Business tax receipts — Palm Bay, Florida

The City of Palm Bay issues its receipt from the City Hall Annex on Malabar Road before the Brevard County Tax Collector issues the county one.

Short answer: A Palm Bay business applies for its city business tax receipt online through the City of Palm Bay iMS portal, pays a $25.00 administrative fee plus a classification fee starting at $105.00, and waits 10 to 14 business days for approval. Receipts expire with the city fiscal year and must be renewed before October 1, with penalties from 10% to 25%. The Brevard County receipt follows the Palm Bay one.

Who issues a business tax receipt in Palm Bay?

The City of Palm Bay issues its own business tax receipt through the BTR office on the 2nd floor of the City Hall Annex at 120 Malabar Road, and every business inside city limits needs it before the county receipt (City of Palm Bay).

The authority is Chapter 110 of the City of Palm Bay Code of Ordinances, and the Economic Development department handles the issuance and collection of all Palm Bay receipts (City of Palm Bay). An application fee and a receipt fee are both required before staff will process a file, and anyone licensed by the State of Florida or certified by Brevard County provides copies of those licenses with the Palm Bay application.

Since July 1, 2017, a Palm Bay business that trades under a fictitious name, the DBA, has had to submit a copy of its Fictitious Name Registration every time it applies or renews (City of Palm Bay). The registration itself comes from the state through Sunbiz, not from City Hall on Malabar Road.

The city receipt is only half of the local tax. The Brevard County Tax Collector says the local business tax is levied by Brevard County and municipalities, and for a business located within a municipality its first instruction is to contact the municipality (Brevard County Tax Collector). In Palm Bay that means the city desk on Malabar Road comes first.

How does a new Palm Bay business apply in iMS?

New Palm Bay applications go through the Intuitive Municipal Solutions (iMS) portal, which the city adopted on March 6, 2023, and payment by card or electronic check carries no added charge (City of Palm Bay).

The Palm Bay iMS guide sets the order. An applicant first registers a business in iMS and picks the type of business (iMS application guide), enters the business location address (iMS application guide), then reaches an Application Summary page where the system charges a $25.00 administrative fee (iMS application guide). The guide describes that fee as one-time and nonrefundable.

BTR staff at the Palm Bay office then run a completeness check. Once it passes, the file enters the full approval process, which the city says may take up to 14 business days, and home-based applications are sent to Growth Management for its review (iMS application guide), as are commercial applications (iMS application guide). The Malabar Road office page gives the range as 10 to 14 business days and warns that incomplete applications take longer (City of Palm Bay).

Only after Growth Management approves does iMS email the applicant to come back and pay for the receipt itself. The Palm Bay receipt is then printed from iMS and must be visibly displayed at the place of business (iMS application guide). The checklist in the Palm Bay commercial packet asks for a photo ID, articles of incorporation or a fictitious name registration if applicable, any state license, and a Brevard County Competency Card for trades that need one (commercial packet).

Palm Bay Police and Fire use the application too: each Palm Bay applicant lists three supplemental emergency contacts for use in an emergency when the owner cannot be reached (home business packet).

What does a Palm Bay business tax receipt cost?

A Palm Bay receipt costs a $25.00 non-refundable administrative fee plus an annual receipt fee set by business classification, starting at $105.00, according to the city's commercial application packet (commercial packet).

The home business packet lists the same two charges, and both packets say the fees are required to issue the Palm Bay receipt (home business packet). The exact receipt fee depends on the classification the BTR office assigns, so the $105.00 figure is a floor, not a flat rate. Commercial applicants also list any vending machines, cigarette machines, gas pumps, juke boxes or game machines on the premises, because those are part of the Palm Bay application (commercial packet).

City of Palm Bay business tax receipt charges and dates, from the city's application packets and iMS application guide (verified October 12, 2026)
ItemPalm Bay amount or rule
Administrative fee$25.00, non-refundable, charged once in iMS
Annual receipt feeBy classification, starting at $105.00
New business, April 1 to September 14Half of the one-year fee
New business, September 15 to September 30May operate under the next year's receipt
Renewed October 1 to October 31Fee plus 10% penalty
Renewed November 1 to November 30Fee plus 15% penalty
Renewed December 1 to December 31Fee plus 20% penalty
Renewed January 1 to September 30Fee plus 25% penalty

Timing changes the bill. Under the Palm Bay schedule of fees, a new business that obtains its receipt between April 1st and September 14th pays one-half of the fee for one year, and a business that starts between September 15th and September 30th may operate on the following year's receipt (schedule of fees). The same Palm Bay schedule says no portion of any fee will be refunded, except if the fee is collected in error.

Fire inspections are billed separately. The Palm Bay commercial packet says a fire inspection fee, separate from the BTR fee, is invoiced by the Fire Department at the time of the inspection (commercial packet).

What reviews apply to commercial and home locations in Palm Bay?

Every commercial location in Palm Bay needs a Fire Department fire safety inspection before the business opens, even when the previous tenant ran the same kind of business (commercial packet).

