Facility Rentals in Palm Bay — Palm Bay, Florida

What Palm Bay Recreation rents, what each space costs under Resolution 2025-31, and why Lagoon House inquiries on US 1 go to someone else.

Short answer: Palm Bay Recreation rents pavilions in eight classes from $25 to $105 a day, the Tony Rosa banquet rooms ($30 to $50 an hour, $200 deposit), Ted Whitlock meeting rooms, both gyms, the Captain's House on Turkey Creek ($250 weekdays, $500 weekends) and ballfields. Every renter needs pre-approval and a contract; call Tony Rosa at (321) 952-3443. The Ted Moorhead Lagoon House is city owned but run by the Marine Resources Council, which takes event inquiries.

What can be rented from the City of Palm Bay?

Palm Bay Recreation rents banquet and meeting rooms and gyms at the Tony Rosa and Ted Whitlock community centers, the Captain's House on Turkey Creek, park pavilions in eight price classes, ballfields, greenspace, outdoor courts and the Liberty Park skate rink.

Every rental on the city list runs through Palm Bay Parks and Recreation, and the terms are set in two places. The rentals page says the facilities are rented when they are not in use for programs and events, reservations are first come, first served and are generally accepted up to one year in advance, all renters are subject to pre-approval, and contracts are required for all rentals (City of Palm Bay, Rentals). The prices come from Resolution 2025-31, which the Palm Bay City Council adopted for fiscal year 2025-2026 under Chapter 36 of the city code, effective October 1, 2025 (Resolution 2025-31, page 1).

Questions go to the two Palm Bay community centers: the rentals page lists the Tony Rosa Community Center at (321) 952-3443 and the Ted Whitlock Community Center at (321) 952-3231 (Palm Bay Recreation rentals). The Ted Moorhead Lagoon House on US 1 is the one building in this group that the city owns but does not book itself, covered in its own section below.

How much do the Palm Bay community center rooms and gyms cost?

At the Tony Rosa Community Center the A and B banquet rooms rent together for $30 an hour Monday to Thursday or $50 an hour Friday to Sunday, while the Ted Whitlock large room costs $40 an hour with its kitchen.

The Tony Rosa hall at 1502 Port Malabar Blvd. NE works in two sizes. Rented whole, rooms A and B include the kitchen as a prep area only, carry a $200 security and damage deposit, and need a 4 hour minimum on Friday through Sunday; rented as room A or room B, the price drops to $15 an hour with a $100 deposit, but only Monday through Thursday and without the kitchen (City of Palm Bay, Rentals). Resolution 2025-31 caps the combined Tony Rosa banquet space at 200 persons (Resolution 2025-31, page 5). The banquet room can be booked until midnight Friday to Sunday.

The Ted Whitlock Community Center sits inside Fred Poppe Regional Park (City of Palm Bay, Fred Poppe Regional Park), and its rooms are priced for smaller groups. The large meeting room, rooms 5 and 6, costs $40 an hour plus tax with the kitchen included, a $200 deposit, and a 4 hour minimum on Saturday and Sunday; the small meeting rooms cost $15 an hour Monday through Thursday and $20 an hour Friday through Sunday with a $100 deposit (Palm Bay rentals page). The Palm Bay resolution shows the rooms 5 and 6 deposit rising from $100 in the FY 25 column to $200 in FY 26 (Resolution 2025-31, page 5).

Both Palm Bay gyms share one price list. A gym rental takes a $300 deposit; a full court costs $60 an hour Monday through Friday and $70 an hour on weekends, a half court $35 and $40, full gym weekend rentals need 4 hours, weekday rentals after 5 PM are case by case, and a $300 floor covering fee may be added (Rentals). Any room or gym rented outside normal business hours, 9 AM to 8:30 PM on weekdays and 9 AM to 4:30 PM on Saturday, adds staffing at $25 an hour per employee, and gym rentals need the Recreation Supervisor's approval.

How are Palm Bay park pavilions priced and booked?

Palm Bay pavilions rent by the day in eight classes from $25 to $105 plus tax under Resolution 2025-31, and online bookings must be made at least 5 and no more than 365 days ahead.

The Palm Bay resolution and the rentals page do not match line for line. Page 6 of Resolution 2025-31 adds Pollak and Veterans to the $90 class, Castaways #3 and Riviera to the $50 class, and sets a separate $40 class for Knecht #2 as a small pavilion with electric (Resolution 2025-31, page 6), while the rentals page puts Knecht #2 in the $25 group without amenities and leaves out the other four (City of Palm Bay, Rentals).

Bookings go through Palm Bay PlayOnline. The Knecht Pavilion North listing at Knecht Park, 1380 Glenham Dr NE, sets a maximum capacity of 35, refuses online reservations made less than 5 days or more than 365 days before the date, and bars end times after 8:00 pm from March through October and after 5:00 pm on Sundays and from November through February (PlayOnline, Knecht Pavilion North). The Fred Lee Pavilion #1 listing on Emerson Dr NE refuses headcounts over 50 and says the pavilion seats approximately 48 people (PlayOnline, Fred Lee Pavilion #1). Unlike the Palm Bay halls, pavilions can be rented on all holidays.

