Short answer: In Indian River County the business location decides the receipt. The Indian River County Tax Collector issues a $40.00 annual local business tax receipt only for businesses in the unincorporated county, through BTExpress online or its four offices in Vero Beach and Sebastian. Businesses inside Sebastian, Vero Beach, Fellsmere, Indian River Shores or Orchid get their receipt from that city or town. Every receipt expires September 30, with a 10 percent October penalty and 5 percent a month after, capped at 25 percent.

Which business tax receipt does an Indian River County business need?
The receipt follows the address: the Tax Collector issues it for the unincorporated county, while Sebastian, Vero Beach, Fellsmere, Indian River Shores and Orchid each issue their own inside town limits.
The Tax Collector's Local Business Tax Receipt Overview says the office collects a local business tax from businesses located in the unincorporated areas of Indian River County only, and sends businesses inside incorporated cities and towns to their local entity. A business in an unincorporated area pays the Tax Collector; a business inside Sebastian, Vero Beach or another city or town applies to that city or town. A mailing address that reads Sebastian or Vero Beach does not settle the question, because the deciding fact is whether the business location sits inside city limits.

A receipt is a tax, not a license to practice. The Tax Collector states that paying it does not constitute the approval of any governing authority that oversees a trade or service, so a contractor or counselor in the unincorporated county still needs any state license the profession requires, and must show a copy of it to get the county receipt.
How much is the county receipt, and what does it require?
The Indian River County Tax Collector charges a flat $40.00 a year for every business in the unincorporated county, for a tax year running October 1 to September 30.
The flat rate means a home bookkeeping service and a marine repair yard in the unincorporated county pay the same county amount. New businesses must pay before opening, and the Tax Collector prorates receipts for new businesses that start between January and September. Regulated businesses attach the documents that prove compliance, such as a state license, certificate of competency or bar card (Indian River County Tax Collector).
A business name other than the owner's legal name brings one more document. Since October 1, 1994, the Tax Collector has required a current copy of the Fictitious Name Registration, where applicable, before issuing a county receipt, and it points applicants to the Florida Department of State's Sunbiz site to register. Corporations bring their Sunbiz corporation registration instead.
Ownership and location changes do not require starting over in the unincorporated county. The Tax Collector's transfer article allows a receipt to move to a new owner after a bona fide sale of the business, or to a new location within the unincorporated areas, with a new application and a $4.00 transfer fee. A move from the county into the City of Sebastian or the City of Vero Beach is a different matter, since the city then becomes the issuer.
How is a county business tax receipt applied for?
County receipts are applied for online through the Tax Collector's BTExpress portal, in person by appointment at any of the four Tax Collector offices, or by mail.
According to the Tax Collector's How to Apply article, online applications through BTExpress are typically processed within 24 hours, with supporting documents uploaded. In-person applicants book an appointment and bring the Local Business Tax application, a Home Occupation Permit or Home Occupation Qualification Form if the business runs from a house, and a copy of the Sunbiz corporation or fictitious name registration if applicable. Mail applicants call 772-226-1343 first to confirm the amount to send.
The How to Apply article offers appointments at any of the four offices, which the Tax Collector's locations page places at these addresses: the Main Office in the County Administration Complex at 1800 27th Street, Building B, Vero Beach; the West Office at 1860 82nd Avenue, Suite 102; the Oceanside Office at 3003 Cardinal Drive, Suite C; and the Sebastian Office at Sebastian Corners, 1921 U.S. Highway 1.
Home businesses outside city limits need a second approval. The Tax Collector's overview directs a home-based business in the unincorporated county to obtain a Home Occupation Permit from the Code Enforcement Department of Community Development at 1801 27th Street, Building A, Vero Beach, (772) 226-1249. That permit cannot be processed online; the completed application goes to Code Enforcement in person or by mail with payment.
When are receipts renewed, and what are the late penalties?
Every receipt from the Tax Collector or a city hall in the county expires September 30, is renewed from July, and picks up a 10% penalty in October plus 5% a month after that, capped at 25%.
The schedule is state law. Florida Statutes section 205.053 has tax collectors sell receipts beginning July 1, makes them due on or before September 30, and lets them expire on September 30 of the following year; when September 30 falls on a weekend or holiday, the deadline moves to the next working day. The Tax Collector's renewal article names July through September as the renewal months and accepts renewals at the Tax Collector's Office, by mail or online.
Operating without any receipt costs more than renewing late. Section 205.053 adds a penalty of 25 percent of the tax due for anyone who engages in a business without first obtaining a required receipt, and a business that still has not paid 150 days after the first notice faces civil collection, court costs, attorneys' fees and a penalty of up to $250.
How do city receipts in Sebastian and other towns differ from the county's?
City receipts follow the same September 30 calendar but carry city fees, city application offices and extra local steps, such as Sebastian's half-year pricing for new receipts.
In Sebastian, the city's business tax page states that anyone engaging in any type of business within city limits needs a City of Sebastian receipt. Fees are fixed by the City Council by classification in Code Section 30-51 rather than the county's flat $40.00, and a new receipt issued from April 1 through September 30 costs one-half the regular annual tax. Packets for commercial locations come from the Building Department at Sebastian City Hall, 1225 Main Street, and home-based applicants pay a separate $50 application fee, with approval usually taking about 3 weeks.
Vero Beach, Indian River Shores and Orchid set their own receipt rules; the Tax Collector's overview lists their offices at (772) 978-4550, (772) 231-4453 and (772) 581-2770.
