Short answer: Two widening projects would make Malabar Road four lanes in Palm Bay. The City of Palm Bay finished a study for the four miles from St. Johns Heritage Parkway to Minton Road and is negotiating with a designer for a $10 million design job, with no construction date set. FDOT completed a State Environmental Impact Report on State Road 514 from Babcock Street to U.S. 1 in 2018, but that segment is not funded for design or construction.

Which parts of Malabar Road in Palm Bay are planned for four lanes?
Two studies would widen Malabar Road in Palm Bay to four lanes: a city project from St. Johns Heritage Parkway to Minton Road and an FDOT project from Babcock Street to U.S. 1 (City of Palm Bay Public Works).
The west segment is the City of Palm Bay's own Project Development and Environment study, financial project 437210-1, covering a distance of approximately four miles from St. Johns Heritage Parkway to Minton Road (Malabar Road PD&E hearing handout). The east segment is the Florida Department of Transportation's study 430136-1, which evaluated widening S.R. 514 between Babcock Street and U.S. 1 from a two lane roadway to a four lane divided urban roadway over 3.6 miles (FDOT District Five).
| Item | West segment | East segment (S.R. 514) |
|---|---|---|
| Limits | St. Johns Heritage Parkway to Minton Road | Babcock Street to U.S. 1 |
| Lead agency | City of Palm Bay | FDOT District Five |
| Project number | 437210-1 | 430136-1 |
| Length | About four miles | 3.6 miles |
| Study milestone | Public hearing November 14, 2024; Location Design Concept Approval granted | State Environmental Impact Report completed May 18, 2018 |
| Funding status | $10 million design, $3 million of it from FDOT | Not funded for design, right of way or construction |
| Space Coast TPO rank (July 2026) | 1A, non-state roads | 5, state roads |
The road is not one jurisdiction end to end. The City of Palm Bay says ownership and responsibility of Malabar Road is shared in segments between the city, Brevard County and the Florida Department of Transportation, and that the widening will likely have to be funded in segments (City of Palm Bay Public Works). The two study limits as published also leave the stretch between Minton Road and Babcock Street, including the I-95 interchange, outside both widening studies.
What would the widened Malabar Road look like west of Minton Road?
West of Minton Road, the preferred Malabar Road design has two 11-foot lanes in each direction divided by a 22-foot raised median (Malabar Road PD&E hearing handout).
The median narrows to 19.5 feet near the U.S. Post Office and Jupiter Boulevard. The plan adds a 10-foot shared use path on the north side and an 8-foot sidewalk on the south side of the road. Drainage would use curb and gutter, inlets, roadside swales and stormwater ponds. The posted speed limit would be 35 MPH at the western and eastern project limits and 45 MPH from east of Championship Drive to east of the Plaza Shopping Center signal (City of Palm Bay PD&E handout, page 2).
Two canals shape the Palm Bay design. The bridge over Canal C-10 would be rebuilt with four 11-foot travel lanes and a 22-foot raised concrete median, carrying the sidewalk and path across (PD&E handout). From west of the U.S. Post Office property to east of Jupiter Boulevard, Canal C-20 would be moved approximately 15 feet to the north, rebuilt 28 feet wide with sheet pile walls on both sides and a concrete barrier between the canal and Malabar Road (PD&E handout, page 3).
| Intersection | Proposed control |
|---|---|
| St. Johns Heritage Parkway | Roundabout |
| Krassner Drive / Bending Branch Lane | Roundabout |
| Hurley Boulevard | Roundabout |
| Maywood Avenue / Daffodil Drive | Roundabout |
| Jupiter Boulevard | Traffic signal |
| Garvey Road | Traffic signal |
| Plaza Shopping Center | Traffic signal |
| Minton Road | Traffic signal |
The Palm Bay study gives a safety reason for the work as well as a traffic one: the handout notes that Malabar Road is designated as a hurricane evacuation route and critical corridor for regional and local traffic within the City of Palm Bay (PD&E handout, page 1). The roundabout at St. Johns Heritage Parkway is the study's preferred option; the city's projects page, discussing the parkway widening, says either a roundabout or a traffic signal is still being considered at that intersection (City of Palm Bay Public Works).
Where does the Minton Road to Heritage Parkway widening stand?
The Palm Bay study is finished and approved, and the city is lining up a $10 million design contract, but no construction money for the Malabar Road widening is named on the city's projects page (City of Palm Bay Public Works).
