The afternoon program at the Victor Hart Sr. complex follows a consistent shape. In 2022 participants sang Lift Every Voice and Sing and heard tributes from local pastors, under the theme Building a Better Community. The 2021 gathering
The parade was called off once in recent years. In January 2021, the Vero News account said, the committee had in prior years organized a parade that ends with an afternoon of activities at Gifford Park, but those were canceled due to the coronavirus. Instead residents gathered in the St. Peter's Missionary Baptist Church parking lot along 38th Avenue in Gifford to hear messages of hope in song, poetry, scripture and prayer. Why does the parade end at the Victor Hart Sr. complex?
The ending point carries Gifford's own civil rights history. A 2019 Indian River Guardian history of the community, written for the King holiday, recorded that Victor Hart Sr. moved to Gifford from the Bahamas in 1952, started a local NAACP chapter, and with others started the Gifford Progressive Civic League in 1961. The same history said Gifford lacked county water and sewer until the 1970s, and that after a CBS Evening News report on the Gifford water situation aired on July 24, 1977, county water arrived within the next year. The community complex at 4715 43rd Avenue where each Gifford parade now ends bears Hart's name.
