Where are Palm Bay's inclusive playgrounds and splash pads?
Palm Bay lists fully accessible playgrounds at Bill Madden Park, Inspiration Park and Fred Poppe Regional Park, one outdoor splash pad at Liberia Park, and water play features inside the paid Palm Bay Aquatic Center.
The City of Palm Bay parks directory has an amenity filter for a 100% Handicapped and Special Needs Accessible Playground. In October 2026 it returned Bill Madden Park, Fred Poppe Regional Park and Inspiration Park, plus the Captain's House on Turkey Creek, a rental hall that is ADA accessible but has no playground in its listing. Two of the three accessible playgrounds are in southeast Palm Bay (ZIP 32909) and the third is at the regional park on Malabar Road in the northwest.
Only one Palm Bay park is listed with a Splash Pad amenity: Liberia Park at 2197 Northview St NE, a northeast park whose entry lists benches, grills, picnic tables and a playground and no restrooms. The Palm Bay Aquatic Center at 420 Community College Parkway SE is listed separately with water play features, a water slide and zero depth entry, and it charges admission (City Parks directory, page 2).
In all, the two directory pages list playgrounds at 21 Palm Bay parks and community centers out of 36 facilities. The full list is in the table further down this page.
What is at each fully accessible playground in Palm Bay?
Each of Palm Bay's three fully accessible playgrounds sits in a park with pavilions and restrooms, and the one at Fred Poppe Regional Park is a $480,000 all-inclusive replacement the city announced in December 2024.
Bill Madden Park is at 2860 Eldron Blvd SE. Its city listing pairs the 100% Handicapped and Special Needs Accessible Playground with a shaded playground, concrete walkway, pavilions, restrooms and water fountains, and it is the only park in the Palm Bay directory marked Pet Friendly - NO. Hours are 7am until sunset.
Inspiration Park is at 751 Consumer St SE. Its listing shows an accessible playground, a standard playground, mature shade trees, free Wi-Fi, pavilions and restrooms, with hours of 7am until sunset. The current Inspiration playground is a rebuild: in February 2022 the Palm Bay Recreation Director reported that Inspiration Park had been fully demolished while the city's playground replacements were under way.
Fred Poppe Regional Park is at 1951 Malabar Rd NW. The City of Palm Bay announced in December 2024 that the old playground would close December 30 for a new $480,000 all-inclusive playground meeting ADA standards, with rubberized surfacing throughout, a climbing rock, a wheelchair accessible merry go round, 12 swings including handicap and parent/adult swings, 7 slides, sunshades and a climbing net.
| Park | Address | Hours listed | Large pavilion rental |
|---|---|---|---|
| Bill Madden Park | 2860 Eldron Blvd SE | 7am until sunset | $105 a day plus tax |
| Inspiration Park | 751 Consumer St SE | 7am until sunset | $105 a day plus tax |
| Fred Poppe Regional Park | 1951 Malabar Rd NW | Not listed | $105 a day plus tax (PAL or Scout) |
All three parks have large pavilions with electric and water that the Palm Bay Recreation Department rents at the same rate, $105 a day plus tax. Bill Madden adds a shaded playground, and Inspiration adds mature shade trees and free Wi-Fi.
Where can children use a splash pad in Palm Bay?
Liberia Park at 2197 Northview St NE is the only Palm Bay city park listed with a splash pad, and the other city option, the splash pad area at the Palm Bay Aquatic Center, is part of paid open swim.
Liberia Park is a northeast Palm Bay neighborhood park, and the city has put CDBG money into it before: the 2023/2024 Action Plan lists installation of benches at Liberia Park among 2022 to 2023 accomplishments. City pages checked on October 12, 2026 did not publish splash pad operating hours or a season for Liberia Park, so the phone number on its listing, (321) 952-3443, is the published contact.
The Palm Bay Aquatic Center schedules its splash pad area as part of open swim. On the fall schedule posted in October 2026 (August 10 to November 1) open swim is Friday 12 PM to 4 PM (Splash Pad Area) and Saturday 12 PM to 4 PM, and admission to the center is $4 per person, with veterans at $1.50 and seniors 55 and older at $2.
Splash pads have come up in Palm Bay planning more than once. When the Recreation Advisory Board discussed new amenities for Fred Poppe Regional Park in October 2023, board suggestions included splash pads, a pool, pickleball courts, an agility course and more tennis courts. No splash pad at Fred Poppe appears in the October 2026 directory.

Bill Madden Park, Fred Lee Park on Emerson Drive, Knecht Park, McGriff Park and Victoria Park carry it (City Parks directory, page 1, page 2). Goode Park, the boat ramp park at 1300 Bianca Dr NE, is the only Palm Bay park located on Turkey Creek that lists a playground.
Restrooms are not universal. Arc Park and Patrick Woodard Memorial Park list port-o-lets instead, and the Liberia Park, Oak View Park, Victoria Park and West Pine Estates Park listings show no restroom at all (City of Palm Bay directory, page 2).
When were Palm Bay playgrounds replaced, and what is next?
Palm Bay rebuilt playgrounds at Liberty, Riviera, Veterans and Inspiration parks around 2022, and new playgrounds have since gone in park by park, with a Victoria Park playground and sunshade recommended for $210,000 in 2025.
At the February 1, 2022 Recreation Advisory Board meeting the Palm Bay Recreation Director reported the Liberty and Riviera playgrounds open, installation started at Veterans Park and Inspiration Park fully demolished, said all playgrounds should be fully open by March or no later than the start of summer, and told the board that the playgrounds were very durable and lasted 10 to 12 years.
Later projects followed the same pattern. In September 2023 new drawings for the West Pine Estates Park playground were under review, and on February 19, 2025 the Palm Bay Community Development Advisory Board approved a Victoria Playground and Sunshade structure at $210,000 as part of its Community Development Block Grant (CDBG) and HOME funding recommendations for program year 2025-2026.
