Fingerprinting Services — Sebastian, Florida

Sebastian Police no longer take prints. The Sheriff's Office, Vero Beach Police and FDLE's payment system now handle job, license and court fingerprinting.

Short answer: The Sebastian Police Department no longer offers fingerprinting and refers residents to the Indian River County Sheriff's Office. The Sheriff's Office prints Tuesday through Friday from 1 p.m. to 3 p.m., takes Livescan and ink cards, and charges a $25.00 administrative fee plus a 3.95% convenience fee ($2.50 minimum) on each transaction. The FDLE processing fee is separate, paid online within 30 days, and depends on the ORI, for example $40.50 for Clerk of Court filings.

Where do Sebastian residents get fingerprinted now?

Since the Sebastian Police Department stopped fingerprinting, the Indian River County Sheriff's Office is the agency Sebastian residents are sent to for public prints.

The change is posted on the Sebastian Police Support Services Division page: the department no longer offers fingerprinting services and asks residents to contact the Indian River County Sheriff's Office. The Records Section at 1201 Main Street still handles other paperwork, including local background checks, during its 8:00 a.m. to 4:30 p.m. weekday hours, so a Sebastian applicant who needs a local records letter and a set of prints now deals with two agencies instead of one.

The Sheriff's Office schedule is narrow. Public fingerprinting runs Tuesday through Friday from 1 p.m. to 3 p.m., and the Sheriff's Office fingerprinting page asks applicants to arrive before 2:45 p.m. so everyone can be printed by 3 p.m. There is no Monday window, which matters for anyone in Sebastian Highlands or along Roseland Road planning a trip south on US 1 around a work schedule. The page lists the agency at 4055 41st Avenue, Vero Beach, and asks applicants to verify the information on the fingerprint card before leaving the Administration Building.

What does Sheriff's Office fingerprinting cost?

At the Indian River County Sheriff's Office, a Sebastian applicant pays a $25.00 administrative fee before printing, and the state processing fee is a separate charge paid to FDLE.

The Indian River County Sheriff's Office accepts cash, check, money order, or debit or credit card for the $25.00 fee. A convenience fee of 3.95%, with a $2.50 minimum, applies to each transaction. Those charges cover the act of printing only. The state and national background check is billed by the Florida Department of Law Enforcement, and the amount depends on which agency asked for the prints.

Two kinds of prints are available at the Indian River County Sheriff's Office: Livescan electronic fingerprints and ink rolled fingerprints on a hard card. Electronic prints are sent to FDLE, and the Sheriff's Office lists DCF, Guardian ad Litem, Clerk of Court and Real Estate among its most common transmissions. Before leaving, the Sheriff's Office asks each person to check the ORI and OCA printed on the card, and staff will correct any error and hand back a corrected card.

For a Sebastian applicant, timing after the visit matters as much as the fee. Once prints are sent electronically, payment must reach FDLE within 30 days. If it does not, the Transaction Control Number, or TCN, printed on the card is no longer valid and a new one has to be issued. FDLE takes the payment through its Civil Applicant Payment System (CAPS), an online site for card payments on requests transmitted to FDLE via an authorized livescan device. The Sheriff's Office notes that the applicant's name must be entered exactly as it appears on the card.

Which ORI number and FDLE fee apply?

The ORI code on a Sebastian applicant's card tells FDLE which agency gets the results, and the Sheriff's Office publishes the state fee that goes with the most common ones.

An ORI is the receiving agency's identifier. The Indian River County Sheriff's Office lists the transmissions it sees most often and what FDLE charges for each. The Department of Children and Families (FL923341Z) and Guardian ad Litem (FL924280Z) each cost $24.50. The Clerk of Court (FL923810Z) and Real Estate (FL920010Z) each cost $40.50. The Concealed Weapon Permit ORI (FL920610Z) is $31.50, although the Sheriff's Office does not print for that license; it sends applicants to the Indian River County Tax Collector's Main Office.

For any agency not on that short list, the Vero Beach Police Department page points to FDLE's Applicant ORI Fee Search, a lookup by ORI that a Sebastian applicant can use before the visit.

Problems after payment have a local phone number. If a record cannot be found on the FDLE site, or the amount to be charged is different from what was expected, the Sheriff's Office says to stop and call Central Records at (772) 978-6219. Questions about the payment site itself go to FDLE's Applicant Services Unit at 850-410-8161, weekdays 9:00am to 4:00pm Eastern, according to the CAPS home page.

What other fingerprinting options exist near Sebastian?

Besides the Sheriff's Office, Sebastian residents have a Vero Beach Police Department walk-in window and approved Livescan service providers for health care screening.

The Vero Beach Police Department prints on Tuesday and Thursday from 11:00am to 1:00pm, first come, first served, and asks people to arrive before 12:45 p.m. Its page does not post a fee and tells callers to phone 772-978-4600 for details and costs. Because the Vero Beach window ends at 1 p.m. and the Sheriff's Office window opens at 1 p.m., a Sebastian applicant has two different midday options on Tuesdays and Thursdays.

Medical and DCF fingerprinting follows its own route. The Vero Beach page sends those applicants to a separate link, and the Agency for Health Care Administration describes the process for people working in AHCA-licensed facilities: a Level 2 fingerprint-based background check initiated through the Clearinghouse, with fingerprints submitted and a photo taken by an approved Livescan service provider. The same page says an eligibility determination must be received before employment in a regulated facility begins.

How do Sebastian court filings use fingerprints?

For Indian River County court filings such as a name change, Sebastian petitioners need electronic prints sent to the Clerk of Court ORI, FL923810Z, and the Sheriff's Office lists that state fee at $40.50.

State law sets the requirement. Under section 68.07, Florida Statutes, a person petitioning for a name change in Indian River County, as anywhere in Florida, must have fingerprints submitted for a state and national records check before the court hearing, except when a former name is being restored. The prints must be taken in a manner approved by FDLE and submitted electronically. The clerk is required to instruct the petitioner on how to have prints taken, and the cost is borne by the petitioner, or by the parent or guardian when the name change is for a minor.

The Indian River Clerk name-change page gives the ORI number needed for live-scan processing as FL923810Z. The same page still carries a note labeled for the COVID-19 closure that sends applicants to a UPS location booked through daontis.com at $58.50; because the note is tied to the closure, that price may not be current. Sebastian filers can reach the Clerk without leaving town: the Clerk's Sebastian Office at 1921 U.S. Highway 1 is listed as open Monday, Wednesday and Friday, 8:30 am to 5 pm, phone (772) 226-1147.

A practical sequence follows from the posted rules. A Sebastian petitioner files with the Clerk, gets the ORI, goes to a Tuesday through Friday afternoon session at the Sheriff's Office for Livescan prints, then pays FDLE through CAPS within 30 days so the results reach the Clerk before a hearing can be set.
