The same report put the Indian River County Utilities charge for 4,000 gallons at $67.70, so households served by the county pay noticeably less than Vero Beach Utilities customers for the same use. The city system also serves Indian River Shores and the unincorporated South Barrier Island, whose customers pay the same rate increases without voting in city elections.
The increases pay for the new One Water treatment plant at the Vero Beach Regional Airport, estimated at $164 million, and for rising operating costs, according to a June 2026 Vero Beach 32963 report. That story said debt payments on the plant would account for about $10 a month of a typical bill, and that customers who buy reuse irrigation water face 25-percent increases in each of the next two years because a large reuse customer left the system. Florida Power & Light supplies electricity throughout the former Vero Beach electric service area. The city levy is the smallest of several on a Vero Beach tax bill. In July 2025 the council voted 5-0 to set a tentative rate of 2.9816 mills, or $2.98 per $1,000 of taxable value, a 7.7 percent increase over the prior 2.76 mills; for a home with a $500,000 taxable value that meant an additional $106.80 in city taxes, Vero Beach 32963 reported. For 2026-27 the Indian River County Hospital District adopted its rolled-back rate of 71.2 cents per $1,000 of taxable value, about $210 for the average house in the county, according to Vero Beach 32963. The school district proposed a lower school tax rate for 2026-2027 because values rose faster than its budget; under that proposal the owner of a homesteaded Indian River County residence assessed at $385,000 would pay $37.09 more in school taxes, and a non-homesteaded owner $72.42 more, Vero Beach 32963 reported in August 2026.
A statewide vote could change the math in 2027. Florida Amendment 3 on the November 2026 ballot would raise the homestead exemption for non-school property taxes from $50,000 to $150,000 on Jan. 1, 2027, and to $250,000 in 2028, and needs 60 percent of voters to pass, according to Vero Beach 32963. City Manager Monte Falls estimated it would cost the City of Vero Beach more than $640,000 in tax revenue in its first year. Indian River County Administrator John Titkanich told Vero Beach 32963 that the measure would shift the burden toward non-homestead and commercial owners and that landlords would likely increase rental costs.
How much do insurance, seasonal rentals and city fees add?
Homeowners insurance depends heavily on which side of the Indian River Lagoon a house sits. In a February 2026 report, Vero Beach 32963 cited an island insurance source: a $750,000 home built in 1970 on the beach in 32963 carried an annual premium of $8,200, while an $820,000 home built in 2020 on the mainland in the 32967 ZIP code cost $3,200 to insure.
