Short answer: Hurricane Milton brought Sebastian a hurricane warning and roughly 6 to 8 inches of rain on October 9 and 10, 2024. At least six tornadoes from Milton's outer bands struck Indian River County on October 9, but the tracks NWS Melbourne and Vero News described were in western and southern Indian River County, downtown Vero Beach and the barrier island, not Sebastian. The City of Sebastian began its own storm debris pickup on October 20, 2024.
How did Hurricane Milton affect Sebastian in October 2024?
Hurricane Milton made landfall on Florida's Gulf Coast on the evening of October 9, 2024 and crossed the peninsula overnight, but its most destructive effects in Indian River County came hours earlier, from tornadoes in its outer rainbands. Vero News reported on October 18, 2024 that National Weather Service meteorologists had confirmed at least six tornadoes that swept through the county on October 9 as Hurricane Milton's outer rain bands plowed across Indian River County.
Sebastian, in the north of the county, was spared the tornado damage. The tracks described by NWS Melbourne and Vero News were in rural western Indian River County near Blue Cypress Lake, in far southwestern and southern Indian River County, over downtown Vero Beach and on the barrier island at Central Beach. In Sebastian the storm's documented effects were a hurricane warning, roughly 6 to 8 inches of rain, school shelters on the city's side of the county, and a debris pickup that the City of Sebastian ran in late October 2024.
This page follows Milton through Sebastian in order: the warnings and preparation, the rain and wind of October 9 and 10, the county tornado outbreak and how it relates to Sebastian, and the recovery that followed.
What warnings and preparations did Sebastian see before Milton?
Indian River County entered emergency status early. Vero News reported that Gov. Ron DeSantis issued a state of emergency for Indian River County on October 6, 2024, and that County Administrator John Titkanich declared a local state of emergency on October 7. The same day as the state declaration, Sebastian Daily reported that local rainfall estimates ranged from 6 to 8 inches and that the city was under a flood watch.
The National Hurricane Center placed a Storm Surge Watch from Sebastian Inlet to Edisto Beach, South Carolina, on the evening of October 7. By the time Milton came ashore, NHC Advisory 20 at 11 p.m. EDT on October 9 listed a Storm Surge Warning from Sebastian Inlet, Florida, to Altamaha Sound, Georgia, with possible surge of 3 to 5 feet, and a Hurricane Warning for the Florida east coast from the St. Lucie/Martin County line northward to Ponte Vedra Beach, a stretch that includes Sebastian.
Sheltering in the north county centered on two Sebastian schools. Vero News reported that the School District of Indian River County opened Sebastian River Middle School as a shelter on October 8, 2024, with Treasure Coast Elementary in Sebastian opening at 8:30 a.m. on October 9 as a special needs shelter for registered residents. Indian River County Emergency Services fully activated the Emergency Operations Center on October 9.

Rain was the main event in Sebastian. The NWS Melbourne storm-total rainfall statement issued October 10, 2024 lists 7.20 inches at a CoCoRaHS gauge 2.0 miles south-southwest of Sebastian, 6.95 inches and 6.09 inches at two Sebastian weather stations, and 5.44 inches at Wabasso Beach Park. A gauge 1 mile northeast of Vero Lake Estates, west of Sebastian, recorded 4.53 inches. Totals rose sharply to the south: the same statement lists more than 10 inches near Winter Beach and 9.41 inches at the Vero Beach airport.
Later NWS figures quoted by Vero News in January 2025 put southwest Sebastian at 7.97 inches and northwest Vero Beach at 11.6 inches. The two sets of Sebastian numbers come from different gauges and reporting times, and both fall in the 6 to 8 inch range forecast for Sebastian before the storm.
For wind, the NWS Melbourne wind gust statement lists no Sebastian station; the highest Indian River County reading was 84 mph at the Vero Beach airport at 2:10 a.m. on October 10. Vero News reported that Milton and the tornadoes knocked out power to nearly 59,000 homes and businesses in Indian River County. By 11 a.m. EDT on October 10, NHC Advisory 22 changed the Hurricane Warning from Sebastian Inlet to the Flagler/Volusia County line to a Tropical Storm Warning and discontinued the warning south of Sebastian Inlet as Milton moved offshore.

Federal aid followed. FEMA declared major disaster DR-4834-FL for Hurricane Milton on October 11, 2024, with an incident period of October 5 to November 2, 2024, and Vero News reported that Indian River County was among 34 counties included. The longest-lasting damage near Sebastian was on County Road 512 south of Fellsmere, west of the city. Vero News reported that heavy rainfall during Hurricane Milton collapsed a section of the road over a rusted culvert, leaving a 25-to-30-foot-wide hole; a $1.65 million project with two new 60-inch concrete pipes reopened it on January 10, 2025. Smaller disruptions reached Sebastian-area institutions too: Vero News reported that the artists' reception for the Indian River Bird and Nature Art Show at the Environmental Learning Center was delayed by two weeks because of the storm.