The Palm Bay commercial packet lists the deficiencies inspectors find most often: an occupancy classification that no longer fits the new use, address numbers not posted on the building, missing or under-rated fire extinguishers (the minimum is a 2A;10bc dry chemical unit), unlabeled breakers, and extension cords used as permanent wiring (commercial packet). A space that changes use may need a Commercial Change of Use Permit Application, which the Palm Bay Building Department may require (commercial packet).

Food businesses face a second city permit. Palm Bay Ordinance 2013-15 requires every food service establishment to obtain a user discharge permit from the Palm Bay Utilities Fats, Oils, and Grease program, which works from 250 Osmosis Drive SE (commercial packet). A three-compartment sink or an oil and water separator also triggers the permit.

Vehicles for hire based in Palm Bay must show insurance of at least $125,000 per person and $250,000 per occurrence for bodily injury and $50,000 for property damage, and a copy of the receipt rides in the vehicle at all times (commercial packet).

Home offices take a different path through Growth Management. Section 185.125 of the Palm Bay code, reprinted in the home packet, bars a home occupation from occupying more than 25% of the first floor living area of the residence (home business packet). The full home occupation rules are a separate topic from the receipt itself.

How and when is a Palm Bay receipt renewed?

Palm Bay receipts run on the city fiscal year, which begins October 1 (iMS application guide), and must be renewed before October 1st each year to avoid penalties (schedule of fees).

The Palm Bay schedule says renewal notices go out in July to each business holding a current receipt, and that failure to receive a notice is not a defense for late payment. Renewals made from Oct 1 through Oct 31 add a 10% penalty, and the penalty climbs each month until it reaches 25% from January 1, as the table above shows, under City Ordinance section 110.22 (schedule of fees).

Renewal also runs through iMS. The Palm Bay renewal guide starts at palmbayfl.gov/btr (iMS renewal guide), and a returning business links its existing registration number; the BTR office at 321-952-3419 or biztax@palmbayfl.gov supplies that number (iMS renewal guide). Records still showing Active can be prepaid for the next fiscal year (iMS renewal guide).

Two Palm Bay pages describe the notice differently. A June 20, 2023 city post said renewal invoices would no longer arrive in the mail and that notices would be sent by email to the address on file (City of Palm Bay news). The city's Online Payments listing still says a renewal payment needs the Business Control No. and the Annual Receipt Fee shown on the renewal notice sent via mail (Online Payments).

State law sets the backstop for a Palm Bay business that never pays. Section 205.053 of the Florida Statutes imposes a penalty of 25 percent of the tax due for operating without a required receipt, and after 150 days a penalty of up to $250 plus court costs (Florida Statutes 205.053).

Where is the Palm Bay BTR office and what follows the city receipt?

The Palm Bay BTR office is on the second floor of the City Hall Annex at 120 Malabar Road, and the Brevard County receipt is the next step after the city one (City of Palm Bay).

Phones at the Palm Bay desk are answered from 8:00 a.m. on weekdays, the doors open at 8:30 a.m. and close at 4:30 p.m., and the doors shut every 2nd Tuesday from 9:00 to 10:00 a.m. for a staff meeting (City of Palm Bay).

The Palm Bay page lists the email biztax@palmbayfl.gov and the phone (321) 952-3419. Residents who cannot get into the iMS portal can visit or call the Malabar Road office for help (City of Palm Bay).

With the Palm Bay receipt in hand, the owner turns to Brevard County. The city page directs owners to the Brevard County Tax Office at 400 South Street, 6th Floor, Titusville, or to its online business service (City of Palm Bay), and the Palm Bay home packet adds that the county receipt cannot be obtained without first providing the City of Palm Bay receipt (home business packet).

Changes after opening matter at both levels. The Tax Collector asks for an online application within 30 days for any change in location, ownership, mailing address, name or nature of business on a county account (Brevard County Tax Collector), so a Palm Bay business that moves from a Babcock Street storefront to a Palm Bay Road unit updates the city record in iMS and the county record as well.

Frequently asked questions

Does a Palm Bay business need both a city and a county receipt?

Yes. A business inside Palm Bay city limits obtains the City of Palm Bay receipt first, and the Brevard County Tax Collector will not issue the county receipt until the owner shows the Palm Bay receipt, according to the city home business packet.

Can a Palm Bay business tax receipt be paid by card?

Yes. Since the City of Palm Bay moved to the iMS portal on March 6, 2023, applicants can pay by credit or debit card or electronic check online at no additional cost, and the BTR office at the City Hall Annex helps anyone who cannot use the portal.

What happens if a Palm Bay receipt is renewed late?

The City of Palm Bay schedule adds 10% in October, 15% in November, 20% in December and 25% from January 1 through September 30. A missed renewal notice does not excuse the penalty under the Palm Bay schedule.

Is the Palm Bay administrative fee refunded if the business never opens?

No. The City of Palm Bay calls the $25.00 administrative fee one-time and nonrefundable, and its schedule of fees says no portion of any fee is refunded unless it was collected in error.

Who reviews a Palm Bay home business application?

BTR staff check the file for completeness, then Palm Bay Growth Management reviews home-based applications against section 185.125 of the city code before the applicant is asked to pay the receipt fee in iMS.
