FEMA disaster assistance — Sebastian, Florida

Two federal doors after a storm: FEMA household aid when Indian River County is declared for it, and SBA loans that followed Ian, Nicole and Milton.

Short answer: Sebastian residents apply for FEMA household aid at DisasterAssistance.gov, on the FEMA App or at 800-621-3362, but only when a major disaster declaration includes Individual Assistance for Indian River County, as it did for Irma in 2017 and Milton in 2024. Insurance claims come first. SBA disaster loans, up to $500,000 for a primary home and $100,000 for belongings, have also followed Ian and Nicole.

How do Sebastian residents apply for FEMA help after a hurricane?

Sebastian residents apply to FEMA online at DisasterAssistance.gov, on the FEMA App or by phone at 800-621-3362, but only after a major disaster declaration names Indian River County for Individual Assistance.

Insurance comes first. For Hurricane Milton, the Indian River County release stated that a Sebastian household with insurance must first file a claim with its insurance company, and only uninsured losses, or losses the insurer declined, move on to FEMA. The same release tied eligibility to the storm itself: damage had to come from Hurricane Milton, which impacted Indian River County on October 10, 2024.

The county listed the paperwork to have ready: a telephone number, mailing address and Social Security number, household income, the address of the damaged home or apartment, a description of damaged or lost items, photos of the home and belongings, insurance details, and bank account and routing numbers for direct deposit. For Sebastian callers, the toll-free FEMA lines ran 7 a.m. to 11 p.m., seven days a week (Florida Division of Emergency Management).

The steps were the same after Hurricane Irma. On September 13, 2017, Sebastian Daily described a two-step process for Sebastian homeowners: a claim to the homeowner's insurer, if applicable, and then registration at DisasterAssistance.gov or 1-800-621-3362, with a separate TTY number, 1-800-462-7585, for callers with a speech disability or hearing loss.

Which storms brought FEMA individual aid to Indian River County?

Since 2017, FEMA has opened its household aid program to Indian River County, and so to Sebastian, for only two hurricanes: Irma in 2017 and Milton in 2024.

Hurricane DorianDR-4468October 21, 2019No
Hurricane IrmaDR-4337September 10, 2017Yes

FEMA designates counties, not cities, so Sebastian's eligibility always follows the Indian River County line in each declaration. The OpenFEMA declarations data shows the Milton major disaster declaration, DR-4834, dated October 11, 2024, with the household program flag set to true for Indian River County. The Hurricane Ian declaration, DR-4673, dated September 29, 2022, carries the same flag set to false, as does Hurricane Nicole's DR-4680 of December 13, 2022.

The difference matters to a Sebastian homeowner. Public assistance repays Indian River County and the City of Sebastian for debris removal, emergency work and repairs to public facilities, while hazard mitigation funds projects that reduce future damage. Neither pays an individual household. After Ian and Nicole, residents along the Indian River Lagoon had no FEMA household grant program to apply to, and the SBA loan program described below was the federal option.

Milton's incident period ran from October 5 to November 2, 2024, according to FEMA, and its declaration page now states that the period to apply for disaster assistance has closed. A new storm needs a new declaration before any Sebastian application can be taken.

What does FEMA's Individuals and Households Program pay for in Sebastian?

FEMA's Individuals and Households Program pays Sebastian households for basic, uninsured disaster needs such as temporary housing, repairs to a primary home and other serious storm costs, not for every loss.

The FEMA program page lists the categories: money for temporary housing while a home is unlivable, such as rental assistance or hotel reimbursement; money to repair or replace an owner-occupied primary residence, including private access routes such as driveways, roads or bridges; a temporary housing unit when rentals are not available; hazard mitigation funds to rebuild stronger; and money for other uninsured or under-insured disaster-caused expenses. For a second home on Orchid Island or a seasonal condo in Sebastian, the primary-residence rule is the limiting test.

