How much does a general building permit cost in Sebastian?

A general building permit in Sebastian is priced on the total job valuation, starting at $90 for work of $3,000 or less and falling to $2.50 per added thousand dollars above $500,000.

City of Sebastian General Building Permit fee by total valuation, as posted October 2026
Total valuationFee
$3,000 and less$90 (minimum two inspections; $45 per extra inspection)
$3,000.01 to $50,000$90 plus $11.50 per added $1,000
$50,000.01 to $100,000$630 plus $8.50 per added $1,000
$100,000.01 to $500,000$1,055 plus $5.50 per added $1,000
$500,000.01 and up$3,255 plus $2.50 per added $1,000

Each band starts from a fixed amount and then adds a rate for every further thousand dollars, with any fraction of a thousand billed as a whole one. For the top residential band the city states the charge as $1,055 for the first $100,000 plus $5.50 for each additional thousand or fraction thereof including $500,000 (City of Sebastian General Building Permit schedule). The smallest jobs are different: at $3,000 or less Sebastian bills $90 and builds in two inspections.

Run through the Sebastian bands, three sample valuations give these base fees. A $20,000 remodel pays $90 plus 17 increments of $11.50, or $285.50. A $75,000 addition pays $630 plus 25 increments of $8.50, or $842.50. A $250,000 house on a vacant Sebastian Highlands lot pays $1,055 plus 150 increments of $5.50, or $1,880. These figures are arithmetic on the posted rates; the amount actually owed is the one the Sebastian Building Department bills through the MGO Connect portal once the permit is entered.

Plan checking is added on top. When a General Building Permit job in Sebastian exceeds $3,000 and needs plans under the Florida Building Code or Chapter 26 of the city code, a plan-checking fee equal to 10 percent of the building fee is due when the plans are submitted (Sebastian fee resolution, Section 4). The Other Administrative Fees page carries the same 10 percent charge with a $75 floor and says plan review fees are non-refundable. On the $250,000 example, plan review adds $188, for a city total of $2,068 before state surcharges.

Which Sebastian permits have a flat fee?

Sebastian lists 35 single-purpose permits on its Building Code Specialty Permits schedule, most at a flat price between $25 for a water service connection and $255 for a pool or spa.

Selected City of Sebastian specialty permit fees, posted October 2026
WorkCity fee
Water service connection$25
Sewer$45
A/C change-out$75
Solar system$75
Irrigation system$75
Driveway$100
Concrete or slab$105
Demolition of a building$105
Aluminum structure$125
Residential roof, all types$165
Commercial roof up to 10,000 sq ft$190
Pool or spa$255

A new in-ground pool and spa is the costliest flat item at $255, while above ground pools and pool resurfacing are $75 each (City of Sebastian Building Code Specialty Permits). Driveways, which in the Sebastian Highlands usually cross a front swale, carry a $100 permit, and the city FAQ lists driveways with their drainage culverts among the work its Code of Ordinances requires a permit for.

Trade work tied to a larger job is priced as a share of it. Electrical, gas, mechanical, plumbing and structural sub-permits in Sebastian each cost 4.5 percent of the permit fee, never less than $75, so on the $1,880 house example a single trade sub-permit would be $84.60 and the $75 minimum would govern on smaller jobs. Gas appliances are $75 plus $2 per appliance.

Signs are counted by the unit in Sebastian: an electrical sign is $90 and each added one $60, a non-electrical sign is $45 and each added one $30, and re-facing an existing sign is $45 per sign. A catch-all covers small jobs, since any miscellaneous work valued under $3,000 that needs only one inspection is $75. Moving a building is $105 and re-striping a parking lot is $100.

What does the Sebastian Fire Prevention Office charge?

The Sebastian Building Department, which doubles as the city Fire Prevention Office, charges fire safety fees from nothing for a small one-day event up to $150 for a dry hydrant test.

Five fire items on the Sebastian Fire Safety Specialty Fee schedule are flat charges. A change of occupancy with no construction is $75, a fire hydrant flow test $75, a site plan review $75, a public fireworks display $100 and a dry hydrant test $150. For fireworks and every class of special event the schedule warns that additional fees may apply for an exclusive or non-exclusive fire unit through IRC Fire Rescue, the Indian River County service that covers Sebastian.

Event fees in Sebastian depend on size. A small event, meaning one day, no electrical, no cooking, fewer than 25 sites and tents no larger than 12 by 12 feet, pays no fee. A recurring event permit costs $60, is good for 120 days and allows up to 6 events a year; every other special event is classed as large and also costs $60.

