitted (Bramblewood report, page 2).
What road and utility work affects Bayside Lakes?
Recent Palm Bay notices for Bayside Lakes cover an emergency water valve replacement on Bayside Lakes Blvd SE in September 2026 and FPL utility work between Cogan Drive and Windbrook Drive in 2025.
On September 29, 2026, the City of Palm Bay announced that one westbound lane of Bayside Lakes Blvd SE would be closed for an emergency water valve replacement and encouraged motorists to expect possible delays and consider alternate routes (City of Palm Bay, September 29, 2026).
Power work runs through the same corridor. A Palm Bay maintenance-of-traffic notice listed an FPL contractor on Bayside Lakes Blvd between Cogan Dr and Windbrook Dr from April 28 to May 2, 2025, from 9:00 a.m. to 3:30 p.m., using flaggers (City of Palm Bay, April 2025).