FEMA states plainly that IHP assistance is not a substitute for insurance and cannot compensate for all losses caused by a disaster. In practice, Sebastian households with homeowner's and flood policies receive FEMA help only for the gap that insurance leaves, which is why the Indian River County instructions put the insurance claim first.

The scale of a statewide program is large even when a single household award is modest. Across every Florida county designated under DR-4834, FEMA reports $887,974,475.49 in total Individuals and Households Program dollars approved for Milton and 301,674 Individual Assistance applications approved. FEMA does not publish a Sebastian-only figure on that page.

How do SBA disaster loans work for Sebastian homes and businesses?

SBA disaster loans lend Sebastian homeowners up to $500,000 for home repairs, up to $100,000 for personal property and up to $2 million for businesses, at fixed rates with long terms.

SBA disaster loan limits and terms (U.S. Small Business Administration, checked October 10, 2026)
LoanWho appliesMaximum
Home physical damageHomeowners, primary residence$500,000
Personal propertyRenters and homeowners$100,000
Business physical and economic injury, combinedBusinesses of any size, most private nonprofits$2 million

The SBA sets the home loan terms: first payment deferred 12 months, no interest accrual for the first 12 months, a fixed rate not above 4% for applicants unable to get credit elsewhere and not above 8% for those who can, and maturity up to 30 years with no prepayment penalty. Collateral is required to the extent possible for physical damage loans over $50,000 in Presidential declarations, with real estate preferred. A Sebastian Highlands homeowner with a large roof claim gap is the typical borrower; personal property loans cover clothing, furniture, cars and appliances.

SBA help can arrive without FEMA household aid. The Indian River County emergency management page records SBA disaster loans for businesses and residents after Hurricane Nicole under SBA declarations 17729 and 17730, and notes that after Hurricane Ian the SBA extended its deadline to January 12 for physical damage loans, with questions directed to 800-659-2955. For Sebastian, that made the SBA the main federal program after both 2022 storms.

Where do Sebastian residents get in-person help?

For Hurricane Milton, the Disaster Recovery Center serving Sebastian and the rest of Indian River County opened at the Intergenerational Recreation Center in Vero Beach, south of Sebastian along U.S. 1.

The county notice gave the address as 1590 9th St. SW, Vero Beach, with hours of 8 a.m. to 7 p.m. Monday through Sunday, and listed neighboring centers at the Martin County Fairgrounds in Stuart and the Havert L. Fenn Center in Fort Pierce. Survivors of any of the 2024 storms could use any center, and no Sebastian resident was required to visit one in order to apply.

The notice set expectations about what a center does. FEMA does not distribute cash at Disaster Recovery Centers; staff help with applications, documents and questions. The nearest center during a future Indian River County declaration can be found by texting DRC and a ZIP code, such as Sebastian's 32958, to 43362, and the centers are equipped for people with disabilities or access and functional needs.

Year round, the county office that coordinates these programs is Indian River County Emergency Management, at 4225 43rd Ave, Vero Beach, phone (772) 226-3900, which also maintains the shelter lists, evacuation zones and the Alert Indian River notification system used by Sebastian residents.

What happens after a Sebastian application is filed?

After a Sebastian application is filed, FEMA may inspect the home, then mails or emails a decision letter, and a household that disagrees has 60 days from that letter to appeal.

According to the Milton declaration page, the letter explains whether the applicant is approved, how much assistance will be paid, how it must be used, and how to appeal. An appeal must be submitted within 60 days of the date of the decision letter, and questions go to the FEMA Helpline at 800-621-3362. Indian River County also posted an appeal request form and a FEMA Individual Assistance fact sheet with its Milton release.

Insurance questions run on a parallel track. When a storm threatens Florida, the Department of Financial Services activates a consumer helpline at 1-800-22-STORM (1-800-227-8676), as noted by Indian River County. For beachfront owners near Wabasso Beach and the Archie Carr National Wildlife Refuge, the county page also describes the Florida DEP Hurricane Restoration Reimbursement Grant Program, which allocated 50 million dollars to help coastal homeowners repair erosion damage from recent storms and includes Indian River County.
