What road projects are under way on Emerson Drive in Palm Bay?
Emerson Drive in Palm Bay has four separate efforts: a $2.4 million federal pedestrian safety grant, a new signal at St. Johns Heritage Parkway, a study of four-laning Emerson Drive NW, and GO Roads repaving (City of Palm Bay Public Works).
The City of Palm Bay describes Emerson Drive NW from Jupiter Boulevard to St. Johns Heritage Parkway as a two-lane, undivided, east-west arterial roadway serving both residential and commercial traffic, with rising traffic volumes as the surrounding area grows (City of Palm Bay Public Works). The projects below touch different stretches of the road. Last verified: October 12, 2026, on the City of Palm Bay Public Works projects page.

What will the $2.4 million Emerson Drive safety grant build?
The $2.4 million Safe Streets and Roads for All grant pays for a 6-foot sidewalk on the east side of Emerson Drive near two Palm Bay schools, with a pedestrian hybrid beacon and flashing-beacon crosswalks (City of Palm Bay, September 13, 2024).
The City of Palm Bay announced the U.S. Department of Transportation award on 09/13/2024 and listed four core pieces: the sidewalk, a pedestrian hybrid beacon, removal of a merge lane to reduce conflict points, and crosswalks equipped with rectangular rapid-flashing beacons (City of Palm Bay news). The city credited the Space Coast Transportation Planning Organization with finding the opportunity and supplying data from its Vision Zero work, the High Injury Network and a School Routes Analysis.
The federal summary carries the longer list. USDOT calls the Palm Bay job the Emerson Drive Sidewalk and Lighting Improvement Project and adds a high-intensity activated crosswalk, a flashing LED illuminated stop sign, lighting improvements, a reduced posted speed limit with chicanes and speed feedback signs, and ADA upgrades at transit stops along the corridor (USDOT SS4A FY24 summaries, page 29). The same summary says the Emerson Drive corridor sees nearly 200 pedestrians and bicyclists before and after school hours.
Crash history picked the street. When Kittelson and Associates presented the grant application to the Palm Bay City Council on March 7, 2024, the consultant said Emerson Drive was chosen because there had been multiple crashes and one fatality at Malabar Road and Emerson Drive, and noted that the Space Coast TPO had adopted its Vision Zero Action Plan in February 2024 (Palm Bay council minutes, March 7, 2024). A request at that meeting to remove the dual turn lane at Culver and Emerson Drives was answered with the point that extending it would be a capacity improvement rather than safety work, so it would not be considered under the grant (council minutes, page 4).
The Space Coast TPO's July 2026 map of fully funded projects lists Emerson Drive from Malabar Rd. to Culver Dr. as safety improvements with a 2026 date; its end points, Malabar Road and Culver Drive, are the two intersections raised in the March 2024 grant discussion, though the map does not name the funding source (Space Coast TPO, July 2026).
What is changing where Emerson Drive meets St. Johns Heritage Parkway?
The Emerson Drive and St. Johns Heritage Parkway intersection in northwest Palm Bay is in line for a permanent traffic signal, designed by Consor, after striping changes and temporary portable signals (City of Palm Bay Public Works).
The Palm Bay City Council started the design on December 15, 2022, approving Consor Engineers Task Order 14 for the design of intersection improvements and a signal at Emerson Drive and St. Johns Heritage Parkway, paid with $206,962 in Transportation Impact Fees (Palm Bay council minutes, December 15, 2022). At the Infrastructure Advisory and Oversight Board meeting of November 27, 2023, City Engineer Frank Watanabe said the intersection warranted a traffic signal based on traffic studies (IAOB minutes, November 27, 2023). The consultant's design included a southbound left turn lane, a traffic signal and lighting at the intersection (IAOB minutes, page 2).
Progress came in steps. On April 22, 2024, Palm Bay staff told the board that St. Johns Heritage Parkway at Emerson Drive was still in the design phase (IAOB minutes, April 22, 2024). On September 23, 2024, Public Works reported it was modifying the striping at St. Johns Heritage Parkway and Emerson Drive and that temporary portable signals would be deployed in about a month while the city looked at the design for future development (IAOB minutes, September 23, 2024).
Development has since reshaped the plan. The City of Palm Bay says current development around the intersection led to proposed improvements to the west leg of Emerson Drive, so the signal design and intersection lighting analysis must be modified, with the city and developers coordinating so the signal fits the future widening of St. Johns Heritage Parkway (City of Palm Bay Public Works). A Palm Bay traffic advisory posted 02/13/2026 scheduled lane closures for road and utility construction at Emerson and St. John's Heritage Parkway from 2/27/26 to 5/27/26, 9 am to 3:30 pm, with questions to Public Works customer service at (321) 952-3438 (City of Palm Bay traffic advisory).
| Date | Milestone |

