What small business programs does the City of Tampa run?
Small business help at the City of Tampa comes from two offices that work on different problems. The Economic Opportunity department, which sits inside the city's Development and Economic Opportunity portfolio, handles growth: entrepreneur microgrants, the Small Business Navigator, information on tax credits and grant incentives, Opportunity Zones and the Foreign Trade Zone program. The Equal Business Opportunity Division handles city contracting, certifying small local firms and women and minority owned firms so they can compete for Tampa purchasing and construction work.
Both offices answer to residents of a city of 393,389 people, the U.S. Census Bureau ACS 2023 count, and most programs are open anywhere inside Tampa city limits. Two exceptions are geographic. How do SLBE and WMBE certification work in Tampa?
Certification runs through the Equal Business Opportunity Division, and the city states that certification services are provided at no cost to WMBEs and SLBEs. The EBO page posts a notice that, effective September 5, 2025, the Women and Minority Business Enterprise article of Tampa Ordinance No. 2017-28, Chapter 26.5, is suspended in eight listed sections until further notice to ensure compliance with federal law. What grants can Tampa entrepreneurs get?
Direct cash comes through the Tampa Entrepreneur Support Hub, which the city says is funded by a Community Development Block Grant. Because the money is federal, the Tampa grants are income based and aimed at microenterprises with five or fewer employees, counting the owners, that operate inside city limits. The owner's household income must be at or below 80 percent of Area Median Income, or the business must serve a Tampa neighborhood where at least 51 percent of residents are low and moderate income.
Three microgrants are listed. The BASE Grant, for Business Assistance for Startup Establishments, pays up to $1,500 to Tampa businesses operating for less than 12 months. The STEP Grant, the Stabilization and Technical Expansion Program, pays up to $3,000 to microenterprises open 12 months or more. The SCALE Grant helps an owner cover the down payment a lender requires on a commercial microloan; the participating Tampa lenders named are BBIF, Suncoast Credit Union, Total Mortgage Lending and Valley Bank. Funds may cover working capital, inventory, equipment, commercial rent and marketing, but not debt repayment, personal use or construction.
No Tampa applicant goes straight to the money. Each must first finish technical assistance and have a partner submit a Microgrant Referral Form, and referrals are due by February 15, 2027. The city funds two partners for that work, the Florida SBDC at USF and the Tampa Bay Women's Business Centre with its Start-Up Academy, and also accepts Prospera, SCORE Tampa, the Tampa Bay Chamber accelerator and the Jim Moran Institute when the owner logged at least 20 hours of consulting and finished a business plan after July 1, 2025.
Which Tampa neighborhoods does the WeatherWise grant cover?
The Tampa WeatherWise Small Business Grant Program pays for physical upgrades that help small businesses in Sulphur Springs and West Tampa withstand flooding, extreme heat and power outages. In Sulphur Springs the eligible strips are Nebraska Avenue from Grant Avenue and E. River Cove Street north to E. Busch Boulevard, and Florida Avenue from N. River Shore Drive to E. Busch Boulevard. In West Tampa the eligible area runs from Columbus Drive south to Green Street and from Rome Avenue west to North Armenia Avenue.
WeatherWise is a reimbursement program, so a Tampa owner pays first and is repaid after approval, installation and paperwork. The approved list covers deployable flood gates or barriers, flood-proof storage, storm panels or shutters, portable solar-compatible backup batteries, solar control window film, fans, shade trees and cool roof work, and the city notes that cool roofs and higher-cost batteries require a 50 percent business match. Applicants must have 20 or fewer full-time employees, be privately owned rather than a branch location, hold no outstanding code violations, write a business continuity plan using FEMA guidance, and take part in check-ins 6 and 12 months after installation.