The Palm Bay PD&E study began in 2019, held a virtual public meeting on September 24, 2020, after which a preferred alternative was selected, and went to a public hearing on November 14, 2024 (PD&E handout, page 1). The City of Palm Bay says the study, done with Kittelson & Associates, was shared at a final public meeting in December 2024 (City of Palm Bay Public Works). A December 2025 project newsletter reports that FDOT granted Location and Design Concept Acceptance on December 3, 2025, and that the next phase is being administered by the City of Palm Bay (Malabar Road PD&E newsletter).
Traffic counts came up early in the Palm Bay project. At the February 28, 2022 meeting of the Infrastructure Advisory and Oversight Board, City Engineer Frank Watanabe reported traffic on Malabar Road between Minton and Garvey Roads at an average daily count of 20,010, and said City Council had approved $7 million from Transportation Impact Fees to cover the design phase (IAOB minutes, February 28, 2022).
The current Palm Bay description puts the design cost at $10 million, partly funded by $3 million from the Florida Department of Transportation, and the same page says the city is in negotiations with a design and engineering firm, while an older passage still on it says the contracting process was under review by the city and FDOT (City of Palm Bay Public Works). The full job is far larger: the PD&E evaluation matrix lists a preliminary estimate of total project cost of $149,280,400 in 2023 and 2024 dollars, marked preliminary and subject to change (PD&E handout, page 5).
Regionally, the Palm Bay segment sits at the top of the list. The Space Coast Transportation Planning Organization's FY 2027 priority maps, dated July 2026, rank Malabar Road (437210-1) from St. Johns Heritage Pkwy. to Minton Rd. as priority 1A among non-state road projects and the Malabar Road intersection at St. Johns Heritage Parkway as 1B (Space Coast TPO, July 2026). The same map ranks Minton Road intersection improvements from Palm Bay Road to US 192 third.
What has FDOT planned for Malabar Road east of Babcock Street?
FDOT studied widening State Road 514, Malabar Road, from Babcock Street to U.S. 1 into a four lane divided urban roadway and evaluated improvements to bicyclist and pedestrian accommodations, but the project is not funded for design, right of way or construction (FDOT District Five).
The FDOT study of S.R. 514 completed its State Environmental Impact Report on May 18, 2018 (FDOT, project 430136-1). Before that, FDOT announced a public hearing for Wednesday, February 28, 2018, at the City of Palm Bay Council Chambers to present the recommended build alternative of widening to four lanes where warranted (FDOT District Five news, February 20, 2018).
The 2018 Palm Bay hearing notice also covered access. FDOT proposed changing the access classification of Malabar Road from Class 3, which does not prevent turns for traffic traveling in opposite directions, to Class 5, which prevents turns across the median of a divided highway (FDOT District Five). The draft environmental and engineering reports were placed for review at the Franklin T. DeGrodt Library, 6475 Minton Road SW in Palm Bay, and at Malabar Town Hall, 2725 Malabar Road.
The east segment sits on a different regional list from the city segment. The Space Coast TPO's July 2026 state roads map lists SR 514 (Malabar Road) (430136-1) from SR 507 (Babcock St.) to US 1 as widening priority 5 (Space Coast TPO, July 2026).
What roadwork has happened on Malabar Road in Palm Bay in 2026?
The 2026 work on Malabar Road in Palm Bay was resurfacing, not widening: FDOT repaved 0.878 miles of State Road 514 from west of I-95 to east of Babcock Street for about $1.7 million (FDOT District Five, project 450729-1).
The City of Palm Bay announced the FDOT job and, in a 2/9/2026 update, said construction began the day before and was expected to be completed in summer 2026 (City of Palm Bay news). The resurfacing included rebuilt pedestrian curb ramps meeting current Americans with Disabilities Act standards, intermittent single lane closures between 9 p.m. and 8 a.m., and a posted speed limit of 45 mph kept through the work zone. FDOT's project page now lists the Palm Bay resurfacing as completed (FDOT).
| Detail | Value |
|---|---|
| Limits | West of I-95 to east of Babcock Street (S.R. 507) |
| Length | 0.878 miles |
| Construction cost | $1.7 million |
| Schedule | Early 2026 start; summer 2026 estimated completion |
| Status on FDOT page | Completed |
The I-95 interchange in Palm Bay is on the regional list as its own item. The Space Coast TPO's July 2026 Strategic Intermodal System map ranks I-95 Interchange at Malabar Road safety and operational improvements second (Space Coast TPO, July 2026). Closer to the west segment, the city is designing the widening of St. Johns Heritage Parkway from Malabar Road north to Emerson Drive, a separate project (City of Palm Bay Public Works).