| November 27, 2023 | City engineer reports a signal is warranted |
| April 22, 2024 | Intersection still in design |
| September 23, 2024 | Striping changes; temporary portable signals planned |

Will Emerson Drive be widened to four lanes?
Palm Bay lists a Project Development and Environment study, not construction, for a four-lane divided Emerson Drive NW between Jupiter Boulevard and St. Johns Heritage Parkway (City of Palm Bay Public Works).
The City of Palm Bay says rising traffic on Emerson Drive has contributed to congestion and safety issues, and that the study is the first step in judging the feasibility, environmental impact and design options for going from two lanes to a four-lane divided roadway (City of Palm Bay Public Works). The study will also produce an estimate of engineering and construction costs so Palm Bay Public Works can pursue grants and budget the work. The city notes that a PD&E study can take up to two years, and that design and construction will be scheduled only once a budget is set and funding is identified for each phase.
The road at the west end is changing too. Palm Bay is designing the widening of St. Johns Heritage Parkway from Malabar Road north to Emerson Drive, with Scalar Consulting Group as designer, a $1.5 million state appropriation and a total design and engineering cost of $3.3 million; that design looks at signals at Emerson Drive, Pace Drive and the planned bridge connection at Fred Poppe Regional Park (City of Palm Bay Public Works). Back in November 2023, the city engineer had told the Palm Bay board that the state money for widening the parkway to four lanes was $1.5 million and that the city would have to add another $1.8 million (IAOB minutes, November 27, 2023).
Signals along Emerson Drive are also on the regional list. The Space Coast TPO's July 2026 transportation systems management and operations map ranks Emerson Drive (443733-1), St. Johns Heritage Pkwy. to Minton Rd., ITS infrastructure as priority 2 (Space Coast TPO, July 2026).
Which parts of Emerson Drive has the GO Roads program repaved?
Palm Bay's GO Roads bond program has repaved sections of Emerson and lists two more packages that include it, worth $13.5 million and $3.9M (City of Palm Bay Public Works).
Palm Bay voters approved the $150 million GO Roads Bond in November 2018, and the city reports more than 418 miles of road improvements since then, naming Eldron, Garvey, Port Malabar, sections of Emerson, Palm Bay Colony and the Kirby Industrial Parks among the areas done (City of Palm Bay Public Works). The projects page lists a portion of Emerson Road NW, together with Jacobin, Glencove, Wake Forest and Pace, for mill and paving at $13.5 million, and Emerson Road from Malabar Road south to Waco Blvd for full-depth reclamation at $3.9M.
The Palm Bay program defines the two methods named for Emerson. Full Depth Reclamation pulverizes the existing asphalt and base material, mixes in cement, emulsion and water, and compacts it into a new structural base before asphalt goes on top; milling and paving mills the old surface and typically lays a 1.5 inch or 2 inch layer of new asphalt (City of Palm Bay Public Works). The same Palm Bay page says the city's stormwater pipe replacement follows ahead of the Road Bond paving, with Public Works engineers designing the pipes and culverts.
Frequently asked questions