Can Palm Bay ballfields, courts and greenspace be rented?

Yes: Palm Bay rents ballfields at $15 an hour with a 2 hour minimum and $30 an hour for lights, tournament fields at $100 a day, outdoor courts at $5 an hour, and greenspace for $200.

Field bookings in Palm Bay need the Athletics Supervisor's approval, and organized practices or games require liability insurance, according to the rentals page (City of Palm Bay, Rentals). Resolution 2025-31 sets the 2 hour minimum for a field rental, a $200 security deposit and $100 a day for tournament field rentals, and a lower $15 an hour light rate for community partners (Resolution 2025-31, page 7). The same page prices a greenspace rental at $200 plus tax with a $200 deposit and the event area behind the Ted Whitlock Community Center at Fred Poppe Regional Park at $400.

Smaller Palm Bay spaces are priced by the hour. Outdoor courts cost $5 an hour plus tax, with a $10 an hour light fee outside scheduled hours (Resolution 2025-31, page 8), and the Liberty Park skate rink rents for $25 an hour plus tax with lights (Resolution 2025-31, page 9).

What holiday, cancellation and discount rules apply?

Palm Bay will not rent the Tony Rosa or Ted Whitlock centers or the Captain's House on City holidays, refunds shrink as the date nears, and nonprofits get 25 percent off the rental fee.

The Palm Bay rentals page names the blackout days for the indoor venues: New Year's Day, Martin Luther King Day, President's Day, Memorial Day, Independence Day, Labor Day, Veteran's Day, Thanksgiving Day and the day after, Christmas Day, and the Holiday Parade on the first Saturday of December, along with selected dates of citywide events (City of Palm Bay, Rentals). Where staff do work a holiday rental, Resolution 2025-31 adds $10 an hour per employee (Resolution 2025-31, page 8).

Palm Bay rental cancellation refunds (Resolution 2025-31, page 9)
Notice before the rental dateRefund of rental fees
31 days or more100 percent
16 to 30 days75 percent
8 to 15 days50 percent

Discounts in the Palm Bay schedule apply only to the rental fee portion. Nonprofit and not-for-profit groups and current city employees receive 25 percent off with proof of status, and community partners receive 50 percent off, but direct costs, employee fees and utility fees are still paid at full rates (Resolution 2025-31, page 9). Deposits come back slowly: at the Captain's House the city warns that a security deposit may take up to four weeks to refund (Palm Bay rentals page). Last verified: October 13, 2026, on the City of Palm Bay Recreation rentals page and in Resolution 2025-31.

How does booking the Captain's House work?

The Captain's House at 1300 Bianca Dr. NE, inside Goode Park, books in fixed blocks: up to 9 hours on a weekday for $250 or up to 14 hours on Saturday or Sunday for $500, with a $300 deposit.

The Palm Bay PlayOnline listing for the Captain's House sets the online rules: a headcount up to 160, a booking of 8 hours or more, reservations at least 5 days ahead, a start no earlier than 10 AM on weekends, and no online bookings on Christmas Eve, Christmas, New Year's Eve or New Year's Day (PlayOnline, Captain's House). The comment on the same listing gives a smaller working size, about 110 people with a dance floor and 150 without, and sends availability questions to the Tony Rosa Community Center at (321) 952-3443.

Weekday Captain's House rentals run from 3 PM to midnight and weekend rentals from 10 AM to midnight, according to the Palm Bay rentals page (City of Palm Bay, Rentals). Resolution 2025-31 shows how the price moved: the weekend 14 hour rate went from $400 in the FY 25 column to $500 in FY 26, the weekday rate from $200 to $250, and the deposit from $200 to $300, with additional hours at $10 an hour (Resolution 2025-31, page 5).

Can the Ted Moorhead Lagoon House be rented?

The Ted Moorhead Lagoon House at 3275 Dixie Highway (US 1) is owned by the City of Palm Bay but run by the Marine Resources Council, so event inquiries go to the council, not to Palm Bay Recreation.

The City of Palm Bay page lists a meeting room among the Lagoon House amenities, gives its hours as Monday through Saturday from 9 AM to 1 PM, and directs questions to the Marine Resources Council at (321) 725-7775 (City of Palm Bay, Ted Moorhead Lagoon House). The Lagoon House does not appear on the Palm Bay rentals page or in the Resolution 2025-31 fee schedule, so no city rate applies to it.

The Marine Resources Council describes the Palm Bay building, which is also its headquarters, as a location for civic, non-profit, educational and other community-oriented special events, and takes inquiries at 321.725.7775 or by email (Marine Resources Council, Ted Moorhead Lagoon House). The council page does not publish rental rates.

Frequently asked questions

Can a Palm Bay community center be rented on a holiday?

Who books the Lagoon House in Palm Bay?

Event inquiries go to the Marine Resources Council, which runs the city-owned Ted Moorhead Lagoon House on US 1. The council lists it for civic, non-profit, educational and community events and takes inquiries at 321.725.7775; it is not on the Palm Bay Recreation rental list.