Fire code enforcement has its own price list. The Other Administrative Fees page sets $150 for a condition found to violate the Florida Fire Prevention Code ($300 for a repeat), $250 for fire suppression or detection systems not provided, maintained or tested ($500 repeat), and $75 per hour per person for a fire watch. Routine inspections of existing Sebastian occupancies are free for the first and second visits and $50 for each one after that.

What extra charges can raise a Sebastian permit bill?

Most extra charges on a Sebastian permit come from failed re-inspections, repeated plan corrections, after-hours inspections, expired permits or starting work before a permit is issued.

Re-inspections for the same code violation cost $45 each for the first three and $60 for each one after (City of Sebastian Other Administrative Fees). An inspection outside business hours, on a weekend or on a holiday is $45 an hour with a 4-hour minimum, so $180 at least. A plan revision costs $45, a plan correction costs $45 once the same comment reaches a third review, a change of contractor is $25 per permit and an expired permit is $75 for each occurrence.

Work started without a permit carries the steepest add-on. A Sebastian owner pays the greater of $200 or double the permit fee, and a contractor the greater of $300 or double the permit fee. The fee resolution adds that the penalty comes on top of the required permit fees and does not excuse the work from the Code of Ordinances. Failure to obey a cease and desist or vacate order is $500.

Using a private provider lowers the bill. Sebastian reduces the building permit fee by 33 percent for private plan review and by 33 percent for private inspection services. Florida Statute 553.791 requires local governments to cut the permit fee by the savings when a private provider is hired, and for commercial projects it sets a floor of 25 percent of the portion for each service (s. 553.791). Property and permit record searches at Sebastian City Hall are $30 an hour, with a $10 minimum.

What do contractors pay to work in Sebastian?

A contractor working inside Sebastian city limits must be registered with the Sebastian Building Department, and the city competency card costs $30 a year.

City of Sebastian contractor competency card fees, posted October 2026
ItemFee
Competency card, annual$30
Renewal October 1 to 15$30 plus 10% surcharge
Renewal October 16 to March 31$30 plus 20% surcharge
Renewal April 1 to September 30$60
Renewal one to three years late$75 each year
Inactive card$10
Reactivation after board approval$20
Duplicate card$5
Letter of reciprocity$15

The renewal rate climbs the longer a card sits expired, and the Sebastian Contractor Licensing Fee Schedule bars renewing any card more than three years after it lapsed. A card holder may go inactive for no more than $10 a year, and reactivation needs an application to the Sebastian Construction Board and its approval.

The City of Sebastian Building Permits FAQ states that every contractor working within city limits must be registered with the Building Department, which can check whether a contractor is current. Owners may act as their own builder for a one or two family home, or for a commercial building costing no more than $75,000, under the Florida Statute 489.103 exemption. In Sebastian the first owner-builder application has to be made in person at 1225 Main Street.

How does Sebastian account for permit fee revenue?

Sebastian reported $951,567 of building fee revenue in fiscal year 2025, against $1,022,409 of personnel costs, in the utilization report Florida law requires the city to update before changing fees.

The FY2025 Sebastian Building Permit and Inspection Utilization Report also lists $250,273 of operating expenses, $2,104 of fine revenue, $36,406 of investment earnings and a balance carried forward of $2,662,760. The city explains that the balance includes fees collected for work still to be done and money for equipment and staffing, and that it may help serve areas recently annexed to Sebastian. The same note says the existing fee structure may be reviewed as those events unfold.

Florida Statute 553.80 sets the limits on that balance. A local government may not carry forward more than the average of its operating budget for enforcing the Florida Building Code over the previous 4 fiscal years, and it must update its utilization report before adjusting the fee schedule (s. 553.80). Two state surcharges ride on Sebastian permit fees as well: 1 percent for the Department of Business and Professional Regulation, with a $2 minimum per permit (s. 553.721), and 1.5 percent for the Building Code Administrators and Inspectors Fund (s. 468.631). On the $1,880 house example the two together come to $47.

Some small single-family jobs now skip the permit but not the fee office. Under House Bill 803 of the 2026 session, work valued under $7,500 on a single-family home can be exempted, and Sebastian charges a $45 non-refundable review fee to process the request (City of Sebastian exemption page). Structural, electrical, mechanical, plumbing and gas work, property in a flood hazard area and fences on lots with pools do not qualify. Fees are paid in the MGO Connect portal, in person at Sebastian City Hall or by credit card authorization form. Last verified: October 10, 2026, on the City of Sebastian website.
