Short answer: Wabasso Beach Park is a 0.46 acre Indian River County beach park at 1820 Wabasso Beach Road on the barrier island south of Sebastian Inlet. It has lifeguards from 9:10 a.m. to 4:50 p.m., pavilions, restrooms, outdoor showers, an ADA crossover and 34 parking spaces, and it sits at the southern end of the Archie Carr National Wildlife Refuge sea turtle beaches.

What is Wabasso Beach Park?

Wabasso Beach Park is a small, lifeguarded Indian River County beach park on the Atlantic side of the barrier island, at the ocean end of Wabasso Beach Road. Indian River County Parks, Recreation and Conservation lists the park at 1820 Wabasso Beach Road, Vero Beach, FL 32963, with a park size of 0.46 acres and hours of daily 7 a.m. to sunset. Lifeguards are on duty from 9:10 a.m. to 4:50 p.m. The mailing address reads Vero Beach, but the park sits in the Wabasso Beach area of north Indian River County, on the same barrier island coast that runs north to Sebastian Inlet.

The park's significance comes from where it sits. The U.S. Fish and Wildlife Service describes the Archie Carr National Wildlife Refuge as stretching across 20.5 miles of beach and shoreline habitat between Melbourne Beach and Wabasso Beach, so Wabasso Beach Park marks the southern end of a refuge the Service calls the most significant area for loggerhead sea turtle nesting in the world. The Service states the refuge was established in 1991.

What facilities does Wabasso Beach Park have?

For a park under half an acre, Wabasso Beach Park packs in a full set of beach facilities. Indian River County lists 2 grills, 2 pavilions, 4 picnic tables, 34 parking spaces, 4 handicap spaces, a drinking fountain, restrooms, outdoor showers, a guarded swimming area and an ADA crossover to the sand. The county's description adds a boardwalk, paved parking and a bike rack at the Wabasso Beach Road site.

The county's other guarded beach in the same refuge corridor offers a sense of scale. Indian River County lists Golden Sands Beach Park, at 10350 Highway A1A, at 6.23 acres with 128 parking spaces, against Wabasso Beach Park's 0.46 acres and 34 spaces.

Activities are set by county ordinance. Indian River County states that normal beach activities are allowed at Wabasso Beach Park during park hours, including fishing outside of guarded areas, surfing, scuba diving, sunbathing and picnicking. The rules list no pets, no alcohol, no open fires, no camping, no overnight parking, no equestrian activities, no fireworks, no remote controlled aircraft and no golfing. Beachgoers are asked to stay off the dunes, the vegetated areas west of the open beach, under County Ordinance 205.03.25.

How do sea turtles shape rules at Wabasso Beach?

Because Wabasso Beach Park sits at the southern end of the Archie Carr refuge, sea turtle protection is written into the park listing. Indian River County gives the sea turtle nesting season as March 1 to October 31 and notes that trash, holes and digging on the beach may affect the ability of turtles to nest and hatch. The county asks that holes be filled before leaving and that injured or dead sea turtles be reported to the Florida Fish and Wildlife Conservation Commission at 1-888-404-FWCC.

The U.S. Fish and Wildlife Service states that the refuge beaches between Melbourne Beach and Wabasso Beach represent 20 to 35 percent of all loggerhead and green sea turtle nests in the United States, and that long stretches of quiet beach with little or no artificial light are essential to nesting success. The Service also describes the 258 acre refuge as sitting within a patchwork of protected lands and developed properties, managed with state and county governments through the Archie Carr Working Group, which has protected over 2,600 acres. Wabasso Beach Park is one of the Indian River County public access points within that patchwork.

Why did Wabasso Beach Park close in 2022?

Wabasso Beach Park has served as a staging point for Indian River County beach restoration. In January 2022 the county's Public Works Coastal Engineering Division announced, as reported by the Indian River Guardian and Sebastian Daily, that Wabasso Beach Park would be closed to the public beginning the evening of Friday, February 4, 2022, for the Sector 3 Phase 2 Beach and Dune Restoration Project. On-beach construction and on-road sand deliveries were to start on Monday, February 7, 2022 at Wabasso Beach Park and move south, with approximately 40,000 cubic yards of sand estimated for that portion of the work.

The Wabasso work was one piece of a larger county program. Vero Beach 32963 reported in February 2022 that for management purposes Indian River County divides its beaches into seven sectors, starting at the Sebastian Inlet and running south to Round Island Park at the St. Lucie County line, and that north county beaches and dunes had been shored up three times in the previous dozen years. When complete, the two-phase North Barrier Island Sector 3 project was to add more than 600,000 cubic yards of sand to a 6.6 mile stretch of north county beaches.

The same report put Indian River County's fiscal year 2021-22 beach restoration budget at $16.3 million, of which $14.1 million was provided by or reimbursable through state grants, down from $26.2 million the year before. Vero Beach 32963 also noted that surfers who use Wabasso Beach would find the park gates locked during the 2022 construction period.

How is Wabasso Beach Park reached and monitored?

The park sits at the barrier island end of Wabasso Beach Road, County Road 510, which crosses the Indian River Lagoon on a causeway. Indian River County lists Wabasso Causeway Park along that road at 3105 Wabasso Beach Road (CR 510), a 13.4 acre park that consists of four lobes along the causeway, with a boat ramp, pavilions and river beaches for wading, fishing and canoe launching. Together the causeway park and Wabasso Beach Park give the CR 510 corridor public access on both the lagoon and the ocean.

Conditions at the beach can be checked remotely. In a county news release (undated on the county website), Indian River County announced that its Natural Resources Department, with the Parks, Recreation and Conservation Department and Surf Guru Inc., had installed a live beach camera at Wabasso Beach Park, and noted that the county joined the Sebastian Inlet District and Martin County in offering the service. The county's beach camera page states that the Wabasso Beach Cam is maintained by a third-party contractor and that the video is not recorded; it is only a live feed. The park listing also gives a beach condition hotline, 772-226-3384.
