Bike and Pedestrian Paths — Sebastian, Florida

From a 2-mile rail-trail beside CR 512 to the A1A path at Sebastian Inlet, where a new bridge adds 12-foot shared use paths.

Short answer: Sebastian is served by a county rail-trail along County Road 512 (a 2-mile Trans-Florida Railroad Trail segment opened in 2012), a city multi-use trail beside the Powerline Road extension, and the paved A1A path through Sebastian Inlet State Park. FDOT's Sebastian Inlet bridge replacement, let December 3, 2025, adds two 12-foot shared use paths. The Indian River County MPO 2024 Bicycle and Pedestrian Plan guides future routes.

What bike and pedestrian paths serve Sebastian?

Sebastian's off-road cycling and walking routes fall into three groups: a county rail-trail along County Road 512 on the west side of the city, city-built multi-use paths such as the one beside the Powerline Road extension, and the coastal path along SR A1A at Sebastian Inlet, which FDOT is extending across a new Sebastian Inlet bridge. Planning for all of them sits with the Indian River County Metropolitan Planning Organization, whose Bicycle and Pedestrian Plan establishes the blueprint for bicycle and pedestrian facility construction and programming in Indian River County; the MPO lists a 2024 edition, following plans from 2015, 2004 and 1997.

For Sebastian, a city of 25,759 people with a median age of 57.6 (U.S. Census Bureau ACS 2023), those routes connect neighborhoods to Sebastian River Middle School, the North County Aquatics Center, Main Street and Sebastian Inlet State Park. The sections below trace each route using county, state and local news records, with dates attached because several plans changed over time.

What is the Trans-Florida Railroad Trail along CR 512?

The oldest corridor follows a vanished railroad. In September 2012, Vero News described how the Trans-Florida Central Railroad once ran a steam train called the Dinky Line between Sebastian and the outer edges of Fellsmere in the early 1900s, and how 12 miles of the old graded bed were being converted into trails for hikers and mountain bikers. The Rails to Trails project was part of the Indian River County MPO Greenways Plan published in August 2008, where it ranked number one with a score of 93 out of 100, partly because the busy County Road 512 corridor carried fast traffic that was not welcoming to pedestrians or cyclists.

The Sebastian piece opened in November 2012. Vero News reported that Indian River County completed a 2-mile segment of the Trans-Florida Railroad Trail running through the west end of Sebastian, through Sebastian River Middle School property along County Road 512, and ending just west of the North County Aquatics Center. The surface is recycled asphalt millings, which the report said suited mountain bikes better than regular bikes. The $207,000 project was mostly funded through a Florida Department of Environmental Protection grant, the county's first through the DEP Recreational Trails program. The next phase in 2012 plans was a pedestrian crossing of I-95, with the trail to continue through Fellsmere.

West of the interstate, the City of Fellsmere carried the idea forward. Vero News reported in October 2013 that the full route spans 17 miles from the Indian River Lagoon west to the Stick Marsh, using existing sidewalks and paths where available and the former rail bed elsewhere, and that Fellsmere sought a $75,000 federal grant for an ADA-compliant segment near Willow Street. The sources reviewed do not confirm whether the I-95 crossing was built.

What paths has the City of Sebastian built?

Inside the city limits, Sebastian has added paths alongside road projects. In April 2011, Vero News reported that the Sebastian City Council unanimously approved shifting about $60,000 in Recreation Impact Fees to pay for the multi-use trail that would run beside the Powerline Road extension, a road built to connect Main Street with County Road 512/Sebastian Boulevard near Sebastian Elementary School. One council member said that walking and exercising count as recreation, supporting the use of the fees.

The city also set out to map its network. In March 2011, Vero News reported that the Sebastian Parks and Recreation Committee planned a master map of sidewalks, bike paths, parks and canoe or kayak launch points, and wanted a connector to the county 12-foot-wide multipurpose path planned to run from the North County Aquatics Center to Interstate 95. A committee member proposed linking that trail to the preserve behind Sebastian City Hall.

Crossing CR 512 on foot is part of the current state work. FDOT's 108 Avenue project at the I-95 end of Sebastian Boulevard, reported by WQCS in August 2025, includes reconfiguring pedestrian ramps and crosswalks to shorten the distance for pedestrians crossing CR 512 and increasing lighting so pedestrians are more visible to drivers.

What paths serve Sebastian Inlet and SR A1A?

East of the Indian River Lagoon, the main cycling route is along SR A1A. Florida State Parks states that a multi-use, paved path runs through Sebastian Inlet State Park parallel to SR A1A and, in sections, parallel to the Indian River Lagoon, describing it as a 40-mile-long path with numerous beach access points. The park also lists three mountain bicycle trails, a combination of off-road and paved courses, that begin and end at the park's Bayside Marina.

The gap has been the bridge itself. FDOT states that the SR A1A over Sebastian Inlet bridge replacement is meant to address structural deficiencies and the gap in system linkage for bicyclists and pedestrians. The new bridge, shifted east of the existing one, is designed with two 12-foot travel lanes, two 8-foot shoulders and two 12-foot shared use paths, plus fishing and observation walks under the bridge from both shores. South of the inlet, plans add a crosswalk across SR A1A at the state park south entrance, continue the shared use path on the west side and add one on the east side.

Timelines for the Sebastian Inlet bridge have shifted. FDOT reports that the project was let for construction on December 3, 2025, with construction scheduled to start in spring 2026 and end in fall 2031, at an estimated construction cost of $102 million. In December 2022, Vero News described the working design as $95.2 million with completion hoped for by fall 2028, and described eight-foot bicycle lanes on both sides with a 12-foot path for pedestrians and cyclists beyond a barrier. The FDOT figures are the more recent.

How are new Sebastian bike routes planned?

New routes in Sebastian generally move through county plans before construction. The Indian River County MPO plans and reports page lists a North County Greenways Plan alongside a Central County Greenways Plan, and the MPO maintains a Bicycle Pedestrian Advisory Committee. The 2008 Greenways Plan that ranked the Sebastian to Fellsmere rail-trail first, the 2024 Bicycle and Pedestrian Plan, and FDOT project pages for CR 512 and the Sebastian Inlet bridge together form the public record for where paths are proposed and funded around Sebastian.
