Short answer: Street parking in downtown Vero Beach and along Ocean Drive is free but time limited: two hours on Ocean Drive and four side roads, three hours elsewhere, enforced weekdays 8 a.m. to 6 p.m. and on Saturdays in season. The Indian River County Courthouse garage on 21st Street is free. Vero Beach Regional Airport parking was free in 2025; in March 2026 the council voted to lease it for up to 500 paid spaces.

Where can drivers park in downtown Vero Beach, and is it free?

Most parking in Downtown Vero Beach costs nothing, but much of it is time limited. Main Street Vero Beach divides the 14th Avenue district into quadrants, from the Pocahontas Quadrant at the northern end between 23rd Street and 21st Street to a Southern Quadrant between 19th Street and 17th Street. In the Theater Plaza Quadrant, between 21st Street and 20th Street, most parking is free, with a few pay-to-park lots, and the group lists the Arbor Center lot as paid and an Old Dixie lot farther south as paid.

The largest free option is a county building. Main Street Vero Beach points to the Indian River County Courthouse Parking Garage on 21st Street, which offers free parking within a short walk of many downtown destinations. Street spaces near the Heritage Center, the Old Courthouse and Pocahontas Park round out the northern end of the district.

Private pay lots are a newer feature of downtown Vero Beach. In December 2019, Vero Beach 32963 reported that owners of a lot behind the 14th Avenue storefronts across from the courthouse planned to charge $5 after 5 p.m. on weekdays and all day on weekends, and that the lot has 78 total spaces, including 16 in the southwest corner that belong to the city and stay free. Posted signs at each lot carry the current fees and limits.

How does parking work near Ocean Drive and the Vero Beach beaches?

Central Beach is where Vero Beach parking is tightest in season. According to Vero Beach 32963 in March 2024, the two-hour limit is in effect only along Ocean Drive and four adjacent side roads, while everywhere else in the city, including Cardinal Drive, the limit is three hours. The city reduced the Ocean Drive time limit from three hours to two in 2018 after merchants complained that beachgoers and hotel and restaurant employees were filling spaces, and restaurants asked the council in February 2024 to go back to three hours.

Paid parking at the city beach parks has been proposed and shelved. In November 2013, the Recreation Commission recommended a 60-day trial of pay parking kiosks at South Beach and Jaycee Beach, but Vero Beach 32963 reported that a public petition with more than 1,000 signatures led Mayor Dick Winger to defer the vote, and the petition warned that drivers avoiding meters at Humiston Park and Sexton Plaza would spill into Ocean Drive business lots. When are Vero Beach parking time limits enforced?

The Vero Beach Police Department enforces the limits on weekdays all year. In November 2023, Vero Beach 32963 reported that enforcement beachside and downtown runs from 8 a.m. to 6 p.m. Monday through Friday, and that during the winter season the department adds Saturdays. That season, warnings came first and citations for parking violations on Saturdays started December 2, 2023, with Saturday enforcement scheduled to continue until June 1, 2024.

Then Police Chief David Currey said the Saturday patrols are added each year at the request of Ocean Drive and downtown merchants who want spaces to turn over for customers. The same report summarized the two standards in force in Vero Beach: currently, there is a two-hour parking limit beachside and a three-hour limit in the downtown area.

Enforcement has paused before. Vero Beach 32963 reported in March 2021 that the department had stopped ticketing time-limit violations during the early months of the COVID-19 pandemic to help struggling merchants, then resumed weekday enforcement in Central Beach and downtown after hiring a new parking enforcement officer, while skipping Saturdays for the rest of that season. Handicapped space and fire lane violations stayed enforced throughout the Vero Beach pause.

Is parking free at Vero Beach Regional Airport?

For decades it was. Before Breeze Airways began service on February 2, 2023, Vero Beach 32963 reported that the airport's free common-use lots offered fewer than 200 spaces, shared with the C.J. Cannon's restaurant inside the terminal. As airline traffic grew, the short-term lot beside the terminal became the pinch point: in October 2025 Airport Director Todd Scher told Vero Beach 32963 that it contains 107 parking spaces plus eight ADA spaces, with a three-hour limit run on the honor system.

By November 2025, the paper reported, parking at the Vero Beach airport was still free, JetBlue and American Eagle service was about to begin, and a private partnership had proposed a pay-to-park system with a start-up rate that could be as low as $10 per day. To ease the short-term lot, the airport converted 54-space Lot A, formerly long-term parking, into an employees-only permit lot.

The City Council then chose a private operator. On March 10, 2026, Vero Beach 32963 reported, the council voted 4-1, with Council Member John Carroll voting no, to lease out all airport parking areas to a private developer and operator. The plan is to create up to 500 paid parking spaces, with the operator paying the city 25 percent of parking revenues, plus 100 unpaid spaces for people working at the airport and 30 spaces for people waiting to pick up arriving passengers. Airport staff estimated city revenue at about $422,000 per year. The March 2026 report put construction of the paid lots at about $1.46 million, paid by the operator, while a Florida Department of Transportation grant would cover the employee and short-term waiting lots; the operator would handle security, insurance and upkeep, and lease payments would be waived during a six-month construction period. The proposed system has no attendants: cameras read license plates, and drivers pay at a kiosk, by app or by a bill sent through the mail.

Demand explains the change. Vero Beach 32963 counted 220 Breeze Airways flights, 124 JetBlue flights and 62 American Airlines flights at Vero Beach Regional Airport in March 2026, with the three free lots full on most days. A planned rental car building near the terminal on Airport North Drive was expected to free 30 spaces in the short-term lot now used by Avis and Budget. Reporting through March 2026 described the paid lots as planned rather than open, and posted signs at the terminal lots carry the rules in force.
