Three city beach parks in Vero Beach have lifeguards: South Beach Park, Humiston Beach Park and Jaycee Beach Park, all owned and staffed by the city rather than by Indian River County. Guarded water is a small share of the Vero Beach shoreline. The longer summer day dates to 2019. In March 2019 the city announced, in a release carried by Vero News, that it would extend lifeguard hours during the summer months to 7 p.m. at South Beach, Humiston and Jaycee parks starting Sunday, May 26, the Memorial Day weekend. The Vero Beach Lifeguard Association had recommended the change, noting that many people arrive at the beach at 5 p.m. after work and that sunset in summer is not until 8 or 9 p.m. A Hometown News report in August 2019 added that the summer schedule ran seven days a week and that 15,110 people used the guarded parks during the extra 5 to 7 p.m. window in July 2019 alone.

Lifeguard guidance reported in 2020 was short: Vero News relayed advice to pay attention to beach condition signs and flags, to swim near lifeguard towers and to avoid swimming during non-guarded hours. The same report described orange and white marker buoys that lifeguards placed on the prefabricated erosion prevention reef, known locally as the PEP reef, which stretches from Humiston Park Beach to the Village Spires along Central Beach in a popular surf zone. Could Indian River County take over Vero Beach lifeguards?

The cost question has been open for years. In the week of May 15, 2025, Vero Beach 32963 reported that Vero Beach taxpayers would spend more than $860,000 that year in personnel and operating expenses for lifeguard coverage of the city's three beaches, and that city officials had raised the idea of an Indian River County takeover for at least four years. The topic had come up at a joint meeting of the County Commission and City Council in October 2023.

A County Commission discussion scheduled for May 2025 was pulled from the agenda at the city's request. County Administrator John Titkanich projected that expanding county lifeguard service to Vero Beach would cost about $1.1 million in the first year, including a new Humiston tower at $100,000 and nearly $75,000 for a lifeguard truck and two side-by-side beach vehicles. City Manager Monte Falls said the city still planned to buy the Humiston tower as part of replacing the storm-damaged boardwalk, and Mayor John Cotugno said the city preferred to see beach lifeguarding become part of the county Emergency Services District. Commission Chairman Joe Flescher questioned how county taxpayers would fund it, and the report recorded no decision.
