Short answer: Malabar Road is the corridor the City of Palm Bay calls its emerging civic spine: a gateway into the city, a parade route and the home of City Hall at 120 Malabar Road SE, with police headquarters at 130 Malabar Rd SE and Public Works at 1050 Malabar Road. It meets I-95 at Exit 173. An unfunded beautification plan covers the stretch from Winn-Dixie Plaza to I-95 in three phases.

Why is Malabar Road called Palm Bay's civic spine?
The City of Palm Bay calls Malabar Road its emerging civic spine because the road is a major gateway into the city, a designated parade route and the address of Palm Bay City Hall.
That wording comes from the city's own Malabar Road Beautification Project page, which also describes Malabar Road as one of Palm Bay's most significant transportation corridors. The label fits the map. A resident paying a water bill, attending a council meeting, visiting the police station or calling about a road problem deals with an office whose street address is on Malabar Road.
City Hall anchors the cluster at 120 Malabar Road SE (City of Palm Bay directions page). The Council Chambers inside it hold regular City Council meetings (Agendas / Minutes), and Utilities Customer Care works from the City Hall Annex Building at the same address, open Monday through Wednesday from 8:00 a.m. to 5:00 p.m., Thursday from 9:30 a.m. and Friday from 8:00 a.m., closing at 5 p.m. (Utilities Customer Care). At 130 Malabar Rd SE, the Palm Bay Police Department headquarters has a non-emergency automated line at (321) 952-3456 (Palm Bay Police). Palm Bay Public Works is at 1050 Malabar Road, customer service (321) 952-3437 (Public Works).

Where does Malabar Road meet I-95 in Palm Bay?
Malabar Road crosses I-95 at Exit 173, the interchange FDOT identifies as Malabar Road (State Road 514) in Palm Bay, and it is one of the two exits the city lists for reaching City Hall.
FDOT District Five named the interchange that way in a November 25, 2025 advisory: the I-95 interchange at Malabar Road (S.R. 514) in Palm Bay, Brevard County, is Exit 173. The other Palm Bay exit on the city's directions page is Exit 176 at Palm Bay Road. The interchange also marks the end of the study area for the city's beautification project, described below.
The same Palm Bay directions page adds a sense of scale. It calls Palm Bay the largest incorporated area in Brevard County and estimates a build-out population of 257,344 residents and 103,388 housing units based on existing committed development. West of I-95, Malabar Road continues past Minton Road toward the St. Johns Heritage Parkway, a segment of about four miles that the City of Palm Bay has studied for widening (city hearing handout).
Which Palm Bay roads connect to Malabar Road?
Malabar Road links two north-south routes in Palm Bay, crossing Babcock Street (State Road 507) east of I-95 and meeting Minton Road to the west, and both of those roads lead north to Palm Bay Road, which meets I-95 at Exit 176.
Those two roads carried the detours when Exit 173 ramps closed. A City of Palm Bay news post of November 26, 2025 set out the detours for the first overnight ramp closures of the I-95 resurfacing project: eastbound Malabar Road traffic bound for northbound I-95 was sent left on Babcock Street and north to Palm Bay Road, and westbound traffic was sent right on Minton Road and north to Palm Bay Road, where both groups joined I-95 at the next interchange.
The Babcock Street crossing also marks the eastern limit of recent state work on the corridor. FDOT resurfacing project 450729-1 covered Malabar Road from west of I-95 to east of Babcock Street (S.R. 507), and rebuilt its pedestrian curb ramps to Americans with Disabilities Act standards (FDOT District Five). West of Minton Road, Malabar Road runs on to the St. Johns Heritage Parkway, the stretch covered by the city's own study.
What is the Malabar Road Beautification Project?
The Malabar Road Beautification Project is an unfunded City of Palm Bay planning and visioning effort to improve safety, streetscape and civic identity on Malabar Road between the Winn-Dixie Shopping Plaza and the I-95 interchange.
Its origin is internal. The city's project page says the work is led with the Leaders in Training Excellence (LITE) Team, a leadership development program launched under City Manager Matthew Morton, whose members had to pick a city project to advance together. Five goals are listed: safer conditions for drivers, pedestrians and cyclists; upgraded streetscape features; placemaking and public art; a stronger Palm Bay identity; and sustainable, low-maintenance design.
Because of the corridor's length, Palm Bay split it into three phases. Phase 1 runs from Winn-Dixie Plaza to Eldron Boulevard, Phase 2 from Eldron Boulevard to Emerson Drive, and Phase 3 from Emerson Drive to I-95. The project page gives no construction schedule for any phase, and the city states that the project is not funded at this time.
Public input came first. Palm Bay ran separate resident and business owner surveys that closed on Monday, February 23, 2026, and held a public open house in the City Council Chambers on Thursday, February 26, 2026, from 5:00 p.m. to 7:00 p.m. The city says survey responses will be reviewed by staff to inform future planning.
Who is responsible for which parts of Malabar Road?
Malabar Road in Palm Bay is shared: FDOT projects cover it as State Road 514 from west of I-95 to U.S. 1, and the City of Palm Bay leads planning between Minton Road and the St. Johns Heritage Parkway.
On the state side, FDOT project 430136-1 covers S.R. 514 from Babcock Road to U.S. 1, a 3.6 mile stretch that the study describes as a two-lane roadway. The State Environmental Impact Report for that widening study was completed May 18, 2018. Closer to City Hall, FDOT project 450729-1 resurfaced S.R. 514 from west of I-95 to east of Babcock Street at a construction cost of $1.7 million and is now listed as completed.
West of the interstate, the City of Palm Bay leads. Its PD&E study of Malabar Road from St. Johns Heritage Parkway to Minton Road began in 2019, according to the city's November 14, 2024 public hearing handout. Details of both four-lane plans are covered on the separate Digital Towns page on Malabar Road widening in Palm Bay.
That same Palm Bay handout states the road's status within the city: Malabar Road is designated as a hurricane evacuation route and a critical corridor for regional and local traffic within the city.
