Sebastian city leaders cut the ribbon on the Keen Terrace dog park at 9 a.m. on a Saturday in early August 2009, according to Vero News coverage dated August 8, 2009. Mayor Richard Gillmor and City Councilwoman Dale Simchick both spoke about holding dog-related events at the park, and City Manager Al Minner said at the time that the city had not discussed naming it. Residents who had pushed for the project were already forming a support group to raise money for amenities the city could not buy right away.

The name came from Sebastian students. In February 2010, Vero News reported that after conferring with area students, the Sebastian Parks and Recreation committee ranked the suggestions and unanimously supported Sebastian Bark Park, which beat out Central Bark and Paws Stadium. City Manager Al Minner recommended the committee's choice, and the Sebastian City Council also supported the name unanimously.

Early use of the Sebastian Bark Park was steady. The February 2010 Vero News report said dozens of Sebastian and area dogs used the Keen Terrace park regularly and that, according to park officials, it might not be the most-used park in the city but was one of the most popular among pet owners. City and area residents had formed a club to support and promote the park and raise funds for improvements such as restrooms and more seating. The same report noted complaints about muddiness after rain because of possible drainage issues, and said users had been doing well at keeping the park clean by picking up after their dogs.

The Sebastian Bark Park filled out over the next two years. At its second birthday in August 2011, Vero News reported that sod had finally taken root, that the park encompassed more than the two fenced dog areas, that the City of Sebastian planned a permanent restroom, and that a playground and a walking trail along the nearby pond were in the works. In May 2012 the Sebastian City Council unanimously approved an additional $25,000 requested by the city's Recreation Advisory Committee to build the restroom, after City Manager Al Minner had recommended in March that it be shelved for lack of funds. Vice Mayor Don Wright, a former member of the recreation committee, backed the allocation, and Vero News put the park's budget at $100,000, against an early rough projection of about $25,000.
