Why does the intersection at Aviation Boulevard need to be rebuilt?
The city's own summary is blunt. The Vero Beach project page says the existing US1 and Aviation Boulevard intersection operates at the maximum capacity and needs intersection improvements to address projected traffic demand with the overall growth of the area around the hospital and Vero Beach Airport. Airport traffic, hospital and medical office trips, and through traffic on U.S. 1 all meet at the same signal.
FDOT put numbers on the delay. Treasure Coast Newspapers columnist Laurence Reisman, writing in an October 26, 2023 column, reported that FDOT says the intersection must be improved to keep motorists' wait times from increasing to 3.5 minutes by 2045 from 1.5 now. In March 2024, Vero Beach Planning and Development Director Jason Jeffries told CBS12 that the junction was projected in the next five years to start to be a failing intersection according to FDOT's criteria, and that right-turn traffic coming southbound onto Aviation was backing up on the through lane of U.S. 1.
Congestion on the hospital side of U.S. 1 has been on the county's list for years. In February 2018 Vero Beach 32963 reported that Indian River County was weighing an extension of Aviation Boulevard from U.S. 1 northeast to Indian River Medical Center, with 37th Street already operating at 90 percent of capacity. Then MPO Director Phil Matson said the extension would divert more than 5,600 trips per day off 37th Street. Which designs did FDOT consider, and why were overpasses dropped?
FDOT opened the study in 2022. The district's Treasure Coast project page, as archived in July 2025, gives a start date of May 2022 and lists a virtual public kick-off meeting on October 20, 2022 and an in-person session on October 26, 2022 at the Heritage Center on 14th Avenue in downtown Vero Beach.
The options that followed were far more dramatic than a few turn lanes. The Vero Beach city page says FDOT considered 6 alternatives: one adds at-grade turning lanes on US 1 at Aviation Blvd., and the others construct overpasses (bridges) or a twin intersection. At a public meeting on February 8, 2023 at the Vero Beach Community Center, an FDOT engineering contractor presented six alternatives, including an underpass and overpasses, according to Treasure Coast Newspapers, which reported that city planners opposed the flyover option because of the land it would need east of U.S. 1.
The city page records that Vero Beach was formulating a formal position on the intersection and that the City Council would consider a resolution. The overpass question also reached the Indian River County MPO board, where staff director Brian Freeman noted in June 2023 that 1999 was the last time local planners had studied bridges over U.S. 1 and the Florida East Coast Railway. By October 2023, Reisman reported that FDOT planners had eliminated the overpass and underpass proposals that would have dramatically affected properties east of U.S. 1, leaving an at-grade design for Aviation Boulevard.

The plan would add four dedicated turn lanes onto Aviation Boulevard, two right turn lanes on the southbound side of U.S. 1 and two left turn lanes on the northbound side, plus added turn lanes on Aviation Boulevard eastbound. Jeffries told the station that U.S. 1 must be widened to fit the lanes, which means land needs to be bought along the highway in Vero Beach, adding to the cost.
FDOT presented the Preferred Alternative at a public hearing on June 18th and 20th, 2024. That design keeps every movement on the ground at Aviation Boulevard, which matches the at-grade direction Vero Beach planners favored after the February 2023 meeting, and it adds walking, cycling and bus features that the original junction lacked.
How is the 14th Avenue railroad crossing tied to the project?
Widening Aviation Boulevard means adding lanes where it crosses the Florida East Coast Railway tracks beside U.S. 1. Reisman reported in October 2023 that FDOT consultants said FDOT and the railway wanted to close the 14th Avenue railroad crossing in Vero Beach in exchange for widening the Aviation Boulevard crossing. The 14th Avenue crossing feeds the one-way southbound route into downtown Vero Beach.
The column tied the trade to a downtown traffic concern. At the October 10, 2023 Vero Beach City Council meeting, Councilman Rey Neville mentioned heavy north and south traffic on 20th Avenue through downtown, and the FDOT slide shown that night displayed the least expensive proposal for the Aviation Boulevard junction. Reisman also recalled that in 1975 the council, with Councilman Art Neuberger and Mayor David Gregg Jr., successfully fought an FDOT and railway attempt to close the 14th Avenue crossing, and that the city opposed another closure idea in 2015. The study phase is finished. According to the FDOT public notice, on December 6, 2024 FDOT, acting under 23 U.S.C. 327 and a May 26, 2022 agreement with the Federal Highway Administration, was granted Location and Design Concept Acceptance for the SR 5/US 1 at Aviation Boulevard PD&E Study in the City of Vero Beach. The notice says the project is now eligible to proceed to the next phase of development, and it names Vandana Nagole, P.E., as the FDOT project manager in the District Four office in Fort Lauderdale.
No construction date or final cost has been posted. The archived FDOT Treasure Coast page listed the study completion date as December 2024 and the estimated construction cost as TBA, and the $37 million figure reported by CBS12 in March 2024 was the cost of the recommended option at that time, not a contract. Jeffries told CBS12 that construction was likely several years away and that, as an FDOT job, it would be funded by federal dollars, not solely local taxpayers in Vero Beach.
